Part 3: From institutional reform to synchronous infrastructure: Lao Cai opens the way for private economic development

(PLVN) - Lao Cai has been steadfastly building a creative government that serves and accompanies businesses. This not only unlocks resources from the private economic sector, but also creates a strategic lever to promote sustainable growth in this border province with a special strategic location.

Government accompanies - Business develops

In order to create a favorable environment for the development of the private economy, Lao Cai has issued many practical support mechanisms and policies. Notably, Resolution No. 07-NQ/TU dated June 20, 2023 of the Provincial Party Committee on "Developing the private economy into an important driving force of the economy", with the orientation of supporting the private sector to develop transparently and equally; encouraging innovation, application of high technology; and strengthening connections with the global value chain.

The transformation from a “management” model to a “creation” model is clearly demonstrated through a series of drastic solutions such as: reforming administrative procedures, improving the quality of human resources, innovating management thinking and upgrading investment infrastructure. The goal is to build a government close to the people, close to businesses, ready to provide timely support to people and businesses - a clear mark in the province's development strategy.

The model of “Government accompanying businesses” has become a characteristic of Lao Cai ’s governance, contributing to building trust, promoting entrepreneurial spirit and increasing investment attractiveness. The province has implemented the Small and Medium Enterprise Development Program for the period 2021 - 2025, focusing on four support groups: finance - credit, improving governance capacity, creative startups and digital transformation.

Mr. Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province spoke at the program "Meeting 2025: Lao Cai - Center for economic trade connection between Vietnam and ASEAN countries with Southwest China: Opportunities for businesses and investors".

Provincial Party Secretary and Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong emphasized: "With the motto "Businesses prosper - Lao Cai develops", the provincial government commits to accompany and create the most favorable conditions for businesses to realize their ideas, contributing to putting economic goals into practice".

Mr. Vu Lan - Deputy Director of Lao Cai Provincial Department of Finance said that the increase in both the number and scale of investors in the area in recent times is the result of efforts to promote investment, administrative reform, as well as the government's commitment to real companionship.

Lao Cai is promoting the application of technology and digital transformation in management and provision of public services, building a transparent and friendly investment ecosystem. Information on planning, land use plans, and unused land funds are clearly disclosed, helping investors easily access and make decisions. In parallel, along with the Central Government's policy, the province is focusing on developing synchronous and modern infrastructure that is being implemented, which will strengthen regional connectivity, open up new spaces and breakthroughs in development.

According to Mr. Vu Lan, the province has drastically implemented administrative reform, enhanced digital transformation in management and supported businesses, especially in the fields of post, telecommunications, and information technology. At the same time, the province focuses on improving the quality of planning and publicizing land use planning, in order to create the most favorable conditions for investors.

Perfecting institutions to increase resilience for the private sector

In order to take advantage of its location, Lao Cai has proactively planned and developed industrial parks and industrial clusters in a green and sustainable direction; promoted investment in logistics, tourism , services, and night-time economy. The province has also promoted the import and export of goods through border gates by building and effectively operating digital border gates, moving towards a smart border gate model; and at the same time, piloted a cross-border economic cooperation zone.

Mr. Vu Lan said that Lao Cai is strongly improving its infrastructure system - one of the pillars to increase investment attractiveness. Key transport projects such as the Noi Bai - Lao Cai Expressway (expansion phase), the Lao Cai - Hanoi - Hai Phong railway and Sa Pa airport are strategic projects that help increase connectivity with economic centers, seaports and international airports, thereby improving production, trade and tourism capacity.

The province is also accelerating infrastructure investment in Vo Lao Industrial Park (Van Ban District), Thong Nhat 1 Industrial Cluster and many other projects such as Ban Vuoc Bridge, Kim Thanh - Ngoi Phat Road. At the same time, Lao Cai is investing heavily in electricity, water supply systems, environmental treatment in industrial parks and promoting the development of new urban areas in Lao Cai City, Sa Pa, Bac Ha, etc.

Regarding institutions, Mr. Vu Lan said that it is necessary to continue to decentralize, decentralize more strongly and cut down on administrative procedures to create conditions for the private economy to develop. “If we want the private economy to truly become the most important driving force of the economy, there must be a clear decentralization mechanism. This is the “key” to removing institutional “bottlenecks”, he said.

According to him, there needs to be a complete and stable legal corridor for private enterprises to develop into a leading important force of the economy. The implementation of administrative procedures related to investment and land must be substantial, objective, public and coordinated between competent agencies. The processing procedure needs to be simple, easy to understand, easy to implement, reducing the number of contacts and processing time.

With the support of the government and the spirit of innovation and creativity of enterprises, the private economy is not only the driving force for growth but also the “key” to help Lao Cai rise strongly on the economic map of Vietnam. The future of the province promises to be a success story of the breakthrough of the private economy in a land rich in potential.
