Removing difficulties for Kha Lake project, Lac Son district

(HBĐT) - The Kha Lake high-class eco-urban area and hot mineral resort project in Quy Hoa commune, Lac Son district (Kha Lake project) is one of the three key projects of the province to exploit potentials and advantages, create high-quality tourism and service products, and contribute to the sustainable economic restructuring of the province. However, site clearance is facing many difficulties and obstacles. Lac Son district is coordinating with relevant sectors and investors to remove difficulties to implement the project, striving to start construction by the end of this year.

The Kha Lake project was approved by the Provincial People's Committee for Investment Policy in Decision No. 43/QD-UBND, dated June 3, 2022; the investor for the project was approved in Decision No. 64/QD-UBND, dated August 18, 2022, which is Hoa Binh Sun Company Limited. The project uses 85.2 hectares of land, with an investment capital of VND 2,627 billion and has been approved by the Provincial People's Committee for detailed construction planning at a scale of 1/500 in Decision No. 234/QD-UBND, dated February 16, 2023.

On June 16, 2023, the Department of Construction sought opinions from departments and branches on the detailed planning. After receiving comments, on June 16, 2023, the Department of Construction issued Official Dispatch No. 1924/SXD-QHKT requesting Hoa Binh Sun Company Limited to supplement and complete the dossier according to the appraisal opinions of departments and branches, and submit it for appraisal according to regulations. The investor has not yet resubmitted the dossier for implementation.

The Provincial People's Committee has approved the alternative forest planting plan by paying money to the Hoa Binh Provincial Forest Protection and Development Fund in Decision No. 2896/QD-UBND, dated November 28, 2022. On July 21, 2023, the Provincial People's Committee issued Document No. 88/TTr-UBND on changing the purpose of using rice-growing land to implement the project (23.1 hectares); The Provincial People's Committee approved in Decision No. 1133/QD-UBND, dated May 31, 2023 as a basis for implementing land procedures to implement the project.

In this project, the land clearance work has been basically agreed by the people. Currently, the Prime Minister is waiting for permission to change the purpose of using rice land to have a legal basis to issue a notice of land recovery, inventory and land clearance to implement the project. However, households have commented that the current unit price of land types in Quy Hoa commune in the Provincial Land Price List is lower than the land prices of neighboring communes such as Tan Lap and Tuan Dao communes and have requested to consider adjusting the unit price.

Although the Provincial People's Committee has specified the unit price for property compensation in detail, through actual inventory, many types of people's property are larger than the prescribed rate. In practice, the inventory is still difficult, such as: In a unit of land area, there are many types of fruit trees overlapping each other, but the regulation stipulates that the total area in square meters of tree canopy must not exceed the land area, so when inventorying, people still have questions and suggestions. Many property items still do not have unit prices to apply for compensation, such as yellow apricot blossom trees, sim trees, wild tea trees, and some types of trees that are grown for both timber and fruit, but in the new unit price list, it is only calculated for timber harvesting (sầu, tram, doi, etc.). The cost of checking and inventory has been implemented by the District Land Fund Development Center but has not been paid yet.

According to Mr. Bui Van Linh, Chairman of Lac Son District People's Committee: The District People's Committee has basically conducted a preliminary inventory and developed a compensation plan for households in the project area. Continue to review and pre-invent households that have agreed. When the Prime Minister approves the policy of converting rice land use purposes, the process of land recovery notification, posting and early approval of the compensation plan will be immediately implemented. For households that have not agreed to the project implementation policy: Continue to propagate so that people better understand the role and significance of the project for the people of Quy Hoa commune in particular and Lac Son district in general. For those who propagate and incite people to oppose the project implementation policy, the District Police will be assigned to monitor and handle according to regulations. Regarding unit prices, volume, and types of compensation assets: After completing the declaration and inventory, the District People's Committee will synthesize and classify for handling. In cases beyond its authority, it will report to the province for instructions.

Lac Son district requests the Provincial People's Committee to pay attention to directing relevant departments and branches to complete procedures to submit to the Prime Minister for changing the purpose of using rice fields to serve as a basis for land recovery; balance capital to soon implement the technical infrastructure project to invest in resettlement areas; pay attention to supporting the implementation of supporting projects. For the project of housing for service staff in the Doi Thung tourist area and Kha lake, the Department of Planning and Investment and Sungroup Corporation are requested to pay attention to soon completing procedures to submit to the Provincial People's Committee for a policy to bid to select investors to implement the project. Request the Hoa Binh Sun Company to advance funds to the District Land Fund Development Center to carry out the work of surveying, measuring and clearing the site.

The district has directed specialized agencies to coordinate with investors to carry out the work of measuring, counting, and developing a plan for site clearance when all conditions are met; directed the Department of Labor, Invalids and Social Affairs to prioritize opening training classes in the field of tourism for students who are children of Quy Hoa commune. Sungroup Corporation has organized vocational training for 34 students who are children of Quy Hoa commune and plans to continue opening training classes.
