Attending the main bridge at the City Party Committee headquarters were comrades: Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Van Thi Bach Tuyet, member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the Ho Chi Minh City Party Committee.
Attending at the grassroots connection points were Standing members of the City Party Committee and members of the Standing Committee of the Ho Chi Minh City Party Committee.
Director of the Department of Science and Technology of Ho Chi Minh City Lam Dinh Thang said: After a period of urgent preparation, active and smooth coordination between units, and resource support from related units, by this morning, June 12, the preparation work for the trial operation in the entire area of 102 new wards and communes of the City has basically been completed.
According to comrade Lam Dinh Thang, to ensure readiness for operating shared platforms according to the 2-level local government organization model, on the morning of June 11, the Digital Transformation Center coordinated with the People's Committee of Tan Binh District to deploy a trial operation in 6 new wards for the following systems: Online TV system, Document Management System, 1022 Feedback System, Administrative Procedure Information System.
Previously, the Digital Transformation Center, together with the Department of Science and Technology, Quang Trung Software Development Company, the Vietnam Posts and Telecommunications Group ( VNPT ) and related units, reviewed the data transmission infrastructure, online video conferencing system, developed scenarios for operating the information system, and sent technical staff to directly support 102 wards and communes for trial operations as well as when the new wards and communes officially went into operation.
Scenarios for testing digital platforms are built with the following contents: Operating the Document Management System software: Receiving and transferring outgoing and incoming documents in the city's political system and official email system.
Operate the reception, processing and response to people and businesses through the 1022 portal. Operate the online conference system connecting the city with the grassroots. Operate the reception and processing of administrative procedures at the commune-level public administration center for all types of records: copies, authentication, birth certificates, death certificates, etc.
Operate the reception and settlement of administrative procedures (household registration, land, construction, etc.) for cases where people have submitted documents at the old district/county but have not been resolved and hand them over to the new administrative unit for further settlement.
After issuing the order for the trial operation, the members of the Standing Committee of the Ho Chi Minh City Party Committee supervised the procedure counter of the Public Administration Service Center of wards and communes. After that, the leaders of Ho Chi Minh City listened to a quick report on the results of the trial operation and held a meeting to review the experience of the trial operation process.
At Sai Gon Ward (formerly District 1 People's Committee), officials and civil servants are testing the handling of records in four areas: Culture - society; household registration; urban, environment, food safety; signature authentication, and copying of originals. The Vice Chairman of Sai Gon Ward People's Committee is also sitting directly to handle records.
Ms. Ngo Hai Yen, Head of the Internal Affairs Department of District 1 (expected to be Vice Chairman of the People's Committee of Saigon Ward), said: The staff assigned to the Saigon Ward Public Administration Center have worked in the one-stop department of the ward or district, so they are familiar with the operations on the experimental software that the City is deploying.
According to the plan, from June 26 to 30, Ho Chi Minh City will organize meetings to summarize, draw lessons, and complete scenarios to ensure the official transition from July 1 is operated smoothly.
Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, said that using a shared platform is considered a solution to synchronize, ensure connectivity and security between government levels. Initial test results show serious preparation from facilities to human resources of localities. In addition, this pilot model is also an opportunity for the Digital Transformation Center to evaluate the possibility of expanding the shared system throughout Ho Chi Minh City, moving towards building a modern administration, serving people according to the "one-stop, one-data" model.
Ho Chi Minh City establishes 10 working groups to supervise the pilot operation of the new commune-level government model.
Currently, the Ho Chi Minh City Party Committee has a systematic division of labor. The Standing Committee of the City Party Committee, members of the Standing Committee of the City Party Committee and members of the Steering Committee for the arrangement and reorganization of administrative units are assigned to directly supervise the trial operation in wards and communes.
Accordingly, the Standing Committee of the City Party Committee agreed to establish 10 working groups headed by the Standing Committee of the City Party Committee and members of the Standing Committee of the City Party Committee, directly attending and regularly supervising, monitoring and directing the implementation of the pilot operation of the commune-level local government model in the area, from June 12 to July 1.

Working Group No. 1 , led by Comrade Nguyen Thanh Nghi, Member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, attended the trial operation of the commune-level local government model at the newly established Binh Thoi Ward People's Committee headquarters (address No. 270, Binh Thoi Street, Ward 10, District 11).
Group 1 is responsible for regularly and directly supervising, monitoring, and directing wards and communes to pilot the newly established commune-level local government model in District 11 (Minh Phung Ward, Binh Thoi Ward, Phu Tho Ward, Hoa Binh Ward) and Nha Be District (Nha Be Commune, Hiep Phuoc Commune).
Working group No. 2 led by comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, attended the trial operation at the headquarters of the Saigon Ward People's Committee (address No. 45-47, Le Duan Street, District 1).
Group 2 is responsible for regularly and directly supervising, monitoring, and directing wards and communes to pilot the newly established commune-level local government model in District 1 (Sai Gon Ward, Ben Thanh Ward, Cau Ong Lanh Ward, Tan Dinh Ward) and Can Gio District (Can Gio Commune, Thanh An Commune, Binh Khanh Commune, An Thoi Dong Commune).
Working Group No. 3 , headed by Comrade Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council, attended the trial operation at the newly established Xuan Hoa Ward People's Committee headquarters (address 99 - 99A, Tran Quoc Thao Street, District 3). This group is responsible for directly supervising, monitoring, directing and directing wards and communes to conduct the trial operation in District 3 (Ban Co Ward, Xuan Hoa Ward, Nhieu Loc Ward); District 5 (An Dong Ward, Cho Quan Ward, Cho Lon Ward); Hoc Mon District (Hoc Mon Commune, Ba Diem Commune, Xuan Thoi Son Commune, Dong Thanh Commune); Cu Chi District (An Nhon Tay Commune, Thai My Commune, Tan An Hoi Commune, Cu Chi Commune, Nhuan Duc Commune, Phu Hoa Dong Commune, Binh My Commune).
