Reduce nearly 70% of commune-level administrative units
Presenting a report at the meeting, Director of the Department of Home Affairs Nguyen Van Manh said that from a total of 133 existing commune-level administrative units (including 48 wards, 78 communes and 7 towns), Hue City has reorganized them into 40 commune-level administrative units, including 21 wards and 19 communes. Of which, 1 administrative unit is reorganized according to the plan to maintain the current status quo; 2 administrative units are reorganized according to the plan to merge 2 administrative units; 24 administrative units are reorganized according to the plan to merge 3 administrative units; 11 commune-level administrative units are reorganized according to the plan to merge 4 administrative units; 2 administrative units are reorganized according to the plan to merge 6 administrative units. This result corresponds to a reduction of 93 units (27 wards, 59 communes and 7 towns), or a reduction of about 69.92% of the total number of commune-level administrative units.
Mr. Nguyen Van Manh informed that the city also conducted public consultation in 1,086 villages and residential groups of 132 communes, wards and towns. "The percentage of people agreeing with the arrangement of communal-level administrative units reached a high rate: 99.21% compared to the total number of voters participating in the consultation," said Mr. Manh.
According to Mr. Manh, the new administrative units after the arrangement must ensure principles such as reducing the number and increasing the management scale according to the prescribed ratio; the merged units must be adjacent, convenient for transportation, similar in natural conditions, customs, socio -economy; for coastal or mountainous communes, they are all key areas of national defense and security, with the ability to develop marine economy, lagoons or associated with ethnic minorities, and specific cultural areas.
Regarding the new commune-level administrative units, recently some A Luoi voters have been concerned about the names. Regarding this issue, Chairman of Hue City People's Committee - Mr. Nguyen Van Phuong said: The naming of new administrative units will certainly have many different opinions, because in the process of merging, one name can hardly cover all the merged regions and areas.

In Hue, many localities have chosen names that have cultural and historical characteristics, creating high consensus among the people. A Luoi district in particular is a land rich in tradition, with its own unique identity, and no name can replace the name "A Luoi" that has entered the subconscious and pride of the people here.
According to Mr. Nguyen Van Phuong, when the locality proposed the option of naming by serial number (from A Luoi 1 to A Luoi 5), it was a highly representative choice, ensuring recognition, easy access in administrative management, data digitization, while still retaining the familiar name "A Luoi".
“Some opinions wish to add geographical elements to the name to reflect the characteristics of each region. However, in general, the naming of administrative units has been carried out very closely, publicly, and democratically; the process of collecting opinions has been carefully organized from the grassroots level, with the active participation of the People's Council of the commune. It cannot be said that grassroots representatives are indifferent to the opinions of the people,” Mr. Phuong emphasized.
From a management perspective, Mr. Nguyen Van Phuong said that it is necessary to support the current arrangement plan, because it not only ensures inheritance and practicality, but also contributes to overcoming the limitations in the previous administrative naming method. "In particular, with A Luoi, the locality has a clear and distinct traffic axis. Naming in the proposed order will facilitate management and people in accessing administrative information," said Mr. Phuong.
Regarding the locations of the administrative unit headquarters, delegate Phan Thien Dinh said that , it is necessary to consider using headquarters to play a central role, especially the headquarters of the District People's Committee, District Party Committee, District Party Committee... where many important documents serving state management are kept. For central commune-level administrative units, choosing these locations as headquarters is reasonable and should be prioritized.

Examining the Proposal and the draft Resolution on the Project, the Legal Committee of the City People's Council clarified some special cases. Specifically, Duong No ward was kept intact due to its large area, traditional elements and suitability with the urban development orientation.
The new Phong Phu Ward was established on the basis of merging the old Phong Phu Ward and Phong Thanh Commune, although it did not meet the population criteria, it was suitable for local practice. Meanwhile, A Luoi 5 Commune was established from Huong Nguyen Commune and Hong Ha Commune - with 86.17% of the population being ethnic minorities, meeting the population and area requirements according to current regulations.
Organize the apparatus according to regulations
According to the plan developed by the city, the arrangement and consolidation of the organizational apparatus after the merger of commune-level administrative units will be carried out in strict compliance with the regulations of the Central Party Committee, the Government and instructions from relevant ministries and branches.
As of April 1, 2025, the total number of cadres, civil servants, public employees and workers in Hue city is 23,073 people, while the assigned payroll is 23,764 people - meaning there are still 691 unused payrolls.
Of which: At the district level, there are 428 cadres and civil servants belonging to the Party; 760 State positions (701 people are working); 18,784 civil servant positions (18,386 people have been arranged) and about 145 civil servants with less than 10 years of work remaining at retirement age.
At the commune level, there are 3,021 positions for cadres and civil servants (currently 2,847 people); of which 174 positions are not yet used, and about 308 people have less than 10 years of work and are at retirement age.
One of the important solutions is to transfer all existing district-level civil servants to the commune level, while arranging the leadership and management staff of the district-level political system to be the core in the new grassroots units. The city is also considering the option of increasing provincial-level officials to the commune level to ensure the quality of management and administration.

In the immediate future, Hue City will maintain the current number of district and commune-level civil servants to work at new administrative units. In the next 5 years, the streamlining of staff will be carried out in a systematic manner, ensuring compliance with regulations and not causing major disruptions.
It is expected that after the reorganization, each commune-level administrative unit will have an average of about 32 positions, not including the Party and mass organizations.
According to the plan, the use of part-time workers at commune-level administrative units will end from August 1, 2025.
In his closing speech at the meeting, Chairman of the City People's Council - Mr. Le Truong Luu requested the City People's Committee to urgently and effectively implement the resolutions passed by the City People's Council; to absorb and complete the Project on the arrangement of administrative units and send it to the Ministry of Home Affairs for appraisal and submission to the Government to ensure quality and progress, according to regulations. Continue to strengthen propaganda and mobilization work for civil servants, public employees, non-professional workers at the commune level and people in localities to carry out the arrangement of administrative units, creating a spread and high consensus in implementing the policies of the Central Government and the City.
In addition to the Project on arranging communal-level administrative units, at the meeting, the City People's Council also passed many resolutions related to funding to support the construction of new or renovate and repair houses for people with revolutionary contributions and martyrs' relatives; the plan to use the excess revenue from the city budget in 2024; the list of works and projects requiring land recovery, conversion of rice-growing land, production forest land, and protective forest land to other purposes in the city; the Construction Zoning Plan (scale 1/2000) for a number of tourist service areas in the city... During the session, the City People's Council dismissed the following members of the City People's Committee for the 2021-2026 term: Nguyen Dai Vui, former Director of the Department of Planning and Investment, due to early retirement; Le Ba Phuc, former Director of the Department of Natural Resources and Environment, due to transfer to another job; Nguyen Thanh, former Director of the Department of Industry and Trade, due to retirement. The City People's Council also dismissed Mr. Pham Tung Lam, Political Commissar of the City Border Guard Command, from his position as a delegate of the 8th term of the City People's Council for the 2021-2026 term due to transfer to another job and residence at another administrative unit. |
