Before the 9th session of the 15th National Assembly, voters of Gia Lai province requested the Government Inspectorate to promptly respond to Report No. 18/BC-UBND, dated February 4, 2025 of the Gia Lai Provincial People's Committee so that the projects can continue to complete related procedures to soon put wind power projects into commercial operation, avoiding wasting resources invested in 5 wind power projects.
These 5 projects include Cho Long Wind Power Plant Project; Yang Trung Wind Power Plant Project; Ia Pech Wind Power Plant Project; Mountainous Development Wind Power Plant Project; Central Highlands Processing Wind Power Plant Project.
In the report sent to the Head of the National Assembly Delegation of Gia Lai province signed by the Government Inspector General Dong Hong Phong, the Government Inspectorate mentioned that, according to the report of the Gia Lai Provincial People's Committee in Document No. 18, dated February 4, 2025 and Document No. 1453 dated May 28, 2025 on supplementing the results of overcoming recommendations related to wind power projects according to Inspection Conclusion No. 263/KL-TTCP, dated July 19, 2024 of the Government Inspectorate, the violations of the above 5 wind power projects have been overcome by the provincial authorities and investors.
Violations at five wind power projects were related to procedures regarding planning, land, investment, construction, and using foreign workers without permission.
However, the Government Inspectorate believes that, through monitoring Inspection Conclusion No. 263/KL-TTCP, in addition to the content recommending that the Gia Lai Provincial People's Committee must remedy violations in the implementation of wind power projects, the inspection conclusion also includes a content recommending that information be transferred to the Ministry of Public Security for consideration and handling (stated in Clause 7, Section II, Part C of the inspection conclusion).
Therefore, the Government Inspectorate mentioned that the handling and completion of procedures related to the 5 wind power projects are under the authority of the Gia Lai Provincial People's Committee and must have the opinion of the Ministry of Public Security regarding the implementation of the recommendations stated in the inspection conclusion.
“Gia Lai Provincial People's Committee shall continue to thoroughly implement the contents of the conclusions and recommendations in Inspection Conclusion No. 263/KL-TTCP dated July 19, 2024 of the Government Inspectorate and the direction of the Prime Minister in Official Dispatch No. 6490/VPCP-VI dated September 11, 2024 of the Government Office; report the implementation results to the Prime Minister and at the same time send them to the Government Inspectorate in accordance with the provisions of law on inspection”, the Government Inspectorate requested.
Regarding the 5 wind power projects worth thousands of billions of VND that have been completed but not yet put into commercial operation and are listed in the conclusion of the Government Inspectorate mentioned above, recently, Mr. Pham Anh Tuan, Chairman of the Gia Lai Provincial People's Committee, assigned the Department of Industry and Trade, Department of Finance, Department of Agriculture and Environment, and related localities to proactively guide investors to prepare and complete relevant procedural documents to meet the operating conditions as soon as there is approval from the Central agency.
