Create the best conditions for candidates to feel secure in taking the exam

Organizing the 2025 High School Graduation Exam is an important task not only for theeducation sector but also for the whole society, families and candidates.

At the National Conference on Preparations for the 2025 High School Graduation Exam, Prime Minister Pham Minh Chinh specifically noted that the arrangement of local administrative boundaries and the implementation of the two-level local government model should not affect the exam, especially at the grassroots level. "No candidate should be prevented from taking the exam for subjective reasons," the Prime Minister emphasized.

Many localities across the country have made efforts to support candidates in difficult circumstances, ensuring a fair, safe and successful exam. In 2025, Lam Dong province recorded 16,943 candidates registering for the exam, with the majority being candidates following the 2018 General Education Program (with 16,656 students).

To ensure the exam goes smoothly, the province has arranged 40 exam sites with 719 exam rooms, along with the participation of more than 2,500 officials, teachers and support staff. Leaders of Lam Dong Provincial People's Committee shared with reporters of PNVN Newspaper that many localities have deployed practical support activities.

Typically, Lac Duong district supports 200,000 VND/candidate, while students in remote communes such as Da Chais, Da Nhim, Da Sar, Xa Lat, and Dung Knoh are supported with 500,000 VND/candidate. In addition, leaders of remote communes also support vehicles to take students to the exam site and back to their residence.

Mr. Hoang Viet Phuong, Vice Principal of Lang Biang High School (Lac Duong District, Lam Dong), said that the school has arranged accommodation, boarding and cooking contracts for 110 students from remote areas, creating the best conditions for them to feel secure in taking the exam.

Similarly, Don Duong district also supports from 500,000 to 700,000 VND for candidates with difficult circumstances and children of ethnic minorities. In particular, Bao Lam district has proposed to support 121 students to ensure that "no student has to drop out of the exam due to lack of economic conditions".

In Dak Nong province, as of the morning of June 25, 2025, Mr. Le Ba Cuong, Deputy Director of the provincial Department of Education and Training, said that this year, Dak Nong has more than 8,500 candidates taking the exam at 23 exam locations. Of these, more than 2,000 candidates are ethnic minorities, many of whom are disadvantaged and are studying at ethnic boarding schools.

This morning (June 26), more than 1.1 million candidates officially entered the first exam of the 2025 high school graduation exam.

The provincial Department of Education and Training has directed schools to pay special attention to these candidates, mobilizing social resources to support food, accommodation and travel expenses. Youth volunteer teams have also been mobilized to participate in the "Exam Support" program to provide maximum support to candidates.

Many localities and restaurants have proactively organized meetings, given gifts, cooked lunches, sent free milk and drinks, contributing to encouraging children before the important exam.

In Dien Bien province, exam preparation is considered an important task, with the spirit of "even with only one day left, still trying our best and being responsible". A bright spot in the province's exam preparation work is in Nam Po district when the District Youth Union coordinated to implement the "Supporting the 2025 Exam Season" Plan, mobilizing more than 100 million VND.

This money was used to cook and provide free rice and drinks to 100% of candidates during the exam days. The Women's Union of Muong Nhe District (Dien Bien Province) also made efforts to accompany the local education sector in calling for and mobilizing support for students.

The leader of the Women's Union of Muong Nhe district shared that the unit has proactively developed a plan and assigned members to help cook for the candidates throughout the exam days.

This can be considered the most special exam ever when there are only a few days left before the 2-level local government model comes into operation.

From the support and contributions of members, in early June, the Women's Union of Muong Nhe district gave cash, instant noodles, and squash to support 12th grade students at Muong Nhe District High School and Boarding School for Ethnic Minorities so that teachers could cook extra meals at night for the students.

During the 3 days of the exam, 15 women's union members volunteered to go to the exam site to cook and encourage the candidates, helping them stay healthy and mentally strong.

These efforts from localities not only demonstrate careful preparation for a special exam but also affirm the strong commitment of the entire political system in ensuring that every student has the opportunity to complete the exam in the best possible mindset.

- The 2025 high school graduation exam marks a historic milestone as this is the first year to simultaneously apply both the 2018 General Education Program and the 2006 General Education Program. This is not only the largest exam ever in terms of scale but also brings with it many important innovations.

The 2025 high school graduation exam marks a major turning point in the teaching, testing and assessment methods according to the 2018 General Education Program. Accordingly, instead of 6 subjects as before, this year's candidates will take 4 subjects, including Math and Literature, which are 2 compulsory subjects. The remaining two subjects will be chosen by candidates from subjects they have studied at school such as Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages.

According to statistics from the Ministry of Education and Training, out of a total of 1,137,183 candidates registered for the 2018 General Education Program and 24,951 candidates under the 2006 General Education Program, in addition to the two compulsory subjects of Literature (1,151,687 candidates) and Mathematics (1,145,449 candidates), History is the elective subject with the most registrations with 499,357 registrations. Next is Geography with 494,081 candidates, English with 358,870 candidates, Physics (354,298 candidates), Economic and Legal Education (247,248 candidates - only applicable to the 2018 General Education Program) and Chemistry (246,700 candidates).

- The 2025 high school graduation exam will have 2 exam sessions. In particular, each exam room can have up to 5 different subjects, which requires stricter and more precise organization and management. In addition, the number of exam codes for each subject will double compared to previous years, up to 48 exam codes (24 exam codes per session). This contributes to increasing the security and fairness of the exam.

Another important change is the way the exam questions are formulated, especially in Literature. With the policy of "one program, many textbooks", the language materials in the exam will not only come from textbooks but can also be "open" language materials, completely outside the classroom curriculum. This change is expected to reduce the situation of "cramming" and practicing model essays, and encourage candidates to think and perceive literature more comprehensively.

- With the participation of more than 1.1 million candidates, this year's exam was held at 2,493 exam locations with more than 50,000 exam rooms. To ensure the exam ran smoothly, about 200,000 personnel from many sectors such as Education, Police, Army, Health, Electricity... were mobilized to participate in the organization.

- The 2025 high school graduation exam will officially take place on June 26-27. On June 26, the Literature and Math exams will be held. On June 27, candidates taking the 2018 General Education Program will take an optional exam (including 2 subjects from the following subjects: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Information Technology, Technology, Foreign Languages); candidates taking the 2006 General Education Program will take an optional exam in the morning of Natural Sciences/Social Sciences, and in the afternoon of Foreign Languages.
