Specifically, Petrolimex said it will pilot the sale of E10 gasoline at stores in Ho Chi Minh City (before the merger) to evaluate the market and the possibility of practical implementation.
At the same time, PVOIL will pilot the sale of E10 RON95 bio-fuel at gas stations in Hanoi and Hai Phong. After the pilot phase, PVOIL will continue to upgrade, convert and develop E10 gasoline sales points; ready to implement the roadmap for using E10 gasoline from January 1, 2026.
Regarding the roadmap for using E10 biofuel, according to Mr. Dao Duy Anh, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ), the use of biofuel is a policy put forward by the Government to reduce greenhouse gas emissions, protect the environment as well as increase the use of biofuel sources to replace fossil fuels that are gradually depleting.
The Ministry of Industry and Trade has been actively preparing for the implementation of the Government's new roadmap on mandatory use of biofuel in Vietnam from the beginning of 2026. Accordingly, from August 1, E10 gasoline will be piloted through two leading petroleum trading enterprises in the Vietnamese market, in order to proactively implement the Government's roadmap as well as take advantage of the blending infrastructure to develop and expand the distribution system.
The transition to E10 gasoline is an inevitable step, in line with Vietnam's orientation of energy transition, environmental protection and commitment to emission reduction. With careful preparation in terms of policy, supply, infrastructure and communication, this roadmap is expected to achieve positive results right from the first days of implementation.
++ According to Petrolimex, in order to effectively implement the roadmap for blending and using E10 gasoline as planned, the Ministry of Industry and Trade requires relevant units to develop synchronous groups of solutions such as: Supporting domestic ethanol prices to stabilize supply and reduce the cost of E5/E10 gasoline; Completing the system of standards and technical regulations for E10 gasoline; Strengthening community communication; Encouraging businesses to expand the biofuel distribution system, especially in rural, mountainous and island areas...
With Petrolimex's strategic goal by 2035 "To become the leading energy group in Vietnam in green, clean, high-quality, environmentally friendly energy products based on 4.0 technology and comprehensive digital transformation". Biofuel trading is an important part of the energy transition orientation, Petrolimex is upgrading retail infrastructure and expanding the fuel ethanol blending network. At the same time, strengthening coordination with domestic and foreign ethanol production units to ensure stable supply, serving biofuel business activities in a sustainable manner.
Mr. Tran Ngoc Nam, Member of the Board of Directors, Deputy General Director of Petrolimex expressed his absolute support for the policy of implementing E10 gasoline and said that the business of E10 gasoline requires serious preparation of infrastructure, technology, specialized tanks for fuel alcohol and close coordination from oil refineries. Therefore, Petrolimex proposed that the Ministry of Industry and Trade soon issue instructions on the implementation progress, so that key traders can proactively invest and convert technical systems, and at the same time propose to adjust some technical standards of the current TCVN to suit the mineral gasoline sources on the international market and be similar to the technical standard requirements in the region.
++ According to Mr. Cao Hoai Duong, PVOIL's pilot implementation of selling E10 gasoline from August 1 aims to help customers gradually get used to the new fuel, avoiding "shock" during the transition process. At the same time, PVOIL also strengthens propaganda activities to bring the Government's policy into real life. This is also an affirmation of PVOIL's readiness to ensure that it can deploy E10 gasoline business synchronously throughout the system as soon as the official roadmap is applied. PVOIL also orients its investment not only to meet internal demand and existing customers but also to be ready to process and blend for other sources, contributing to ensuring a stable supply of E10 gasoline for the market.
Regarding the blending system, PVOIL is upgrading and renovating the current E5 RON92 blending stations at strategic warehouses nationwide to meet the demand for E10 RON95 gasoline. The items include repairing tanks, improving the blending system and updating modern technology to meet the technical standards of E10 gasoline.
Owning a nationwide port warehouse system and a network of nearly 900 petrol stations covering all provinces and cities will help PVOIL quickly bring E10 gasoline to consumers. In addition, more than a decade of experience in operating the E5 gasoline blending system since 2010 is a solid foundation for PVOIL to switch to E10 gasoline with low risk and shortened implementation time. PVOIL also has the advantage of a wide distribution network, flexibility in production operations, a stable source of E100 fuel and a team of experienced staff in the field of biofuel production.
Taking advantage of the ecosystem of the Vietnam National Oil and Gas Group (Petrovietnam), PVOIL will strengthen chain linkages and continue to closely coordinate with the Group's member units, such as Dung Quat Oil Refinery (BSR) and Nghi Son Oil Refinery/PVNDB to ensure the output of mineral gasoline products, while ensuring a stable supply of ethanol (E100), optimizing costs and ensuring output to meet market demand.
E10 biofuel, with a composition of 10% bioethanol mixed with 90% mineral gasoline, is considered an important solution to reduce CO₂ emissions, promote ethanol agriculture and diversify energy sources. Specifically: according to the provisions of QCVN 01:2022/BKHCN on gasoline, diesel fuel and biofuel, E10 gasoline is biofuel with a fuel alcohol content of 9 - 10% by volume. According to the Government's roadmap, E10 biofuel will gradually replace mineral gasoline on the market.
