The Politburo requests a policy to support women who have 2 children before the age of 35.

The Politburo requested to study and promulgate support policies for women who give birth to two children before the age of 35; employment policies, subsidies, and support for workers who give birth and raise young children.

Standing member of the Secretariat Tran Cam Tu recently signed and issued Conclusion No. 149 of the Politburo on promoting the implementation of Resolution No. 21 of the 6th Conference of the 12th Party Central Committee on population work in the new situation.

According to the Conclusion, after more than 7 years of implementing Resolution No. 21, besides the achieved results, population work still has some limitations. These are: the replacement fertility rate nationwide is not really stable, the total fertility rate tends to decrease below the replacement fertility rate; gender imbalance at birth is still high; there is no synchronous, comprehensive and effective solution to promote the advantages of the "golden population" period, adapt to population aging; average life expectancy increases but the number of healthy years is low.

The Politburo's conclusion pointed out the causes of the above limitations and required Party committees, Party organizations, authorities, localities and the health sector to continue to strengthen the Party's leadership over population work; it is necessary to raise awareness, increase responsibility, innovate leadership methods; innovate thinking in directing and organizing the implementation of population policies.

The Politburo believes that population should be considered the most important factor. Population work is a strategic task, both urgent and long-term, in the cause of building and defending the Fatherland, and is the cause of the entire Party, people and political system.

The Politburo requested to include population work in the leadership resolutions of Party committees, programs and work plans of agencies, units and localities; focus on reviewing, amending, supplementing and perfecting population mechanisms, policies and laws in accordance with changes in population size, structure, quality and distribution, meeting the requirements of national development in the new period.

In particular, according to the Politburo, it is necessary to speed up the progress of building and promulgating the Population Law in accordance with the spirit of the Resolution of the 13th National Party Congress; urgently review, amend and supplement legal regulations on the number of children born in accordance with the viewpoint on population and development; amend and supplement Party and State regulations on handling violations of population policy, ensuring consistency and unity between Party regulations and State laws.

According to the conclusion, Party committees, Party organizations, authorities, localities and the health sector need to study and promulgate mechanisms and policies to encourage couples and individuals to have two children, giving priority and attention to areas with low birth rates and ethnic minorities; policies to maintain the replacement birth rate; narrow the gender imbalance gap at birth to soon return to natural balance.

At the same time, policies for elderly health care also need to be developed and promulgated to increase average life expectancy, increase the number of healthy years, ensure adaptation to population aging and improve population quality.

The Politburo's conclusion clearly stated the requirement to study and promulgate support policies for women who give birth to two children before the age of 35, employment policies, subsidies, and support for workers who give birth and raise young children; and synchronously deploy solutions to implement policies, laws, and guidelines on population work to serve the goals of socio-economic development, security, and national defense.

In the immediate future, the Politburo requires reviewing and supplementing policies to adjust birth rates appropriately; integrating population factors into socio-economic development programs and projects of units, localities and the whole country to create momentum for rapid and sustainable development of the country; promoting job creation programs, reducing unemployment rates in urban areas, increasing labor use time in rural areas; expanding and improving the effectiveness of education, training and vocational training linked to the labor market.

Party committees, party organizations, authorities, localities and the health sector need to complete the construction, interconnection, and synchronization of human data (based on the original database of the national population database) to accurately assess population fluctuations (both in quantity and quality), serving accurately, promptly and effectively the work of population and development policy planning.
