Part I: Correct policy - warms the border
Escape poverty from the model of "Uncle Ho's Army"
Early in the morning, when the highland villages were still covered in fog, TTTTN Lo Thi Ha - a white Thai girl from the borderland of Muong Nhe, Production and Construction Team No. 2 (Economic and Defense Group 379) had packed her belongings and prepared her luggage to return to her people. On this journey, Ha's destination was the family of Tao Van Son, Cau village (Cha Nua commune). This is a typical family, thanks to the "hand-holding" of officers and soldiers of Group 379 and the TTTTN team, they have become a typical example of doing well in this border commune.
In protective gear, Ha confided: “I am here to train the pigs to exercise and exercise so that the meat is delicious. I carefully and enthusiastically instruct the people on how to take care of and clean the barns, ensure food sources, and give regular veterinary injections. Preparing for winter, the weather in the border area is complicated, sometimes 3-4 degrees Celsius cold, so I and the people reinforce the barns and cover them carefully.”
“Thanks to Uncle Ho’s soldiers and TTTTN friends’ enthusiastic and thoughtful guidance on livestock farming techniques, I have changed my way of doing business, knowing how to raise pigs, chickens, and fish scientifically and produce goods. Currently, my family has a 250m2 barn with 60 pigs; 3,000m2 fish pond. From not having enough to eat, now I have a surplus, and have the conditions to take care of my children’s education. Recently, my family sold a herd of pigs and various types of fish, earning more than 300 million VND” - Mr. Tao Van Son happily shared.
Promoting the spirit of youth vanguard, the Youth Union members have been diligent, not afraid of hardships and difficulties, together with the cadres and soldiers of the Economic-Defense Group 379, "sticking together 3 times, being loved by the people". The majority of the members are ethnic minorities, understanding the customs and practices, and being loved by the people, so the members have spread to the communes and villages, promoting propaganda, "awakening" the role of the people as the main subjects in economic development - hunger eradication and poverty reduction. In particular, with the knowledge they have learned, they have built new livelihood models, such as: Garden, pond, barn, forest models; breeding cow models; raising native pigs; trellis garden models , growing squash and pumpkins ... Overcoming the fragmented agricultural production situation, breaking the "monoculture" and "pure agriculture" situation.
With the determination to change the barren lands, from 2010 to now, the Production and Construction Teams, together with the Youth Union members, have guided the people in the project area to convert 3.5 hectares of corn land to rice land; reclaimed 9.5 hectares of land; guided and helped 850 households to put high-yield corn and rice varieties into production; 190 households implemented the VACR model. Over 90% of households know how to apply scientific and technical advances in agricultural, forestry, and livestock production ...
Mr. Nguyen Huu Dai, Vice Chairman of Nam Po District People's Committee shared: "The project "Strengthening the Youth Union to work in economic and defense zones" is a correct policy of the Government and the Ministry of National Defense. From the voluntary activities of the Production and Construction Teams and Youth Union members, many poor villages in Nam Po district are improving day by day, becoming more prosperous and well-off. The hands and minds of young men and women in their twenties are contributing to promoting socio-economic development, building rural works, opening roads, building schools... consolidating national defense and security, creating a solid border belt in the national defense posture in strategic key areas, remote areas, and borders, meeting the requirements of building and protecting the Fatherland.
It can be seen that, promoting the spirit of shock troops, after more than "a decade" of being present in the border area, the TTTTN team members are still working day and night, with the enthusiasm and responsibility of youth to help thousands of ethnic minority households in the border area rise up to escape poverty and stabilize their lives in the far west of the country.
Sowing "red seeds" in the far West
By chance, during a business trip to Na Hy commune, I was fortunate to meet and talk with the young man of the "8X" generation Nguyen Phu Thiet - a son of Dien Bien, who grew up from Project 174. Despite his young age, Mr. Thiet has held the position of Chairman of the People's Committee of Na Hy commune (Nam Po district) for 3 years. Recalling the days of dedicating his youth to the border, Mr. Thiet recalled: “After completing training, I was assigned to Production Team No. 8 stationed in Muong Nhe commune (Muong Nhe district). Although the place we went to was still lacking in many ways, the TTTTN team members always encouraged each other to overcome difficulties, climbing mountains and wading streams to remote villages, sometimes in the role of teachers, sometimes as propagandists, experts in instructing on livestock and farming techniques... Seeing the changes in our homeland, the lives of our compatriots were less difficult, children were able to go to school, we all felt warmer”.
Having successfully completed the task of TTTTN, when Nam Po district was established on the basis of separating some communes of Muong Cha and Muong Nhe districts, the young man Nguyen Phu Thiet was recruited to work at the Ethnic Minorities Department of Nam Po district; then successively held the positions of Deputy Head of Finance Department; Chairman of Na Hy commune. Chairman Thiet confided: Every time I go back to the village, I wonder: "What should I do to help people escape poverty?". As a young leader, when faced with the poverty of the people, I feel responsible. Therefore, immediately after receiving the task, Chairman Thiet and the Party Committee and government united, unanimously promoted internal resources, effectively utilized potential strengths, and proposed policies that were right and met the people's hearts. At the same time, building the great national unity bloc, actively mobilizing people to change crop structure and livestock techniques to shift production from purely agricultural to combining both crop cultivation and livestock raising to increase income . Up to now, with the joint efforts of the entire political system and the people, the poverty rate of Na Hy commune has decreased to 37.5%, the average income per capita has reached 31 million VND/year, the commune has reached 16/19 criteria for building a new rural area... Those achievements have had a significant contribution from the enthusiastic and dynamic commune Chairman Nguyen Phu Thiet.
Recalling the day she held the Party admission decision in her hand, young intellectual Luong Thi Dien, Production and Construction Team No. 1, still could not help but feel moved and honored and proud to be in the ranks of the Party. Emotionally sharing, young Party member Luong Thi Dien said: “The working environment requires TTTTN team members to make great efforts, especially for “women on the long journey” like us. But being tempered with the “soldier spirit” in us, we have enough courage to overcome all challenges. The most memorable moment for me was the day I was admitted to the Party, especially the moment I stood under the Party flag and read the oath. At that time, I was very nervous and clearly aware of my honor and responsibility. I understand that, for Party members, in addition to political theory, they are also pioneers in all areas of work and life.”
Colonel Nguyen Van Huan, Political Commissar of Economic-Defense Group 379, shared: Each member of the Youth Union after being trained and challenged in the military environment has become more mature, more steady and honored to be in the ranks of the Party. After completing their mission, returning to their localities, the Youth Union members continue to promote the pioneering spirit of youth, daring to think, daring to do, daring to commit. In particular, from their knowledge, qualifications, capacity and basic practical experience, they have become high-quality successor "red seeds" for localities, contributing to building the borderland of the Northwest region of the Fatherland to be increasingly stable in politics, rich in economy, strong in national defense and security.
According to statistics, from 2010 to present, the unit has received and managed 6 batches of more than 270 TTTTN team members to work in production teams. Of these, 95 excellent team members were honored to be admitted to the Party, 73 team members were able to find jobs in state agencies and enterprises; 5 team members were recruited to serve long-term in the army.
Closing the journey to the cadres of the Production and Construction Teams, the Youth Union members and the people of the ethnic minorities in the highlands , what remains in each of us is the image of the Muong villages lit up with electric lights, the golden fields, the new houses along the border belt road, the sound of milling machines and plows echoing throughout the vast forest... Those achievements all bear the "imprint" of the Youth Union members who have lived and are living, dedicating their intelligence and youth to contribute to building the Muong villages on the westernmost border of the Fatherland to become more and more beautiful and develop sustainably./.
