Circular No. 79/2025/TT-BTC guiding the provision and posting of bidding information; bidding document templates on the National Bidding Network System

The Ministry of Finance issued Circular No. 79/2025/TT-BTC dated August 4, 2025 guiding the provision and posting of bidding information and bidding document templates on the National Bidding Network.

Scope of regulation (Article 1)

Circular No. 79/2025/TT-BTC consists of 4 chapters and 35 articles, guiding the provision and posting of bidding information and bidding document templates, including:

1. Form for preparation and approval of master plan for contractor selection, contractor selection plan for projects, and procurement estimates as prescribed in Articles 1 and 2 of the Law on Bidding;

2. Bidding documents on the National Bidding Network for bidding packages providing consulting services; non-consulting services; goods (except drugs); construction and installation; design and supply of goods (EP); design, supply of goods and construction and installation (EPC); bidding packages providing medical equipment, chemicals, testing supplies and accompanying services to operate medical equipment (excluding operating personnel) according to the number of technical services (hereinafter referred to as bidding packages for installed machines and borrowed machines) within the scope of the Law on Bidding are organized for open bidding, restricted bidding, domestic competitive bidding in the form of one stage with one dossier bag, one stage with two dossier bags; online bidding; online shopping;

3. Sample report on preparing bidding documents; request for approval of bidding documents; decision on approving bidding documents; report on evaluating online bidding documents for non-consulting service packages, goods (except drugs), ordered machines, borrowed machines, construction and installation, EPC, EP, EC, PC under the one-stage, one-envelope method, one-stage, two-envelope method; consulting service packages;

4. Other forms related to online contractor selection.

Applicable subjects (Article 2):

1. Organizations and individuals involved in contractor selection fraud are within the scope of regulation specified in Article 1 of this Circular.

2. Organizations and individuals whose contractor selection activities are not within the scope of regulation specified in Article 1 of this Circular but have not yet chosen to apply the provisions of this Circular. In this case, the implementation process shall follow the User Guide on the National Bidding Network System.

Effective Date

Circular No. 79/2025/TT-BTC takes effect from August 4, 2025, except for online bidding for construction packages according to the simplified process performed on the System from September 1, 2025.

From the effective date of this Circular, Circular No. 22/2024/TT-BKHĐT ceases to be effective.
