High School Graduation Exam 2025: Students “avoid” new exam subjects

Up to now, many high schools have conducted surveys on student demand for graduation exam subjects. However, initial results show that two new subjects, which are being tested for the first time in high school graduation exams, Information Technology and Technology, are chosen by very few students.

Technology: No one in the school chose it

According to the regulations of the Ministry of Education and Training , from 2025, students will take the high school graduation exam with 4 subjects, of which two are compulsory: Math and Literature. The remaining two subjects students can choose from among the following subjects: Foreign Language, History, Geography, Physics, Chemistry, Biology, Economic and Legal Education, Technology and Information Technology. The results of the initial survey on the selection of exam subjects in many high schools in many provinces and cities across the country show that, for the elective subjects in the 2025 High School Graduation Exam, candidates tend to choose exams with subjects in the Social Science group (such as History, Geography, Economic and Legal Education) for the high school graduation exam, accounting for a higher proportion than exams with subjects in the Natural Science group (such as Physics, Chemistry, Biology).

However, the most surprising thing is that very few students choose subjects such as Information Technology and Technology, the first optional subjects to be included in the High School Graduation Exam since 2025. According to an initial survey at Thach Ban High School (Hanoi), the whole school only had 2 students choosing Information Technology and no students choosing Technology; at Viet Duc High School (Hanoi), only 5 students chose Information Technology and no students chose Technology; at Cao Ba Quat High School (Hanoi), out of nearly 700 12th grade students, no students chose Technology and Information Technology. Not only in Hanoi, at many high schools in Nam Dinh , Vinh Phuc, Phu Tho, Nghe An, the situation of students choosing few Technology and Information Technology subjects is also common in many schools.

According to the explanation of high schools, these are the two subjects that have become high school graduation exams for the first time, so both students and teachers are bewildered. Perhaps because there is no precedent for how to create exam questions to refer to, learn from, and draw experience from previous exams, students do not dare to "take risks". More importantly, currently, universities have not announced the use of admission combinations with these two subjects, making it difficult for high schools to orient their students' learning and arrange review sessions. This makes students tend to "avoid" the new exams by choosing exams in traditional exam groups to ensure safety and convenience for using high school graduation exam results for university admission.

Urgent need to review and re-evaluate the program

Dr. Le Viet Khuyen, Vice President of the Association of Vietnamese Universities and Colleges, said that compared to the 2006 General Education Program, the 2018 General Education Program has more subjects, including some new subjects. The content of the subjects is more advanced, the volume is larger, and there is some additional knowledge taken from the university program. Some of the selected subjects are not only new but also not familiar basic subjects for career guidance for students, nor are they intended to equip students with basic learning or vocational skills (Information Technology, Technology, Economic and Legal Education, Fine Arts, Music). These subjects are mainly "free" learning, with little practice and internship.

According to the Vice President of the Association of Vietnamese Universities and Colleges, after 5 years of implementing the 2018 General Education Program, there are signs that students are overloaded with both volume and difficulty of study. Many subject combinations selected by high schools may not be suitable for students' abilities, strengths and career orientation. The immediate consequence is that high school science teachers, especially Biology and Chemistry teachers, do not have teaching hours and have to perform other tasks. For example, switching to guiding educational activities and teaching local educational content...

Faced with the above situation, the Association of Vietnamese Universities and Colleges recommends that the Ministry of Education and Training urgently evaluate the entire new general education program at all three levels, especially in the high school segment, on all aspects from objectives, content, career orientation level, flexibility, connectivity (horizontal and vertical), and streaming ability after junior high school... If serious shortcomings are discovered, decisions need to be made immediately for adjustment.

The Ministry of Education and Training also needs to have drastic solutions to direct the Departments of Education and Training to carry out in-depth career guidance right from the end of junior high school and the beginning of high school because currently students have not received early career counseling from junior high school, leading to many difficulties and shortcomings in choosing elective subjects to study at high school. At the same time, flexibility in switching elective subjects must ensure a relative balance between Natural Science and Social Science subjects to ensure input human resources for basic science and Natural Science majors.

Along with that, the Department of Education and Training is required to direct high schools to review the list of subject combinations to choose from so that students have more opportunities to register for many university admission combinations; students are allowed to change their chosen subjects according to their needs to serve the admission of university majors that are suitable to their abilities and strengths formed during their high school studies.
