Construction materials market is in short supply, prices are increasing

The construction materials market has been constantly fluctuating since the beginning of the year; prices of iron, steel, yellow sand, paving bricks, etc. have all increased, causing difficulties for many households and businesses, and construction progress is slower than planned. Businesses and people have proposed that the State should soon have a solution to stabilize construction material prices so as not to affect people's lives and construction progress.

After saving more than 1 billion VND for many years, Mr. Tran Van Son's family in Group 1, Chau Cau Ward (Phu Ly City) decided to start building a house on an area of ​​75 m2. When the foundation of the house was completed, the price of construction materials continued to increase, causing many difficulties for the family. The family planned to build 3 floors, costing about 1.3 - 1.4 billion VND, but now the price of construction materials has skyrocketed, the estimated cost is 2.2 - 2.3 billion VND. The family has difficulty managing this additional funding.

Mr. Son shared: When pouring the foundation of the house, the price of burnt bricks was only 1,300 VND/brick, but when building walls, the price increased to 1,800 VND/brick. Along with bricks, yellow sand is now up to 1.3 million VND/m3, nearly 3 times higher than at the beginning of the year; the price of black sand is up to 460 - 500 thousand VND/m3; the price of 1x2 stone is up to 360 thousand VND/m3... nearly double compared to the beginning of the year. Not only have prices increased, many construction materials are currently scarce, slowing down the construction progress.

The high price of construction materials also makes many businesses suffer. At the beginning of the year, the price of construction materials was still stable for businesses that received construction contracts, but by mid-year, the price increased 2-3 times, while the price of construction materials adjusted by the authorities had not increased in line with the market price. Construction businesses in the province recommended that the State, when the price of construction materials in the market increases, must ensure that the price is appropriate for each period to reduce difficulties for contractors. In the long term, there should be solutions and policies to stabilize the price of construction materials and possibly provide price subsidies to support businesses when the price of construction materials increases suddenly, to avoid the situation where, when the price of construction materials increases, investors have long-term debt, many contractors work slowly, affecting the disbursement of public investment capital.

To resolve difficulties in the construction materials market, on June 10, 2025, Prime Minister Pham Minh Chinh signed Official Dispatch No. 85/CD-TTg to the Ministers of the Ministries of Public Security, Construction, Agriculture and Environment, Industry and Trade; Chairmen of People's Committees of provinces and cities on strengthening solutions to manage and stabilize construction material prices. According to the dispatch, recently, the prices of some construction materials, especially sand, gravel, stone, bricks, leveling materials, road embankment materials, etc., have increased abnormally, directly affecting construction costs and construction progress. The main reasons are the emergence of factors affecting the supply and demand of the construction materials market; delays and congestion in licensing the exploitation of sand, gravel, and construction stones; speculation, hoarding, price gouging and signs of market manipulation and manipulation.

The Prime Minister requested the Minister of Construction to urge and closely coordinate with localities to monitor and regularly grasp market developments and fluctuations in construction material prices in the market to proactively have timely and effective solutions to reduce prices, especially for sand, stone, gravel, bricks, leveling materials, road embankment materials, etc.; in cases beyond authority, immediately report to competent authorities for timely and effective consideration and decision. At the same time, urgently direct and guide localities to review, evaluate and synthesize the demand for construction materials in the area; coordinate with the Ministry of Agriculture and Environment to guide and direct localities to plan and identify mines, supply sources, capacity and supply capacity to ensure supply and demand balance, promptly handle difficulties and problems, especially local shortages in each locality and nationwide, to be completed before June 20, 2025. Localities promptly update and publish construction material prices and construction price indexes under their management, ensuring that they accurately reflect the cost of material prices and are consistent with market prices.

The Prime Minister also requested relevant agencies to investigate and strictly handle organizations and individuals who manipulate the market, speculate and profit in the production and trading of construction materials, and cover-up, protection, corruption, and ignoring the recurrence of violations, without thoroughly handling them; Chairmen of People's Committees of provinces and cities actively and proactively inspect the situation, strictly handle violations in the exploitation, transportation, and trading of construction materials, violations in licensing, exploitation, and trading of construction materials; resolve to eliminate illegal gathering and trading of construction materials.
