Speaking at the seminar, Deputy Minister of Education and Training Hoang Minh Son shared: In recent years, the higher education sector has achieved many remarkable achievements, which have been recognized and highly appreciated by society. However, in addition to the positive results, there are still many shortcomings that need to be overcome. Therefore, the Ministry of Education and Training was assigned by the Government to preside over the revision of the Law on Higher Education - a strategic task and also a great opportunity for the entire education sector.
According to Deputy Minister Hoang Minh Son, the amendment of the Law needs to be carried out in a spirit of innovation, in line with the requirements of the new development stage and the context of many fluctuations in international integration. At the same time, it is necessary to closely follow the major policies and guidelines of the Party and the State. This amendment is an opportunity to make a fundamental and comprehensive adjustment to the Law on HigherEducation , in order to remove difficulties, obstacles and "bottlenecks" in the implementation process in the past.
The Deputy Minister requested training institutions and experts to focus on contributing opinions on 6 policy groups stated in the draft Report to the Government, including: improving the effectiveness of state management, creating an advanced university governance system; modernizing training programs and methods, applying advanced technology and promoting lifelong learning; positioning higher education institutions as centers for research and innovation associated with training high-quality human resources; enhancing resource mobilization and improving investment efficiency in modernizing higher education; developing a team of excellent lecturers and scientists and a creative and honest academic environment; changing the approach to quality management in quality assurance activities.
Speaking at the seminar, Deputy Director of Hanoi University of Science and Technology Nguyen Phong Dien said that it is necessary to clarify the contents and terminology in the draft Law; promote training cooperation between schools and enterprises, associated with training high-quality human resources to serve the development needs of the country; clearly stipulate standards in ensuring the quality of higher education. In addition, relevant sub-law documents need to be developed synchronously so that the Law can quickly come into practice.
Professor, Doctor of Science Vu Hoang Linh - Chairman of the University Council of the University of Natural Sciences (Vietnam National University, Hanoi) agrees with the construction of a legal framework to develop higher education with breakthroughs in the general roadmap. However, he emphasized the need to clarify regulations to avoid different interpretations when applying. In addition, it is necessary to enhance the substance of the University Council in higher education institutions.
According to Nguyen Vu Quoc Huy, Rector of the University of Medicine and Pharmacy (Hue University), the spirit of cutting and simplifying policies in the draft Law will contribute to creating positive changes in the entire system and operation of higher education.
In addition, the revised Law on Higher Education needs to be developed in a way that is in harmony with other fields stipulated in related specialized laws. The drafting committee needs to have a close connection and a comprehensive view of all scopes and system structures of the Law on Higher Education in order to adjust and change the inadequate contents, while inheriting and maintaining the factors that have been effective in practice.
