In the first 6 months of this year, the tax sector's budget revenue is estimated at VND 1,180 trillion, equal to 68.7% of the ordinance estimate, up 38.1% over the same period in 2024. This is a very encouraging figure, in the context that the economy is still facing many difficulties at the beginning of this year. At the conference to review tax work in the first 6 months of the year and deploy tasks for the last 6 months of the year held on July 10, a representative of the Tax Department said that many taxes have increased sharply.
Up to 16/19 tax revenues achieved quite well compared to the estimate. Corporate income tax revenue in the first 6 months increased by 22% compared to the same period. Personal income tax revenue increased by 24%. It is worth mentioning that in the first 6 months of the year, people and businesses received a 2% reduction in VAT but tax revenue still increased by 7.6% compared to the same period. Another highlight is that domestic revenue in the first 6 months also increased by 33%. This shows that production and business of people and businesses have recovered and grown.
Dr. Nguyen Quoc Viet - Public policy expert, University of Economics, Vietnam National University, Hanoi said: "Our domestic revenue proportion has a strong growth rate, the proportion has increased significantly. Compared to the average after Covid-19, the proportion of domestic revenue to total budget revenue is around 82 - 83%, in the first 6 months of this year alone, that proportion was 85%, the proportion increased from sustainable revenue sources. In particular, corporate income tax and personal income tax are 2 sources with a very large increase in proportion as well as revenue growth in the past 6 months".
Recently, in Official Dispatch No. 104, the Prime Minister assigned the Ministry of Finance to strengthen the management of state budget revenue; continue to expand the collection base, especially revenue from e-commerce and catering services; modernize tax management, resolutely implement regulations on electronic invoices generated from cash registers; strive to increase state budget revenue by at least 20% compared to the estimate in 2025.
Total state budget revenue from business households in the first 6 months of the year is estimated at 17,100 billion VND, an increase of 31% over the same period in 2024. A representative of the Tax Department said that the growth in revenue from business households is partly due to the implementation of electronic invoices from cash registers. This will be a tax with a lot of room for growth in the last 6 months of this year.
As of June 30, the whole country had over 47,000 business households registered and using electronic invoices, an increase of 25% compared to the set target of 37,000 households.
The reason why the number of business households implementing electronic invoices from cash registers has increased compared to the initial figure of 37,000 households is because there are some business households with revenue under 1 billion VND, not required to apply electronic invoices from cash registers, but they still proactively registered to implement.
Mr. Nguyen Tien Huy's business is an example. He and his wife are old, but they have also learned to use electronic invoices, because since having invoices, their business has suddenly become more favorable than before.
"When using electronic invoices through cash registers, sales revenue is higher and customers come more. Most companies ask if the house has an invoice before buying, if I answer yes, they will buy. I voluntarily registered to use it," said Mr. Nguyen Tien Huy, business owner, Nong Trang ward, Phu Tho province.
Not only Mr. Huy's family, many other businesses also feel many benefits from using electronic invoices.
"After switching, I feel it is more scientific, the work is easier, and the calculations are less confusing. Before, I had to multiply by hand, so I could multiply wrongly. Now, on the software, I can multiply, add, and subtract without mistakes, and without losing anything to myself. Second, the total tax at the end of a month will be automatically added so that I know how much tax I have to pay in a month," said Ms. Nguyen Thi Thu Thao, business owner, Nong Trang ward, Phu Tho province.
"As a result of the implementation, we have achieved a 22% increase compared to the assigned plan. Business households, including those that have not yet reached the threshold, have all registered to use invoices generated from cash registers, contributing to building a civilized way of selling and issuing invoices. Many business households have increased revenue because they have invoices to pay consumers," said Mr. Tran Minh Duc - Deputy Head of Tax Department 1, Phu Tho province.
Mr. Vu Manh Cuong - Deputy Director of the Tax Department, Ministry of Finance said: "Promoting the use of electronic invoices from cash registers. At the same time, tax authorities also use digital maps of business households, thereby closely managing business households on key streets, wholesale markets, and craft villages".
The number of newly registered business households in June increased sharply, reaching 118.4% compared to the same period in 2024. The tax sector also reviewed and added 236,000 business households to the management. Along with the effective implementation of electronic invoices from cash registers, business households will continue to make significant contributions to the state budget.
Prosecuted many online shop owners with hundreds of billions in revenue but tax evasion
Another tax that has also recorded positive growth is e-commerce tax collection. In the first 6 months of this year, the tax sector collected 98,000 billion VND, an increase of 58% over the same period in 2024. In addition to reflecting the growth of e-commerce, tax collection is also due to the fact that authorities have taken many effective management and supervision measures. Since Project 06, data from ministries and branches has been shared, so now businesses and individuals doing business in cyberspace can no longer easily remain anonymous.
In less than a month, the Hanoi Police Investigation Agency has coordinated with Hanoi Tax Department to clarify and prosecute 3 cases of online shop owners who evaded taxes. It is worth discussing that these online shop owners all have "huge" revenue of up to hundreds of billions of VND, have been propagandized and instructed by tax officials but still deliberately do not pay taxes.
On the morning of July 10, the Hanoi City Police Department temporarily detained Nguyen Thi Thu Huong, born in 1987, residing in Lang ward, to investigate tax evasion.
From 2020 to present, through social networks, Huong has sold many accessories, handbags, watches, diamonds... of many world famous brands, most of which are of unknown origin. Initially, the authorities determined that Huong had exceptionally large revenue of more than 834 billion VND, but did not declare it, and evaded more than 12 billion VND in taxes.
Previously, at the end of June, the Investigation Police Department, Hanoi City Police also prosecuted 2 cases related to tax evasion when doing business through e-commerce. Those are the business household Vu Nam Phuong and the US Pharmaceutical Joint Stock Company, with revenue of 120 billion VND but had the behavior of concealing and not issuing invoices to evade more than 10 billion VND in taxes.
Prosecuted Doan Manh Hoa, Director of MI Hanoi Company Limited, when this enterprise traded in electronic and telecommunications equipment and components, with revenue on e-commerce platforms of up to more than 33 billion VND, evading VAT payment of more than 3 billion VND.
Lieutenant Colonel Nguyen Trong Bang - Deputy Chief of Office of the Investigation Police Agency, Hanoi City Police said: "After receiving information from the tax agency, the investigation agency immediately organized verification. Clarifying the revenue of the booths registered on the e-commerce platform, along with tax declaration, money transfer, and amount of money transferred".
"The common violations today are that the taxpayer is the business owner but relatives and employees are registered as business households, to build a closed business cycle," said Mr. Phan Tien Hoa - Deputy Head of Taxation of Hanoi City.
Tax authorities recommend that all trading activities on e-commerce leave traces. Therefore, it is recommended that businesses and individuals doing business through e-commerce proactively declare all revenue honestly and accurately to avoid legal troubles.
In the first 6 months of this year, the tax sector promptly implemented policies to exempt, reduce, and extend taxes, fees, charges, and land rents to support businesses and people, amounting to VND107,000 billion. However, budget revenue still increased quite a bit. This shows that fiscal policies have been really effective. And this will still be a policy to motivate businesses and people in the last 6 months of this year.
