As reported, regarding the fake Hiup 27 milk production line, the Ministry of Public Security's Investigation Police Agency decided to prosecute the case of violating accounting regulations causing serious consequences and producing and trading fake food products occurring at Z Holding Joint Stock Company (headquartered at 275 Nguyen Trai, Thanh Xuan Trung Ward, Thanh Xuan District, Hanoi ).

The police investigation agency has also prosecuted and temporarily detained 10 people, including Mr. Hoang Quang Thinh - General Director, Chairman of the Board of Directors of Z Holding Joint Stock Company; La Khac Minh - Deputy General Director of Z Holding Joint Stock Company; Nguyen Van Minh, Deputy General Director of Z Holding Joint Stock Company for the crimes of "violating accounting regulations causing serious consequences" and "producing and trading in counterfeit food products".

According to authorities, to produce and trade counterfeit goods, the group established 20 companies, all run by three leaders, and used the name Z Holding Joint Stock Company to manage the entire system of companies.

The investigation agency determined that from 2023 to April 2025, Hoang Quang Thinh directed his subordinates to set up two accounting systems to conceal revenue and reduce tax obligations. The initial loss to the state budget was determined to be more than 410 billion VND.

Thinh also directed individuals Tran Xuan Chien - Director of Alma Trading and Technology Company Limited, Le Van Duyen - founding shareholder, Nguyen Thi Thu Hien - Director of Nature Made Trading and Production Joint Stock Company and Pham Duy Tan - former director to prepare a dossier to declare the nutritional product Hiup 27 with declared ingredients including 37 nutrients.

However, the police determined that this product only has 15-17 nutritional ingredients, many of which do not reach 70% of the declared level and are considered counterfeit.

The company that produced this product also used fake test certificates to provide to the authorities. When the authorities increased their inspection, the subjects destroyed and legalized documents related to the production of fake product batches.

Notably, according to the report, the factory price of each can of milk is 87,800 VND but is sold on the market at an average price of more than 546,000 VND/can, nearly 7 times the original price.
