Lacking PhDs, Ho Chi Minh City University of Theater and Cinema arranges bachelors to lead majors

Inspectors of the Ministry of Education and Training pointed out violations in enrollment and training activities at all levels of universityeducation with the University of Theater and Cinema in Ho Chi Minh City.

That is part of the inspection conclusion of the Ministry of Education and Training Inspectorate on the enrollment and training activities of university education levels with the Ho Chi Minh City University of Theatre and Cinema. In addition to the achievements, the conclusion pointed out the limitations, shortcomings and violations of the school focusing on the following groups of issues: issuing documents under the authority of the school, determining enrollment targets and organizing enrollment, and managing training organizations.

The declared floor area does not match.

Notably, the school's violations are related to determining enrollment quotas and organizing enrollment. The determination of regular university enrollment quotas in 2023 increased compared to 2022, not exceeding capacity, but not in accordance with the provisions of Point b, Clause 4, Article 4 of Circular No. 03/2022/TT-BGDDT because the school has not been recognized as meeting quality accreditation standards as prescribed.

The declared construction floor area in determining the 2023 target (4,282.4 m²) and the floor area according to the school's 2024 facilities statistics report (total floor area is 3,832.4 m² excluding dormitories) do not match; there is no basis for comparison because in 2022 and 2023, the school did not renovate or construct any construction items; there is no evidence of changes in the facilities criteria.

Regarding the 2023 transfer admission, there has not been a decision attached with the minutes of the admissions council's meeting on approving candidates to study conversion subjects for each subject. The grading sheet for the transfer class of the film directing major and the film analysis subject lacks the signatures of 3 candidates; the actor work subject lacks the signatures of the supervisor and 3 candidates.

All four disciplines do not have enough PhDs with relevant expertise.

Regarding training organization management, the school has not yet reviewed, evaluated, and updated the training program according to Article 19 of Circular No. 17/2021/TT-BGDDT for the following majors: regular training in cinematography; 2 regular college-university bridging programs in stage directing; film and television directing; 2 part-time university programs in stage directing; film and television directing.

The team of lecturers implementing the school's training program has not met the regulations in Points b and c, Clause 2, Article 10 of Circular No. 17/2021/TT-BGDDT. Specifically, the inspection team inspected the team of 4 university-level programs. The school has enough lecturers to ensure the student-to-lecturer ratio as prescribed: 15 full-time students/lecturer (the ratio at the school is 12 students/lecturer). Of which, the drama, film and television acting major has 1 Associate Professor - PhD; the film and television directing major has 1 PhD to preside over the development and implementation of the training program. The majors (stage directing, filming) do not have PhDs in the appropriate major as full-time lecturers to preside over the development and implementation of the training program. All 4 majors do not have enough PhDs with appropriate expertise as full-time lecturers to preside over the teaching of the program. The school mainly arranges lecturers with master's and bachelor's degrees to preside over the development, organization and implementation of training programs, and preside over teaching the programs.

The school has not established an appraisal council and organized the appraisal before selecting and approving textbooks and teaching materials as prescribed in Article 13 of Circular No. 35/2021/TT-BGDDT, but assigned the Science and Training Council at the faculty and school levels to appraise and select textbooks and teaching materials.

Request report on corrective action results and recommendations after 60 days

With the above violation, the inspection team drew up a record of administrative violation for the act of not ensuring the condition of having at least 1 PhD in the appropriate field as a full-time lecturer, not overlapping with the full-time lecturer as a condition for opening a university-level training major of another major; having at least 3 years of experience in training management or university teaching, responsible for developing and organizing the implementation of the training program for stage directing and filming.

In addition, the Inspectorate of the Ministry of Education and Training requested the Ho Chi Minh City University of Theatre and Cinema to urgently innovate its management and administration; find solutions to supplement the teaching staff, improve the quality of training and scientific research, and meet the requirements of training human resources in the specific fields of culture and arts.

Regarding the determination of enrollment targets and organization of enrollment, it is necessary to review the limitations and shortcomings in the enrollment plan for 2022 and 2023 to develop an annual enrollment plan, ensuring compliance with regulations and clarity and completeness of the main contents of the project. The declaration of construction floor area in determining enrollment targets must be accurate, objective, and substantial to ensure a correct assessment of the school's physical capacity in enrollment and training. Review the determination of training capacity in the enrollment plan for the following years, ensuring that the quota is determined in accordance with the training capacity of the school and that enrollment is organized in accordance with the capacity targets determined and announced in the enrollment plan.

Regarding training organization management, the school needs to implement quality inspection of educational institutions. Review and correct shortcomings and violations in not ensuring that the teaching staff implement the training program according to regulations. On that basis, report to the Ministry of Education and Training and the Ministry of Culture, Sports and Tourism the results of the correction or recommendations, proposals (if any) after 60 days from the date of issuance of the inspection conclusion.
