Experts say that with personal identification numbers, people do not need to remember any other codes, tax transactions from tax declaration, tax payment to tax refund are synchronized through only one code.
Starting from July 1, 2025, personal identification numbers will officially replace tax codes in all transactions between individuals and tax authorities.
This change is not merely technical, but also an important reform step, helping to simplify administrative procedures, improve tax management efficiency and create more convenience for taxpayers.
However, for the transition to proceed smoothly, taxpayers, including individuals, households, business households and individual businesses, need to clearly understand the relevant contents and proactively coordinate with tax authorities to ensure accurate and consistent information.
According to the new regulations, each Vietnamese citizen only needs to use one code, which is the personal identification number recorded on the chip-embedded citizen identification card, to declare, pay taxes, receive tax refunds or conduct other transactions with the tax authority.
All tax codes previously issued to individuals will be reviewed, compared and consolidated by the tax sector under the mechanism of one person, one code.
The conversion is done automatically on the system and does not require people to redo procedures or submit new documents.
However, during the data synchronization process, there may be cases where an individual has two or more tax codes or personal information is incorrect and does not match the population data. In such cases, taxpayers need to proactively check their information on the Tax Department's Electronic Information Portal or directly contact the tax authority where they reside for support in verification and adjustment.
This is an important step to ensure that tax rights and obligations are properly implemented, avoiding future errors.
In addition, all invoices and documents related to taxes will use personal identification numbers instead of tax codes, so businesses and business households need to pay special attention to updating electronic invoice software and accounting systems to promptly convert according to regulations.
Using the wrong code may cause the invoice to be considered invalid, affecting business operations and tax declaration.
Ms. Tran Thi Thu Thuy, owner of a retail store in Hanoi, said she agrees with the policy of replacing tax codes with personal identification numbers because she finds them more convenient and easier to remember.
“I use electronic invoice software integrated with a cash register. When I first heard about changing the tax code, I was a bit worried, but the ward tax officer gave me very specific instructions. I only need to update the data once and the system will automatically get the identification number from the citizen ID card, which will not affect business operations,” said Ms. Thuy.
Not only people, some small businesses also show support for the new policy but are still cautious.
Ms. Nguyen Thi Huong, an accountant at a logistics service company in Bac Ninh , shared that using personal identification numbers is very reasonable, helping to reduce procedures and better connect with other agencies such as banks and insurance.
But to do it smoothly, it takes time to update the software and re-instruct employees. Especially for small businesses, additional support is needed to avoid interruptions in operations.
The tax authority affirmed that it will provide maximum support during the conversion process. Taxpayer data will be compared and linked with the national population database to ensure accuracy and safety.
Any problems of people and businesses during the implementation process will be answered via the electronic information portal, support hotline or directly at the local tax authority.
The tax industry also does not require people to re-declare or do any new procedures if personal information is accurate and complete.

Tax authorities recommend that taxpayers proactively check information and coordinate with the tax sector to ensure that their rights and obligations are fully and accurately implemented.
