According to a special correspondent of the Vietnam News Agency, during his program to attend the Shanghai Cooperation Organization (SCO) Summit and work in China, on the morning of August 31, in Tianjin city, Prime Minister Pham Minh Chinh worked with leading corporations in the fields of energy, infrastructure, electric vehicle manufacturing, and banking in China.
At the meetings, the Prime Minister and leaders of the corporations reviewed and examined the results of the implementation of the work contents proposed in previous meetings, especially reviewing the implementation of agreements between the two countries' senior leaders in related fields; identifying tasks to promote cooperation in the coming time through specific programs, projects, and implementation times; including supporting Vietnam in developing the energy ecosystem; having solutions to convert green means of transport for Vietnamese people; providing financial support for Vietnam to connect to the Association of Southeast Asian Nations (ASEAN) power grid and develop transport connections with China...
Regarding supporting Vietnam in developing the energy ecosystem, at the meeting where Prime Minister Pham Minh Chinh worked with the leaders of Hoa Dien Engineering Group - a group that has been on the list of the 500 largest enterprises in the world Fortune Global 500 for 13 consecutive years, Mr. Bang Cuong Binh, Chairman of the Board of Directors of the group, said that Hoa Dien Group has determined a long-term investment strategy in Vietnam, with the formula "1+1+1+N" (1 business entity in Vietnam + 1 research center in Vietnam + 1 base, manufacturing facility in Vietnam + many cooperation projects in Vietnam); has invested a cumulative 2.8 billion USD including projects: Duyen Hai 2 Power Plant, Tra Vinh province (old) and wind power projects in Dak Lak province.
Mr. Bang Cuong Binh shared that the group is actively training human resources, sharing experiences, transferring technology, ensuring energy safety, and converting energy for Vietnam; wishing to increase investment, actively contributing to Vietnam's green transformation process, specifically in areas such as wind energy, green hydrogen, stored energy, solar energy, upgrading power systems, improving power plant techniques and improving energy efficiency; requesting the Prime Minister to direct relevant ministries, branches and units of Vietnam to cooperate with the group, develop long-term and sustainable business investment plans.
The Prime Minister was pleased that the opinions he raised during his meeting with the leaders of Hoa Dien Group more than 3 months ago are being actively implemented; congratulated the Group on its effective investment and business activities, including projects in Vietnam; highly appreciated Hoa Dien Group for its long-term investment strategy in Vietnam with the formula "1+1+1+N", while also participating in social security work and training human resources for Vietnam.
Stating that Vietnam is striving to achieve a growth rate of 8.3 - 8.5% this year and double digits in the following years towards green and sustainable development, so the demand for electricity will also increase, especially the demand for clean electricity such as wind power, solar power, etc., the Prime Minister suggested that in the spirit of "harmonizing benefits, sharing risks; saying is doing, committing to implementing with specific results," Hoa Dien Group continue to cooperate and support Vietnam in developing the energy ecosystem; propose new investment ideas and projects; transfer solutions, management experience, modern technology, new economic models; attract investment capital, development support, investment funds, financial institutions and especially multinational corporations.
The Prime Minister said the Vietnamese Government is committed to accompanying, supporting and creating the most favorable conditions for Chinese enterprises in general, including Hoa Dien Group, to deploy investment and operate projects successfully, effectively, for mutual benefit and in compliance with Vietnamese laws.

Regarding the proposed solution to convert means of transport for Vietnamese people, at the meeting where Prime Minister Pham Minh Chinh worked with the leaders of Yadea Science and Technology Group Limited Company, Mr. Vuong Gia Trung, Senior Vice President of the group, said that Yadea is the world's leading manufacturer of 2-wheeled electric vehicles, having built 10 large production and research centers in many countries with products distributed in more than 100 countries and territories.
In Vietnam, the Group has built an electric vehicle factory in Bac Giang since 2019; is continuing to expand investment, increasing the design capacity to 2 million vehicles per year, supplying products to the Vietnamese and Southeast Asian markets; has built a Research and Development Center (R&D) in Vietnam.
Yadea is committed to increasing localization; training human resources for Vietnam; bringing the world's leading core technology to Vietnam, providing Vietnamese users with more high-quality green means of transport.
Wishing to develop an electric vehicle ecosystem in Vietnam, Mr. Vuong Gia Trung suggested that Vietnam have a specific strategy, roadmap, regulations, standards, and system of standards on developing an electric vehicle ecosystem, including hardware and software production, infrastructure development, electric vehicle use... so that the group has a basis for cooperation and investment.
Prime Minister Pham Minh Chinh welcomed and highly appreciated Yadea Group for its green and sustainable development strategy, in line with Vietnam's development strategy of rapid and sustainable development, with priority given to developing a green economy, digital economy, circular economy, based on science, technology, innovation, digital transformation...
Hoping that the group will support and cooperate with Vietnam to develop an electric vehicle ecosystem including 2-wheel, 3-wheel, 4-wheel vehicles, hardware and software production, battery charging station infrastructure, etc., the Prime Minister requested the group to study a project to support the conversion of means of transport for Vietnamese people so that people can easily, conveniently, and have the conditions to use electric vehicles, with forms such as selling/exchanging high-quality electric vehicles at reasonable prices; upgrading gasoline vehicles to electric vehicles, etc.
Along with that, the Group proposed to develop and legalize regulations, standards and criteria for electric vehicle development in Vietnam. The Prime Minister requested that Vietnamese ministries and branches closely coordinate with the Yadea Group so that the Prime Minister's proposals will soon have results.

