BTO-On the afternoon of May 30, the National Assembly discussed in Groups the Draft Resolution on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils (amended).
Group 14 includes delegates from the National Assembly Delegation of Binh Thuan , Hai Duong and Son La provinces.
Participating in the discussion of the draft Resolution on taking a vote of confidence, provincial National Assembly delegate Dang Hong Sy expressed his agreement with the addition of a regulation that no vote of confidence should be taken for people who are on medical leave for serious illness with confirmation from a medical facility and have not been in charge of work for 6 months or more according to the decision of a competent agency or individual. However, the delegate said that the 6-month regulation is too long, and it should be calculated to reduce it to 1 month, which would be more appropriate.
Article 5, in principle, focuses mainly on promoting self-accountability and self-reporting of voters, voting and the responsibility of delegates. According to delegate Dang Hong Sy, this content needs to stipulate the involvement of competent agencies in providing information of voters who are members of the Government regarding the process of performing assigned tasks, whether there are delays or not, what is the quality; whether the promises made to the National Assembly and voters are met or not?... Furthermore, it is also necessary to consider this as a channel to increase the responsibility of members of the Government and those who are voted for a vote of confidence...
At the discussion session, provincial National Assembly deputies gave comments on the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
According to Deputy Head of the Provincial National Assembly Delegation Nguyen Huu Thong, after studying the Government's Proposal and the draft Resolution submitted to the National Assembly with 2 groups of policies for 7 areas with 44 specific contents, the delegates affirmed that these contents are necessary and suitable for the position and development trend of the city in the coming time. However, the delegates expressed concern about a major problem, which is the concretization of the contents in the resolution, especially decrees, circulars, and instructions that have not been issued in a timely manner. Therefore, the delegates suggested that the Government should issue decrees; ministries and branches must issue circulars urgently to help Ho Chi Minh City effectively implement Resolution 31...
Agreeing with the need to issue the Resolution, National Assembly Delegate of Bo Thi Xuan Linh province expressed her hesitation in Clause 1, Article 6 regarding projects using rice land for other purposes. The delegate suggested that the Government review and strictly control the conversion of rice land use purposes in Ho Chi Minh City.
On that basis, continue to direct other localities to review the rice land area in the coming time to implement it synchronously to avoid the situation of rice land area increasingly shrinking. During the implementation process, it is necessary to assign and clarify responsibilities to avoid errors related to the Land Law, affecting the lives of people and the reputation of authorities at all levels.
Provincial National Assembly Deputy Tran Hong Nguyen said that in Section IV - Implementation, the Party Executive Committee was assigned to issue a Project to implement Conclusion No. 14 dated September 22, 2021 of the Politburo on "Policy to encourage and protect dynamic and creative cadres for the common good" choosing Ho Chi Minh City as a pilot. However, this project is currently being assigned to the Ministry of Home Affairs for development but has not been completed. Therefore, according to the delegate, in the draft resolution, only some general provisions of a principled nature should be added on the content of encouraging and protecting dynamic and creative cadres for the common good, and should not be specified in too much detail. On the basis of the general provisions of the resolution, it is more reasonable to continue to implement detailed regulations later...
