
The city decided to reclaim houses due to households violating regulations under Point h, Clause 1, Article 127 of the 2023 Housing Law: "The lessee or hire-purchaser uses the house for purposes other than those agreed upon in the house rental or hire-purchase contract or arbitrarily converts, sells, sub-leases, lends the house or arbitrarily breaks down, expands, renovates, or demolishes the rented or hire-purchased house."
Specifically, the 3 cases of house repossession include: Apartment No. 2819, 28th floor, HH4 apartment building was rented by the City People's Committee to Mr. Do Van Manh's household according to Decision No. 2809/QD-UBND dated September 17, 2020, currently being directly used by Mr. Tran Dinh Toan's household. Apartment No. 2001, 20th floor, HH1 apartment building was rented by the City People's Committee to Mr. Nguyen Quang Chung's household according to Decision No. 1776/QD-UBND dated May 30, 2024, currently being directly used by Mr. Dang Quoc Trung and his wife, Ms. Nguyen Thi Quyen. Apartment No. 1919, 19th floor, HH2 apartment building was rented by the City People's Committee to Ms. Ngo Thi Thuy Linh according to Decision No. 4231/QD-UBND dated November 15, 2024, currently being directly used by Ms. Nguyen Thi Mai Anh's household.

According to the Decisions, within 5 days, from June 3 to 8, 2025, households are responsible for handing over the apartments to the Housing Management and Trading Company Limited, fully paying the rent debts and other service fees as prescribed.