Regarding technology transfer and investment in transport projects connecting with China, on the same morning, Prime Minister Pham Minh Chinh worked with leaders of Hoa Thiet Design Corporation (CHEC).
At the meeting, Mr. Duong Ve Dong, Chairman of the Board of Directors of CHEC, said that as the 3rd largest enterprise in China and 15th in the world in the field of design, Hoa Thiet has the leading comprehensive design capacity for all transportation sectors including roads, railways, waterways and aviation and is a leading technical design consultancy unit. Currently, Hoa Thiet is cooperating with Vietnam's Deo Ca Group to implement infrastructure projects in Vietnam.
Prime Minister Pham Minh Chinh welcomed Hoa Thiet Group for cooperating with Vietnamese enterprises, applying new technology to implement infrastructure projects in Vietnam; and at the same time determining a long-term investment strategy in Vietnam.
The Prime Minister asked Hoa Thiet to support Vietnamese enterprises in designing and constructing infrastructure, including transportation, telecommunications, energy, digital infrastructure, etc.; build an ecosystem of consulting and design, develop a more professional Vietnamese consulting and design industry; research forms of technology transfer, such as establishing joint ventures, etc. to transfer advanced technology, safe construction, high quality, fast construction time, in complex terrain and weather conditions like Vietnam, etc.
In particular, the Prime Minister requested Hoa Thiet Group to participate in investing in the construction of the Cao Bang-Lang Son expressway and routes connecting Vietnam and China; to study and effectively exploit and develop the Red River axis, especially the section through Hanoi and the Red River Delta; and to participate in the International Financial Center in Vietnam...
Emphasizing the importance of time, intelligence and decisiveness, the Prime Minister pledged to accompany, support and create the most favorable conditions for Chinese enterprises in general, including Hoa Thiet Group, to carry out business activities successfully, effectively, for mutual benefit and in compliance with Vietnamese laws; requested that during the implementation process, if there are any problems, they should be reported to competent authorities, even to the Prime Minister for consideration and resolution.

Regarding support for Vietnam in building and connecting the ASEAN network, during Prime Minister Pham Minh Chinh's working session with the leaders of the Asian Infrastructure Investment Bank (AIIB), the two sides discussed promoting cooperation in implementing Vietnam's key investment projects in the fields of infrastructure connectivity, improving logistics capacity and socio-economic development, and supporting capital for both state-owned enterprises and the private sector.
Prime Minister Pham Minh Chinh shared with AIIB President Jin Liqun and his colleagues Vietnam's development policies and priorities; emphasized the importance of accelerating the implementation of the Lao Cai-Hanoi-Hai Phong railway connecting Vietnam with China and the power grid connecting Vietnam with ASEAN countries.
The Prime Minister asked the AIIB to focus on supporting resources for Vietnam to implement these two important projects. Regarding private capital mobilization and financing for the private sector, Prime Minister Pham Minh Chinh asked the AIIB to continue to directly finance key infrastructure projects and create favorable conditions for both Vietnamese state-owned and private enterprises to borrow preferential loans in terms of interest rates, grace periods, etc.
On this occasion, the Prime Minister highly appreciated AIIB's cooperation with Vietnamese partners and invited AIIB President Jin Liqun to visit Vietnam in September 2025 to directly discuss specific issues with Vietnamese partners.
AIIB President Jin Liqun congratulated Vietnam on its recent socio-economic achievements and expressed his impression of Vietnam's progress in raising income levels compared to developing countries in and outside the region.
He believes that with the right macroeconomic policies implemented by the Vietnamese Government combined with good mobilization of external resources, Vietnam will achieve double-digit growth as targeted.
Sharing deep sentiments and affirming that “Vietnam is always in his mind and heart”, the AIIB President agreed with the proposals of Prime Minister Pham Minh Chinh; affirmed that AIIB will continue to accompany and support Vietnam in mobilizing capital to support the implementation of key infrastructure projects, especially projects on renewable energy and climate change response./.
