Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Tay Giang Primary and Secondary Boarding School Project (Da Nang).

DNO - On the afternoon of October 16, the People's Committee of Da Nang City held a groundbreaking ceremony for the Tay Giang Commune Primary and Secondary Boarding School Project. Attending were Prime Minister Pham Minh Chinh; leaders of the Ministry of National Defense, the Ministry of Ethnic Minorities and Religions, and the Ministry of Education and Training.

Also attending, on behalf of Da Nang city leaders were Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Duc Dung; Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Pham Duc An; Vice Chairman of the City People's Committee Tran Anh Tuan, and leaders of departments and branches.

Speaking at the ceremony, Prime Minister Pham Minh Chinh affirmed that this is a major policy of the Party and State, which is of great significance in contributing to ensuring social justice and promoting comprehensive development of all regions. Currently, the Politburo is vigorously implementing this policy nationwide.

The Prime Minister highly appreciated the sense of responsibility and determination of Da Nang city, and noted that the city must speed up progress, starting construction of 6 schools in 2025 and completing them in 2026.

For Tay Giang commune, the Prime Minister praised the spirit of solidarity, "mutual love", "those who have contributed, those who have contributed, those who have much, contributed, those who have little, contributed little", to work together to build schools in the locality, as well as schools in mountainous areas.

The Prime Minister requested Military Region 5, the armed forces, and the police to actively participate, provide human resources, and coordinate with localities and contractors to speed up progress and ensure the project is completed on time and meets quality standards.

At the same time, emphasize the spirit of "doing what must be done, meeting school standards, technical standards and construction quality" and request other provinces and cities that are implementing similar programs to also seriously implement this spirit.

Schools must be fully invested in foreign language and IT classrooms, and must have cultural spaces for students to study, practice and preserve national cultural identity. At the same time, they must ensure the criteria of "civilization, modernity, solidity", serving well the long-term study of students in mountainous areas.

Along with infrastructure, the Prime Minister paid special attention to improving the quality of teaching and learning, aiming at comprehensive development for students. The teaching staff needs to constantly improve and update their knowledge; teaching methods need to be innovative, flexible, linked to practice and in line with the orientation and policies of the Party and State on educational innovation.

At the end of phase 1, it is necessary to quickly implement phase 2, striving to have a spacious, modern, and solid school put into use by June 30, 2026.

The Prime Minister noted that local authorities, party committees at all levels and contractors regularly coordinate, exchange and promptly resolve problems during the construction process.

The contractor must identify this as a deeply humane project to construct with the highest sense of responsibility, ensuring the quality of the project, for the future of the students.

The Prime Minister expressed his belief and expectation that Tay Giang commune, Da Nang city, will develop comprehensively, quickly and sustainably in the coming time.

Speaking at the groundbreaking ceremony, Chairman of the City People's Committee Pham Duc An emphasized that the policy of building schools for border communes according to the conclusion of the Politburo in Notice No. 81-TB/TW dated July 18, 2025 is a major decision, with profound political, social and humanistic significance, demonstrating the special attention of the Party and State to ethnic minorities in remote and isolated areas, especially students in the "fence" areas of the Fatherland, contributing to training and fostering human resources, creating a source of local cadres, preserving and promoting the unique cultural identity of ethnic minorities.

This is an important political task in the 2025-2026 school year assigned to 22 provinces and cities with land borders, including Da Nang city with 6 schools for 6 border communes.

To implement this major policy, the city has seriously and urgently conducted surveys, made a list of proposals, and submitted to the Government to invest in building 6 boarding schools for 6 border communes with a total investment of about 1,500 billion VND.

In 2025, the city will start construction on all 6 schools, striving to disburse 100% of the capital allocated to the city by the Prime Minister in Decision No. 2231/QD-TTg dated October 9, 2025, which is 482 billion VND.

The investment in building a boarding and semi-boarding school here not only meets the learning needs of nearly 2,000 children of ethnic minorities but also ensures the long-term needs of primary and secondary education in Tay Giang commune.

The Tay Giang Commune Primary and Secondary Boarding School Project was started on an area of ^{​​71,687m2} , including classrooms, primary and secondary boarding blocks, teachers and staff, multi-purpose buildings, libraries and synchronous technical infrastructure systems, with a total investment of about 262 billion VND and is expected to be completed and put into use in August 2026.

The project is expected to include 3-storey classroom, department, and principal buildings; 3-storey primary school dormitory; 3-storey middle school dormitory; 3-storey teachers and staff dormitory; 1-storey teachers and staff dormitory; 2-storey kitchen and dining room; 1-storey multi-purpose building; 1-storey library; 1-storey cultural house.

There is also a 25 x 40 m mini soccer field; a wastewater treatment plant, a 1-storey domestic waste storage facility; a 1-storey security house; a 1-storey teacher's garage; and a 1-storey student's garage.

The project belongs to group B, a level III civil work with an expected planning area of ^{​​71,687m2} (7.1687ha). The investor, project manager and supervision consultant is the Danang Project Management Board for Investment and Construction of Civil, Industrial and Technical Infrastructure Works.

Da Nang City commits to make efforts and determination to implement the project on schedule, ensuring quality, safety and efficiency, ensuring construction quality, and soon putting the school into operation to serve local children.

Along with that, the city will direct relevant agencies and localities to best prepare conditions to soon start construction of the remaining schools, ensuring the completion of the set plans and goals.

At the groundbreaking ceremony, the Prime Minister gave gifts to encourage students and people of Tay Giang commune.

Units and businesses have also approved the City People's Committee to sponsor funds for primary and secondary boarding schools.
