On June 6, Deputy Prime Minister Mai Van Chinh and a Government delegation inspected the site and worked with localities on the construction progress of the Ring Road 3 Project in Ho Chi Minh City.
According to the report of the Ministry of Construction , up to now, localities including Ho Chi Minh City, Dong Nai, Binh Duong, and Long An have completed handing over the site to construction units.
Currently, the construction progress of the section through Ho Chi Minh City has reached 41% of the contract, meeting the schedule; the section through Dong Nai has reached 36% of the contract, about 6.6% behind the contract; the section through Binh Duong has reached 37.5% of the contract, about 10% behind the contract; the section through Long An has reached 67.5% of the contract, meeting the schedule.
With the current progress, by the end of December 2025 , 41.4 km out of the total length of 76 km of the Project will be technically opened to traffic.
Regarding sand for embankment, the total demand for the project is 7.48 million m3 (HCMC 5.6 million m3; Dong Nai 0.48 million m3; Binh Duong 0.7 million m3; Long An 0.7 million m3), currently 3.65 million m3 have been brought to the construction site. The remaining 3.83 million m3 have not been brought to the construction site.

At the meeting, Mr. Luong Minh Phuc, Director of the HCM City Traffic Construction Investment Project Management Board, proposed that in order to ensure the technical traffic progress of 41.4 km in December 2025, it is necessary to increase the capacity of sand mining to bring to the construction site.
In June 2025, if all 14/14 sand mines are exploited, the total volume supplied to the project will be 4.4 million m3, which will meet construction needs.
According to Mr. Phuc, to bring sand to the construction site sooner, recently, Ho Chi Minh City implemented green channeling for barges carrying materials for the Ring Road 3 project (in May, there were 210 barges, an increase of 30% compared to 3 weeks before, the volume of sand increased by 30%, in May, 400,000 m3 were brought back).
In the coming time, Ho Chi Minh City will deploy QR code scanning for barges, identifying vehicles supplying materials for the Ring Road 3 Project to bring sand to the construction site faster, ensuring technical traffic progress by December 2025.
Regarding stone materials, Mr. Luong Minh Phuc proposed that the People's Committee of Dong Nai province continue to support contractors in the process of mobilizing construction stone to serve the construction, ensuring progress.
After listening to opinions from ministries, branches and localities where the project is located, Deputy Prime Minister Mai Van Chinh requested the People's Committees of the provinces to direct investors and contractors to focus on speeding up construction progress and regularly conduct monthly inspections.
The Deputy Prime Minister assessed that the difficulties have been resolved so far, and now the only thing left is to speed up the progress to make up for the delay. Regarding the payment and disbursement records of the investors, the Deputy Prime Minister requested that the project be accepted as it is completed for disbursement.
As Ring Road 3 is gradually being completed, the Deputy Prime Minister asked localities to prepare to invest in Ring Road 4.
"The completion of Ring Roads 3 and 4 will create huge development space for Ho Chi Minh City and the provinces in the region, creating new momentum for growth," Deputy Prime Minister Mai Van Chinh emphasized.
