Changes in administrative boundaries force 4 subjects to update content

The Ministry of Education and Training has just sent an official dispatch to Departments of Education and Training across the country, requesting comments on the draft revision of the curriculum of a number of subjects in the general education program, before August 8.

This move aims to update the program content to suit changes in provincial administrative boundaries and the implementation of two-level government.

The 2018 general education program has been implemented for a full 5-year cycle nationwide. During the review and practical assessment process, the Ministry of Education and Training found it necessary to adjust some contents to ensure they are up-to-date and consistent with new legal documents and practical situations.

In particular, according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly, the rearrangement of provincial administrative units has changed the boundaries, population size, number of provinces and cities... This directly affects the teaching content of a number of subjects, especially subjects in the social sciences group.

Four subjects need to be revised. Specifically, the four affected subjects include: History and Geography from grades 4 to 9; Geography grade 12; History grade 10; Civics grade 10.

In particular, the Geography subject will adjust the contents related to: boundaries and number of new administrative units, population size, area of socio-economic regions, development situation and distribution of occupations, types of administrative maps, population and economic maps.

The History subject will also be reviewed and supplemented. In grade 7, the content will be adjusted to follow European history. In grade 9, the content on Vietnam's Doi Moi process from 1986 to present will be updated.

For the 10th grade Civic Education subject, topics related to the political system and the Constitution of the Socialist Republic of Vietnam will be added to reflect the practice of two-level government after the administrative unit arrangement.

The issuance of this Circular amending the general education program will also be a legal basis for publishers and textbook authors to edit and republish books in accordance with the new reality.

The Ministry of Education and Training emphasized that the revision aims to ensure the scientific, practical and up-to-date nature of the program, especially social science subjects. Departments of Education and Training need to organize to collect comments from teachers and experts before the deadline to send to the Ministry on August 8, 2025.
