PV: In recent years, how has the leadership and direction of resource management and environmental protection in the city been carried out, sir?
Mr. Nguyen The Phuong:
Implementing the socio-economic development targets, every year, the City People's Committee has directed agencies and units to carry out tasks in the field of natural resources and environment according to the set plan. Promoting the role of the community in participating in urban development in the city in a modern direction, rich in national identity, creating unity from awareness to action, actively contributing to socio-economic development, maintaining political security, social order and safety.
Since the beginning of the year, the City People's Committee has issued over 700 documents to serve the direction and management of natural resources and environment, focusing on state management of land, planning, and construction order. Develop a plan to inspect land management with 3 communes and wards; establish 4 working groups, 1 central group to patrol, inspect, prevent, and handle violations of planning, land, and construction along both sides of the National Highway 6 bypass of Son La city.
Continue to organize the signing of commitments to strengthen the role and responsibility of the Chairmen of the People's Committees of 7 wards and 5 communes in resource management and environmental protection with the Chairman of the City People's Committee. Organize for households producing and doing business in the area to sign commitments with the Chairmen of the People's Committees of communes and wards on environmental management and protection.
Review and adjust urban planning towards green urban areas and ecological urban areas, based on the principle of taking the environment as the foundation for development, minimizing carbon emissions, using renewable energy, and integrating environmental factors (trees, water surfaces, natural ecosystems) into planning.
Launching emulation movements to build green, clean, beautiful, sustainable and environmentally friendly urban areas; organizing campaigns to ensure urban order and street order.
Reporter: Could you please provide specific information on some outstanding results in resource and environmental management associated with socio-economic development in the city?

Up to now, the city has completed the land use planning until 2030 and the land use plan for 2022-2023. Completed approval of the general planning for city construction until 2045 and 5 zoning plans, including: Chieng Sinh - Na San urban axis construction zoning; historical urban area construction zoning; Chieng Sinh urban area construction zoning; overall adjustment of the Chieng Ngan urban area construction zoning; Hua La ecological urban area construction zoning.
Complete important detailed construction planning projects, urban expansion and development, investment attraction, including: Planning of Southwest urban area, Tuoi Tre lake, Noong Duc market, planning along Nam La stream, lots 4, 5, residential area of Group 8, To Hieu ward...
Effectively implement land acquisition, compensation, support, and resettlement of key projects in the city such as: National Highway 6 bypass - Section passing through Son La city, Residential area infrastructure project lot 1A... ensuring progress and regulations.
Environmental protection work has received much attention. From 2022 to now, the city has organized 6 conferences to deploy and disseminate the Law on Environmental Protection 2020 and related regulations; directed and guided villages and sub-regions to effectively implement environmental protection work, respond to World Environment Day, and effectively implement environmental criteria in building new rural areas. The rate of collected and treated domestic solid waste in urban areas has reached over 99.5%, and in rural areas it has reached over 89.44%.
At the same time, focus on promoting environmental protection in production, business, service activities and coffee processing and preparation activities to organizations, households and individuals. Establish an Inspection and Supervision Team for agricultural and livestock production, preparation and processing facilities in the city.
Reporter: What difficulties and challenges are the city facing in managing resources and the environment, sir?
Mr. Nguyen The Phuong:
In recent times, the City People's Committee has closely followed the programs, plans, and tasks set forth by the province regarding state management of natural resources and environment, preventing pollution and illegal mining incidents from occurring, causing public outrage.
However, there are still some small production and business establishments located in residential areas, posing a potential risk of pollution. The strength of the community has not been promoted to fight against violations of water resources, minerals, and environmental protection.
Land management in some communes and wards is still limited, and there is still a situation where people arbitrarily change land use purposes and level the ground without permission from the authorities. Meanwhile, each commune and ward is only assigned 1 land official who is also in charge of the natural resources and environment sector, and 1 construction official.
PV: Aiming to become a type I urban area with green, fast and sustainable development, what key tasks has the City been implementing in the coming period, sir?
Mr. Nguyen The Phuong:
The city will continue to promote propaganda work, improve the effectiveness of resource management and environmental protection. Coordinate with the province to select investors for infrastructure of Hoang Van Thu industrial cluster, Hua La commune; organize auctions to implement the Noong Duc Market project... Urge and speed up the progress of completing new rural criteria, strive to complete the advanced new rural area of Hua La commune.
Focus on building smart cities, prioritizing the fields of management and administration; people; life; security, order, traffic, transportation; environment; economy. Review and complete planning, ensure consistency, synchronization, and infrastructure connection, create favorable conditions for implementing investment projects to build and develop socio-economic infrastructure in a modern direction, towards building smart, bright - green - clean - beautiful cities associated with green growth and climate change response.
Since the beginning of the year, the work of ensuring social security in the city has always been of interest, fully and promptly implemented. Subsidies have been paid to 2,600 policy beneficiaries; nearly 1,500 policy beneficiaries and poor households have been visited, given gifts and subsidies.
Assign cadres and party members to take charge of and help poor households; mobilize social support to eliminate temporary houses for 46 poor households with housing difficulties, with a total amount of more than 1.9 billion VND; support 98 students with difficult circumstances with 500,000 VND/month/child... Up to now, the rate of poor households in the city has decreased to 0.42%, the rate of training
Rural labor vocational training reached 67.7%.
