In recent times, Thanh Son district has always focused on thoroughly grasping, deploying and seriously and effectively implementing the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period (National Target Program 1719).
Many projects and tasks have left a strong mark of the Program, contributing to changing the material and spiritual life of the people, creating an important premise for the local socio-economic development. However, there are still many difficulties and obstacles that need to be resolved soon for the Program to maximize its effectiveness, especially Project 1 on "Solving the shortage of residential land, housing, production land, and domestic water" for ethnic minorities.
The lives of Thanh Son district people have developed thanks to the effective exploitation of existing production land.
Comrade Pham Tu - Vice Chairman of Thanh Son District People's Committee said: To implement the Program to support housing, residential land, and production land for poor ethnic minorities, the district has promoted the dissemination of the purpose, meaning, and objectives of the National Target Program 1719; regularly review the actual needs of eligible subjects in localities to supplement and implement housing, residential land, and production land support policies in a timely manner... to ensure that the State's support programs and policies are effective, bringing direct rights and benefits to ethnic minorities and mountainous areas.
According to the report of Thanh Son District People's Committee, the capital allocated for the 2021-2024 period for Project 1 is 25,199 billion VND (of which, investment capital is 14,202 billion VND, career capital is 10,997 billion VND). By the end of August 2024, Thanh Son District had only disbursed 3,364 billion VND of investment capital, reaching 23.6%, the remaining career capital had not been disbursed.
In 2023, Thanh Son district reviewed the subjects and approved the beneficiaries of the "Residential land support" content, which is 424 households, including households without land use right certificates (LURCs). However, because the district no longer has land funds to arrange residential land support for households, this content cannot be implemented.
In 2024, according to the review, there are 201 households without residential land (including 24 households without residential land, 177 households with land but without land use right certificates). For 24 households without residential land, they were supported with 44 million VND from the central budget and the provincial budget, however, these households refused to receive it because even with the support of 44 million, they could not buy land; The remaining 177 households will be allocated local budget by the District People's Committee to carry out the conversion of agricultural land use purpose to residential land, grant land use right certificates, house ownership rights and other assets attached to land to the subjects. Up to this point, Thanh Son district has not been able to implement this because it has not yet arranged the district budget and there are no specific instructions on the support categories.
According to comrade Pham Tu, it is difficult to determine the subjects because the guiding documents only mention "households without residential land", accordingly, the legal basis for determining households without residential land is households without land use right certificates. On the other hand, in reality, in state management of land, there are 2 cases: Households with land but without land use right certificates and households without land, but in the guiding documents for implementing Project 1, these 2 concepts are not included. Besides, if the support amount of 44 million VND is given but people cannot buy land (due to lack of counterpart funds), the goal of the Project will not be achieved.
Along with that, some support contents such as: Housing support (content 02) with 284 newly built households and 132 repaired households, were divided into batches, assigned to the People's Committees of communes for acceptance and completion of payment documents, but the registered households have not completed, the non-registered households have completed, so the support amount has not been disbursed.
To gradually and effectively implement the National Target Program 1719 in the area, Thanh Son district proposed that the Central Government and the province continue to issue documents directing and guiding in detail the contents and projects of the National Target Program 1719; amend, adjust, supplement, and support funding for some contents of the Project; expand and add more objects and scope of support... strive to ensure and accelerate the implementation progress of the National Target Program 1719 so that people can soon benefit from the policy and the locality can effectively complete the set goals and tasks.
