Compete to make achievements, resolutely fight against illegal seafood exploitation

(DTO) On the morning of August 6, in Phuoc Thang Ward, Ho Chi Minh City, the Command of Coast Guard Region 3 held a launching ceremony for a peak emulation campaign with the theme: "Promoting the spirit of responsibility, solidarity, coordination, and resolutely fighting against illegal, unreported, and unregulated (IUU) fishing". This is an activity of important political and legal significance, aiming to seriously implement Directive No. 32-CT/TW of the Secretariat on strengthening the Party's leadership in combating IUU fishing; at the same time, deploy and seriously implement the plan of the Vietnam Coast Guard in the fight against crimes and violations of IUU fishing; not allowing fishing vessels and fishermen to violate foreign waters to illegally exploit aquatic resources; strictly implementing international commitments and regulations, especially the requirements of the European Commission (EC) and international organizations; promoting the combined strength with all levels, sectors, forces, and coastal localities to do a good job of preparing for the EC inspection delegation to work in Vietnam for the 5th time, moving towards removing the "Yellow Card" for the fisheries sector, contributing to protecting, regenerating and exploiting aquatic resources in a sustainable manner. Thereby, contributing with the entire army and people to make efforts to soon remove the IUU "Yellow Card" for our country's seafood industry.

In recent times, the Party Committee and Command of Coast Guard Region 3 have drastically and synchronously implemented many solutions to prevent and handle illegal fishing in the sea areas. Thanks to that, the awareness and sense of law compliance of officers and soldiers have been significantly improved; the coordination with local Party Committees, authorities and functional forces has gradually promoted effectiveness, creating positive changes in controlling fishing vessels operating at sea.

However, the reality shows that the situation of Vietnamese fishing vessels violating foreign waters continues to be complicated. Some cases intentionally turn off, remove or hide the voyage monitoring device (VMS), use fake license plates, do not declare when arrested... causing difficulties in verifying the journey, the area of violation and handling according to regulations. This situation requires strong, resolute and persistent participation of the entire political system, in which the Coast Guard plays a core and specialized role on the sea route.

The peak emulation campaign will be implemented from now until September 2, 2025, focusing on 6 key contents, emphasizing the requirement to thoroughly grasp and seriously implement the policies and directions of the Party, Government, and Ministry of National Defense on combating IUU fishing; raising awareness and political responsibility for 100% of officers and soldiers; maintaining strict discipline in commanding, inspecting, and controlling fishing vessel activities, especially in sea areas bordering foreign countries, key and complicated areas.

At the same time, the Regional Command focuses on promoting propaganda, disseminating legal education , strengthening the fight against wrong views and distorted information related to IUU; actively coordinating with localities and functional forces in investigating and strictly handling violations, clarifying the lines of brokering and sending fishing vessels to illegally exploit in foreign waters. The work of ensuring logistics, technology, finance, means and equipment for patrolling, inspecting and controlling at sea is also fully prepared and at the highest level of readiness.

Speaking at the launching ceremony, Colonel Cao Xuan Quan requested the Party committees and commanders of agencies and units to strictly grasp the goals, contents and targets of the emulation campaign; to promote the highest spirit of patriotism, self-reliance, self-strengthening, steadfast political will, proactiveness, creativity, and determination to overcome difficulties and rise up. Each officer and soldier must be a core role model, actively compete, make achievements, and excellently complete all assigned tasks.

Through the emulation campaign, each unit must create substantial and effective changes in law enforcement, combating IUU fishing, and firmly protecting security, order, and safety at sea.
