Attending the conference at Ha Nam bridge point were comrade Tran Xuan Duong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the 2025 Provincial High School Graduation Exam and members of the Steering Committee.
The 2025 high school graduation exam is a major exam with the participation of more than 1.1 million candidates nationwide; at the same time, the exam is organized according to two generaleducation programs. The country has 2,493 exam sites with 50,039 exam rooms. It is expected that about 200,000 personnel will be mobilized to participate in the exam organization... The exam will take place on June 25, 26, and 27, of which June 25 is the exam registration day, June 26 and 27 are the official exam days, and June 28 is the backup exam day.
Regarding the exam subjects, for candidates taking the exam according to the 2018 General Education Program, they will participate in 3 exam sessions, including 1 exam session for Literature, 1 exam session for Mathematics and 1 exam session for an optional test including 2 subjects from the following subjects: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Information Technology, Technology (Industry, Agriculture), Foreign Languages (English, Russian, French, Chinese, German, Japanese and Korean).
For candidates studying under the 2006 General Education Program, there will be 4 exam sessions, including 1 Literature exam session, 1 Math exam session, 1 optional Natural Science/Social Science exam session, and 1 Foreign Language exam session.
The 2025 High School Graduation Exam has received close and timely direction from the Government, the Prime Minister, and Deputy Prime Ministers. The organization of the High School Graduation Exam has been identified as a key task and has been regularly directed at Government meetings, creating high consensus throughout the political system, from the central to local levels, ensuring that all resources and efforts are directed towards the common goal of organizing a safe and serious exam. The Ministry of Education and Training and localities have been actively and proactively implementing it.
The Ministry of Education and Training has promptly developed and issued the Examination Regulations, the Examination Organization Plan, and documents directing and guiding localities on the preparation and organization of the Examination. Localities have also issued documents directing and developing detailed plans suitable to the conditions of each region, proactively mobilizing maximum local resources to organize the Examination.
Regarding expertise and professionalism, the high school graduation exam plan from 2025 has been announced early; the structure and format of the exam have been announced since the end of 2023. Along with that, there are instructions on organizing teaching and reviewing for 12th grade students; organizing mock exams at localities that are operated as real, from printing and copying questions, invigilation, and collecting papers. The Ministry of Education and Training has organized training sessions on exam regulations, exam organization, inspection, and testing. The work of building exam questions and question banks is in an open direction, promoting collective intelligence of the whole industry, suitable for a program with many textbooks. Up to this point, the software systems used in the exam are operating well and have been put into use on schedule for organizing the exam. The exam councils have fully prepared facilities and equipment for printing and copying questions, invigilation, preserving papers, and grading exams.
Along with the inspection activities of the ministry, localities have proactively established many inspection teams to review all stages, ensuring the best conditions for the 2025 high school graduation exam.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: The 2025 high school graduation exam takes place at a historic time when the whole country is rearranging administrative boundaries, implementing a 2-level local government model, and ending the operation of the district level. Therefore, it is absolutely necessary not to affect the exam, ensuring that the exam takes place normally, comprehensively, and synchronously; ministries, branches, localities, and especially the grassroots level participate in organizing the exam safely, seriously, thoughtfully, smoothly, compactly, publicly, transparently, equally, and ensuring the highest quality, most objectively reflecting the quality of teaching and learning, ensuring the requirements and regulations set forth. Localities are fully responsible for the preparation and organization of the exam in their localities.
Regarding specific tasks, the Prime Minister requested ministries, branches and localities to assign tasks to ensure 6 clear "clear people, clear work, clear responsibility, clear authority, clear time, clear results"; closely lead and direct; thoroughly organize implementation; and inspect objectively. Continue to review and promptly issue documents guiding the organization of the exam; proactively grasp the situation and promptly handle arising issues; and ensure absolute safety in all stages of exam organization.
Strengthen communication work with the spirit of providing correct, complete, objective and timely information so that parents, students and the whole society can clearly understand and reach consensus in organizing the exam; strengthen the application of information technology and digital transformation in organizing the exam. The Ministry of Education and Training researches and builds a question bank to prepare for the pilot exam in digital space; proactively grasp the situation, prevent, detect and handle violations of the law related to the exam. Relevant agencies, according to their functions, tasks and authority, closely coordinate with the education sector in organizing the exam to ensure quality, safety, seriousness and compliance with regulations.
