Attending the conference were Vice Chairmen of the Provincial People's Committee; leaders of provincial departments, branches and sectors and leaders of relevant communes and wards.

The conference listened to the consulting unit report on the project to study the possibility of forming Ninh Binh Airport. Accordingly, the project has been fully prepared with contents in accordance with the orientation of the Government and the Ministry of Construction on the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050. The establishment of Ninh Binh Airport is of great significance in the local development strategy after the arrangement of provincial administrative units, opening up many new development spaces. After the merger, Ninh Binh province has an important strategic position, a transit connection point of three major economic regions: the Red River Delta, the North Central Coast and the Central Coast, and the Northern midlands and mountainous region (Northwest region). The transportation system has roads and waterways to connect neighboring regions, but there is no airport to connect remote areas and international connections. Ninh Binh is one of the top tourist attractions in the country, and is also a high-tech industrial center, a cultural, educational center, and a potential marine economic center. However, residents, tourists, and goods of the province who want to use air routes must travel to Noi Bai International Airport, a long distance away, putting great pressure on the capital Hanoi's transportation system, increasing logistics costs, reducing investment attractiveness and attracting tourists.

It is expected that the attractive areas of Ninh Binh Airport include: New Ninh Binh Province (Ninh Binh, Nam Dinh, old Ha Nam); Southern area of Hanoi capital; Part of old Hoa Binh province; Northern area of Thanh Hoa province; Part of Hung Yen province; Part of old Thai Binh province. According to the forecast of transportation demand, by 2030, Ninh Binh Airport will receive about 4.5 million passengers, by 2050 about 10 million passengers. The formation of the Airport plays a very important role in promoting the socio-economic development of the locality, region, especially the tourism and service industries; at the same time, it plays an important role in the regional defense and security strategy.

At the conference, the Vice Chairmen of the Provincial People's Committee and delegates expressed their agreement with the implementation of research and development of the Project to Study the possibility of forming Ninh Binh Airport. Contributing opinions to the project, delegates requested the consulting unit to analyze and clarify the feasibility of the project; update some contents related to the investment situation and investment attraction in economic zones and industrial zones; supplement some legal bases and contents related to national defense; factors of landscape and environmental protection; ensure the maintenance of cultural, belief and religious activities.

Delegates also made specific contributions to the selection of the proposed location for the planning of Ninh Binh Airport; reviewed and adjusted some research data in the project; further evaluated the technical factors of the consulting and construction units of the project...

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered a concluding speech at the conference.

Concluding the conference, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized the province's unified viewpoint and goals with the highest determination to focus on planning and building Ninh Binh Airport, ensuring compliance with the General Planning of Ninh Binh Province, the National Airport Planning for the period 2021-2030, with a vision to 2050.

He requested the consulting unit to fully absorb the comments at the conference, continue to review and supplement the draft Project with political bases - this is a particularly important factor for implementation; add more legal bases and necessary professional documents. The Project needs to highlight the necessity of Ninh Binh Airport with the view of not only serving the socio-economic development of the province but also serving the general development of the southern Red River Delta, along with the infrastructure of roads, waterways, and seaports, which will contribute to creating outstanding development for the entire Red River Delta.

Regarding the selection of the planning location of Ninh Binh Airport, it is necessary to research, analyze in depth, and compare the proposed locations in terms of favorable factors, attractive areas, long-term development space for infrastructure and urban development, and accessibility to the Hanoi Capital region, and seek consultation from Central Ministries and branches.

The Chairman of the Provincial People's Committee requested the relevant departments and branches to coordinate with the consulting unit to urgently supplement, adjust and complete the draft Project, report to the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for comments on the viewpoint of building Ninh Binh Airport.
