Phuong Thanh Transport Investment and Construction Joint Stock Company has just sent a document to Prime Minister Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha and Minister of Construction Tran Hong Minh proposing to invest in expanding the North-South expressway in the East under the PPP method.
Accordingly, Phuong Thanh Company proposed that the competent authority assign it as the investor to research and complete the North-South Expressway Project in the East, Vung Ang - Bung - Van Ninh section (length 104 km) and Phan Thiet - Dau Giay section (length 99 km).
These are two component projects that, when combined, can complement each other, forming a project with a feasible financial plan (Phan Thiet - Dau Giay project has a total investment of about 4,381 billion VND, Vung Ang - Bung - Van Ninh project has a total investment of about 15,946 billion VND).
The above North-South expressway sections have all been constructed by Phuong Thanh Company as the contractor for large packages as the head of the joint venture, so they are very knowledgeable about the terrain, geology, climate, and materials of the area where the route passes through, especially the "critical" roads of the project, convenient for the work of transferring and guaranteeing the project.
To ensure successful and feasible implementation when implementing investment under the PPP method for the expansion of the above two routes, Phuong Thanh Company proposed to deploy the Phan Thiet - Dau Giay route (length of 99 km) first because this section has been put into operation since 2023, the warranty period is about to expire, when expanding, there will be no overlap in legal responsibilities; at the same time, this route has a large and increasing traffic volume, the upgrading and expansion needs to be implemented soon to meet transportation needs.
For the Vung Ang - Bung - Van Ninh section (length 104 km), which is currently under construction, it is planned to be put into operation in the third quarter of 2025.
Therefore, to avoid overlapping legal responsibilities for the warranty period of this highway section, Phuong Thanh Company proposes to expand the Project after completing phase 1 construction.
“We will coordinate with other capable and experienced investors/contractors to successfully implement the project; at the same time, we commit not to use state budget capital and bear all costs if the project is not approved by the competent authority,” said the leader of Phuong Thanh Company.
Phuong Thanh Company is currently one of the largest construction contractors and BOT traffic investors with the best experience and financial potential in Vietnam today.
In particular, the BOT project of Phap Van - Cau Gie Expressway has been successfully expanded by the Company from 4 lanes to 6 lanes in geological conditions through weak ground, while ensuring traffic safety in conditions of very large traffic volume.
The total length of the expressway that this unit has constructed as the main contractor has reached nearly 400 km, including important segments of the North-South expressway in the East; Ha Long - Van Don expressway; Tien Yen - Mong Cai expressway, Hoa Lac - Hoa Binh expressway; Phap Van - Cau Gie expressway, etc.
In addition to the solid equity capital accumulated after 25 years of establishment, Phuong Thanh Company has also just signed a comprehensive strategic cooperation contract with major banks, including Vietinbank , so it has enough financial resources to participate in investing in expanding the North-South expressway in the East.
Thus, in response to Resolution No. 68, as of June 4, at least 4 domestic investors have submitted proposals to participate in the expansion of the Eastern North-South Expressway under the PPP form, including: Phuong Thanh Company, VIDIFI, Son Hai Group and Deo Ca Group.
