- Recently, a series of ministries, branches and localities happily announced that administrative procedures for businesses have been greatly reduced. But in reality, businesses assess that "it's still the same". Which side is more trustworthy?

- Looking at the work that has been done, we will immediately understand why the evaluation from both sides is out of sync. Ministries, branches and localities count the number of regulations that have been cut to report. But cutting down on sub-licenses, removing unnecessary business conditions, eliminating cumbersome administrative procedures... is very little. This leads to the time and cost to process administrative procedures of enterprises being no different from before.

- I thought that by reducing the intermediary level, the cost and time would be shortened?

- In reality, the main difference occurs in the scope of handling roles. For example, previously the minister signed, now it will be the department director. Or with localities, instead of the provincial chairman signing, now it will be the department director. The procedural process still runs the same, so it is natural that there will be confusion.

- So what is the core of the problem of red tape in administrative procedures for businesses?

- The more business conditions, the more sub-licenses. Thus, the benefits belong to the person holding the circular regulations. Of course, people will find all kinds of excuses not to do it if they abandon their own interests. Only when this is removed will there be real change.
