Vinh Yen City must pioneer in building smart cities

On the afternoon of April 3, comrade Duong Van An, member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with the Standing Committee of Vinh Yen City Party Committee on the results of implementing the Resolution of the 17th Vinh Phuc Provincial Party Congress, term 2020-2025; Resolution of the 21st City Party Congress and Resolution 07, dated April 16, 2014, of the Standing Committee of the Provincial Party Committee on the development of Vinh Yen city to 2020, with a vision to 2030.

Also attending were members of the Provincial Party Standing Committee: Bui Huy Vinh, Head of the Provincial Party Committee's Propaganda Department; Nguyen Ba Huy, Head of the Provincial Party Committee's Organization Department; Nguyen Trung Hai, Vice Chairman of the Provincial People's Council and comrade Vu Chi Giang, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of provincial departments and branches.

According to the report of the Standing Committee of Vinh Yen City Party Committee, to implement the targets and Resolutions of the 17th Provincial Party Congress and the Resolution of the 21st City Party Congress for the 2020-2025 term, the Standing Committee of the City Party Committee and the City Party Executive Committee have issued nearly 11,500 documents to specify targets, goals, tasks and lead, direct and organize implementation in all areas such as: Party building, building the political system; socio-economic development; ensuring national defense and security; developing culture, education, health care, and taking care of people's lives.

Up to now, the city has exceeded 15 targets of the Resolution of the 21st City Party Congress, term 2020-2025; 7 targets are forecast to be exceeded; 5 targets need to strive to complete.

Annual budget revenue growth reached over 9.3%; industry, construction and services accounted for nearly 99.7% of the economic structure; the poverty rate dropped to below 0.75%.

The targets for Party building and political system building are well implemented, with over 95% of grassroots Party organizations annually being classified as having fulfilled their tasks well or better. The number of new Party members admitted annually is over 200...

Regarding the implementation of Resolution No. 07 of the Provincial Party Standing Committee on the direction and tasks of developing Vinh Yen city until 2020, with a vision to 2030, by 2020, the city had 14/19 targets that had been achieved and exceeded the Resolution's targets.

The 5 targets that were not met include: Annual budget revenue growth rate; population size; urban population ratio; agricultural labor structure and domestic wastewater treatment rate. In December 2023, the Provincial Party Committee summarized Resolution 07 but has not yet issued a new resolution for Vinh Yen city.

At the conference, members of the Standing Committee of Vinh Yen City Party Committee reported and clarified difficulties, obstacles, reasons for not completing targets; orientations and tasks for the city's development in the coming time.

At the same time, it is recommended that the province pay attention to solving a number of issues related to Party building, cadre organization; administrative reform; planning orientation, investment in construction, urban embellishment; waste and wastewater treatment; site clearance, construction of resettlement areas; development of trade and services; social housing, housing for workers; security and order assurance, etc.

Analyzing and clarifying the shortcomings, limitations, as well as recommendations and proposals of Vinh Yen city, some delegates suggested that Vinh Yen city needs to have an approach, open up new development space, and create regional connections between Vinh Yen and other localities in the province;

Clearly identify goals, tasks, solutions, and roadmap for implementing targets and tasks that have not been achieved compared to the Resolution of the 21st City Party Congress; synchronously deploy solutions to remove difficulties in building social housing areas for workers to rent to attract workers and increase population.

Speed up the planning and implementation of Dong Tam wholesale market; increase the attraction of regional-scale trade and service projects; improve the effectiveness of state management of construction order and urban order; invest in developing basic cultural institutions of the city; speed up the handling of existing problems and land violations, etc.

Concluding the working session, Provincial Party Secretary Duong Van An acknowledged and commended the efforts of the Vinh Yen City Party Committee Standing Committee in leading and directing the implementation of Party building tasks, socio-economic development, ensuring political security and social order and safety in the locality in recent times.

Emphasizing that the development space of Vinh Yen in particular and Vinh Phuc in general is not much left if there is no orientation and conversion solution suitable to reality and future development trends.

Provincial Party Secretary Duong Van An requested the Standing Committee of Vinh Yen City Party Committee to continue to uphold the tradition of solidarity, promote collective intelligence, consolidate and build clean and strong Party committees and organizations at all levels; improve the leadership capacity and fighting strength of grassroots Party organizations and Party members;

Do a good job of mass mobilization, promote the strength of the great national unity bloc; improve the quality of cadres, civil servants and public employees; build and develop a team of young cadres and female cadres; strengthen inspection and supervision work, promptly detect, correct and handle violations right from the start.

Regarding the task of socio-economic development, Provincial Party Secretary Duong Van An suggested that Vinh Yen city needs to have orientation and solutions to pioneer in building smart cities.

Transforming the new economic development structure towards developing digital economy, night-time economy, circular economy, green economy associated with the fields of banking and financial services, insurance, tourism, etc.

Review and evaluate urban planning and construction planning, effectively promote land funds, ensuring both common space and separate development space in accordance with the criteria of type I urban areas.

Prioritize land funds to develop public infrastructure, transportation, trees... and increase the development of underground space to increase the land use ratio of Vinh Yen city.

Along with that, promote administrative reform, improve competitiveness; strengthen state management of construction order, urban order, land management; resolve and handle existing problems and land violations in the area.

There are effective solutions to handle waste and domestic wastewater, protect and prevent pollution of lakes and lagoons; invest in and upgrade public works and common living spaces to make Vinh Yen city more beautiful, greener, and more livable...

Regarding some specific recommendations of Vinh Yen city, Provincial Party Secretary Duong Van An suggested that the city work with the province's professional agencies to propose that the Provincial Party Standing Committee consider and give opinions.
