- In 2024, the People's Committee of Lang Son city has implemented many solutions to improve the Department, Sector and Local Competitiveness Index (DDCI), especially the "time cost" index to facilitate people and businesses.

In 2023, Lang Son city's DDCI index reached 70.27 points and ranked 9th out of 11 districts and cities. The reason for this is due to a sharp decline in "time costs" (down 1.85 points and down 5 places compared to 2022) while other component indexes increased insignificantly. The results of the consulting unit clearly show that businesses still spend a lot of time learning about and resolving administrative procedures (TTHC) in the area. In addition, there are still some officials in charge of receiving documents and resolving TTHC who do not provide instructions or do not provide detailed instructions, causing difficulties in implementing TTHC.
Based on the above reality, immediately after the conference to announce the DDCI in 2023, the People's Committee of Lang Son city coordinated with the consulting unit to develop a plan to improve the DDCI index in 2024. There are specific solutions to improve each component index. Especially for the "time cost" index, the city proposed solutions such as: striving for 100% of records to be received, processed online and processed before the deadline, on time; arranging civil servants with sufficient capacity and ethics to serve businesses and people; effectively implementing control activities, reforming administrative procedures, implementing the "one-stop" and "one-stop" mechanisms.

At the same time, the City People's Committee advised the units to promptly post and publicize legal documents and regulations...
To reduce time for businesses and people, since the beginning of 2024, the City People's Committee Office has coordinated with relevant units to review commonly occurring procedures. From there, QR codes have been applied and posted to look up information on 54 administrative procedures in 13 fields. When needed, people and businesses only need to scan the code via the Zalo application to easily look up relevant information on administrative procedures such as: implementation process; dossier components; processing time; fees or charges...
In addition, the city's "one-stop" department is equipped with scan codes and online payment accounts. Thanks to that, when people and businesses pay related fees, the time will be significantly shortened and the fees will be transparent according to regulations.
In addition, from the beginning of 2024, each civil servant performing duties at the city's "one-stop" department will be given a QR code integrating information and areas of responsibility of that person so that people and businesses can directly evaluate or make recommendations on attitudes and service quality in performing administrative procedures. The above evaluations are one of the main factors to evaluate the spirit, responsibility and classify the level of performance of civil servants.
Mr. Dang Minh Phuc, representative of LASO Agricultural Products Import-Export Company Limited, Lang Son City, said: In 2024, I carried out administrative procedures related to the tax sector at the city's "one-stop" department, the officers guided me enthusiastically and thoughtfully, there was no harassment. At the same time, the administrative procedures were processed within the prescribed time.
Along with the above solutions, in 2024, the City People's Committee proactively met and had dialogues with businesses and business households in the area to promptly grasp and remove difficulties for businesses when implementing administrative procedures (once/quarter). In addition, leaders of the City People's Committee and specialized departments directly met and had dialogues, answering suggestions from businesses when problems arose.
By the end of August 2024, the city's "one-stop" department received 413 records, of which the rate of records resolved before the deadline was 58.56%, the rate of records resolved on time was 38.14%. Communes and wards received 1,467 records, the number of records resolved before the deadline was 96.54% and on time was 2.81%. Up to that point, there were 11 records that were delayed in processing, but in fact these records were all returned on time, the reason for the delay was due to the untimely handling of procedures on the Online Public Service platform. Basically, the above results ensure the set target with the "time cost" index as planned.
Mr. Nguyen Van Hanh, Chairman of Lang Son City People's Committee, said: To improve the DDCI index in general and the "time cost" index in particular, the City People's Committee will continue to promote the public disclosure of information and regulations on administrative procedures directly and via the city's electronic information page. At the same time, promote digital transformation in accordance with the adaptability of people and businesses. At the same time, review and evaluate administrative procedures that are no longer suitable to recommend and propose reductions and simplifications.
