On the morning of August 8, the Department of Health held a conference to agree on a plan to propose the task of "Implementing the food safety information system in Ninh Binh province".
Attending the conference were leaders and representatives of specialized departments, agencies, units, districts and cities implementing information and food safety management work in the province.
According to statistics, the province currently has over 16 thousand food production and trading establishments, most of which are small-scale, family-owned establishments with a fragmented scale, without investment in facilities and equipment, so there is always a potential risk of food contamination and food poisoning, causing difficulties for specialized agencies in management. Of which, the Health sector manages over 3.9 thousand establishments; the Agriculture and Rural Development sector manages over 8.5 thousand establishments and the Industry and Trade sector manages over 4.3 thousand food production and trading establishments.
Currently, the management of food safety data for the above-mentioned food production and trading establishments of the 3 sectors at 3 levels (province, district, commune) is being carried out through excel files and archiving original records; there is no unified statistical form between sectors and levels, leading to difficulties and passivity in looking up, searching for information, and synthesizing reports; data may be lost if there is no protection software. Furthermore, data on food production and trading establishments are not yet connected to the administrative procedure settlement information system at the provincial and district levels to ensure data reuse and reduce the time to update input data at relevant agencies.
At the conference, representatives of the provincial Food Safety and Hygiene Department deployed a number of contents related to the construction of the Food Safety Information Software System of Ninh Binh province: Objectives, contents (modules, data fields, utilities); scale, roadmap for implementing the software system shared by 3 sectors; estimated implementation costs...
Delegates representing agencies, units and localities exchanged, discussed and pointed out the advantages and difficulties in implementing the "Food Safety Information System of Ninh Binh Province" to have coordination and unity in implementation in the coming time.
Deploying the Food Safety Information System of Ninh Binh province aims to promote digital transformation in the field of state management of food safety, support management, direction, operation, improve the ability to forecast and plan food safety; support people and businesses to access basic information about food production and trading establishments and food products; enhance the effectiveness of food safety management, contributing to protecting and improving the health of people in Ninh Binh province.
Accordingly, the requirement is that the software must provide maximum support for work, ensuring a 40-50% reduction in workload compared to manual work. The software needs to have rich functions and utilities to support security, update, search, store, restore and report according to the requirements of seamless management from the province to the commune in the province. Thereby serving the state management of food safety and being connected to Project 06.
Previously, the Ministry of Health issued a document requesting the People's Committees of provinces and centrally-run cities to deploy infrastructure, equipment, databases/software for local food safety information systems, ensuring synchronization, interconnection, and connection to the national database system (Project 06). Implement data updates on local food safety information systems, ensuring that people and businesses can access basic information.
Implementing the direction of the Ministry of Health, the Provincial People's Committee has also issued a document on the implementation of the food safety information system, in which the Provincial People's Committee assigned the Department of Health to preside over and coordinate with the Departments of Information and Communications, Planning and Investment, Finance, Industry and Trade, Agriculture and Rural Development, Provincial Police, People's Committees of districts, cities and related agencies and units to research and organize the implementation of the food safety information system in the province, ensuring efficiency, savings, and suitability to the actual situation in accordance with the provisions of law.
