Press Release No. 32, 9th Session, 15th National Assembly

On Monday, June 23, 2025, the 9th Session of the 15th National Assembly continued its 32nd working day at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.

Morning, content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Resolution of the National Assembly on the mechanism for handling difficulties and obstacles due to legal regulations. At the discussion session, 9 National Assembly deputies expressed their opinions. The deputies agreed on the necessity of issuing the Resolution to promptly remove "bottlenecks" due to legal regulations that are hindering and obstructing socio -economic development. In order to contribute to perfecting the draft Resolution, the deputies discussed: the name of the Resolution; scope of regulation; criteria for determining difficulties and obstacles due to legal regulations; principles and solutions for handling difficulties and obstacles due to legal regulations; the process of drafting and promulgating legal documents to handle difficulties and obstacles; the effectiveness of the Resolution; and the organization of the implementation of the Resolution.

In addition, some delegates suggested that it is necessary to supplement a mechanism for handling responsibilities when competent authorities fail to review and promptly propose solutions to handle difficulties and problems caused by legal regulations; establish a mechanism to publicize and update the list of legal documents that are being handled; at the same time, clearly define the role and responsibility of legal organizations in ministries and branches as the focal point for advising on the implementation of synthesis, periodic reporting, review, assessment, and recommendations for handling problems. Some delegates suggested that the Government should soon issue documents guiding the implementation of Resolution No. 197/2025/QH15 dated May 17, 2025 of the National Assembly on a number of special mechanisms and policies to create breakthroughs in the development and organization of law enforcement.

At the end of the discussion session, Minister of Justice Nguyen Hai Ninh spoke to explain and clarify a number of issues raised by National Assembly delegates.

Content 2: The National Assembly discussed in groups the following contents: Draft Law on Mutual Legal Assistance in Civil Matters; Draft Law on Mutual Legal Assistance in Criminal Matters.

In the afternoon, the National Assembly discussed in groups the following contents: Draft Law on State of Emergency; Draft Law on Transfer of Persons Serving Prison Sentences; Draft Law on Extradition.

Tuesday, June 24, 2025, morning: The National Assembly held a plenary session in the hall, carrying out the following contents: (i) voting to pass: Law amending and supplementing a number of articles of the Law on Vietnamese Nationality; Resolution of the National Assembly on piloting the People's Procuracy initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests; Law on Cadres and Civil Servants (amended); (ii) discussing the draft Law on Mutual Legal Assistance in Criminal Matters. After that, the National Assembly held a separate meeting on arranging sources to pay debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC).

Afternoon: The National Assembly convened a plenary session in the hall, conducting the following contents: voting to pass: Law amending and supplementing a number of articles of the Law on Organization of People's Courts; Law amending and supplementing a number of articles of the Law on Organization of People's Procuracies; Resolution of the National Assembly on the mechanism for handling difficulties and obstacles due to legal provisions; Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; Resolution of the National Assembly on the National Assembly's Supervision Program in 2026; discussing in the hall the results of supervising the settlement of voters' petitions sent to the 8th Session of the 15th National Assembly (the session was televised and broadcast live on Vietnam Television and Voice of Vietnam). After that, the National Assembly held a separate meeting on organizational and personnel work under its authority.
