
Telegrams sent to the Chairmen of the People's Committees of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak; Ministers of the ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Health, Science and Technology, Culture, Sports and Tourism; Chief of Office of the National Civil Defense Steering Committee.
At 1:00 p.m. on October 20, 2025, the center of storm No. 12 was at about 18.3 degrees north latitude; 115.9 degrees east longitude, about 460km east-northeast of Hoang Sa special zone, the strongest wind near the center of the storm was level 9-10, gusting to level 12.
According to the forecast of the National Center for Hydro-Meteorological Forecasting: in the next 24 hours, the storm will move northwest, reaching the strongest intensity of level 11, gusting to level 13 (when in the area north of Hoang Sa special zone).
From tomorrow, October 21, the storm will interact with cold air, possibly changing both its direction of movement and intensity.
Due to the influence of the storm circulation, combined with other weather patterns, from October 22-26, the Central region, especially from Ha Tinh to Quang Ngai, is likely to experience widespread heavy rain , lasting for many days, with some places experiencing very heavy rain over 900mm ; high risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas; floods on rivers from Quang Tri to Quang Ngai are likely to rise above alert level 3.
This is a complex storm with a high risk of heavy rain lasting for many days over a large area, causing major floods, deep inundation, flash floods, landslides in many localities. To proactively prevent, avoid, respond, ensure the safety of people's lives, and minimize property damage, the Prime Minister requests:
1. Ministers of the ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade and relevant ministries and branches; Chairmen of People's Committees of coastal provinces and cities, especially from Ha Tinh to Dak Lak, focus on directing and proactively deploying measures to prevent, avoid and respond to storm No. 12, especially the risk of heavy rain, floods, landslides and flash floods with the most urgent and drastic spirit, proactively prevent and respond at the highest level, anticipate the worst situations to ensure the safety of people's lives and property, and avoid being passive and surprised.
2. The Chairman of the People's Committee of coastal provinces and cities directs competent agencies to coordinate with border guards, specialized management agencies and ship owners to continue to check, count and grasp the positions of all vessels and vehicles operating at sea, and guide vessels and vehicles still operating at sea to move so as not to enter, exit dangerous areas or return to safe shelters.
3. Chairmen of People's Committees of provinces and cities from Ha Tinh to Dak Lak direct the immediate implementation of measures to respond to the risk of heavy rains, floods, landslides, flash floods, and inundation in urban areas, low-lying residential areas, and along rivers and streams, including:
a) Review and promptly detect areas at risk of flash floods, landslides, and deep flooding, especially households and residential areas living in mountainous areas, steep slopes, along rivers, streams, and road slopes that show signs of landslides, so that people can be proactively evacuated to safety before floods occur.
b) Proactively deploy measures to ensure safety for dams, dykes, and dikes, proactively drain buffer water, and operate and regulate water in hydroelectric and irrigation reservoirs to reserve capacity for flood prevention and control, reduce floods for downstream areas, ensure safety of works, and prevent flooding.
c) Guide and support people in implementing safety measures for production and business activities, harvesting agricultural products approaching harvest time with the motto "green at home is better than old in the fields", especially aquaculture and seafood farming activities on rivers, coastal areas, and estuaries to minimize damage when heavy rains and floods occur.
d) Review plans, proactively arrange forces, vehicles, materials, food, and necessities in key areas, especially those at risk of being cut off or isolated due to landslides and floods, to be ready to respond to situations of isolation for many days and to deploy response, rescue, and relief work when bad situations occur.
d) Organize close monitoring, complete updates, and timely information on the situation and forecasts of storms, floods, and rains so that people can proactively respond, and not let people be unaware of natural disasters; increase dissemination and guidance for people to recognize signs of natural disasters and measures and skills to respond to each natural disaster situation, especially landslides and flash floods.
4. Minister of Agriculture and Environment:
a) Directing hydrometeorological forecasting agencies to closely monitor and refer to international forecast information to forecast and provide the earliest, most complete and accurate information on the developments and impacts of storms, floods, flash floods and landslides so that authorities and people know and proactively deploy appropriate, timely and effective response measures.
b) Proactively direct the work of ensuring safety for fishing vessels at sea and along the coast, protecting dikes, irrigation dams, and agricultural production; coordinate with the industry and trade sector and localities to direct the safe and effective operation of the inter-reservoir system, absolutely not allowing unsafe dams and reservoirs to occur.
c) Organize close monitoring of the situation, regularly update and proactively notify dangerous areas at sea so that ships and vehicles do not enter or exit dangerous areas. Direct and urge sectors and localities to deploy response work appropriate to the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.
5. The Minister of Construction shall direct the review of all ships and means of transport operating at sea, along the coast, and on rivers in areas at risk of being affected by storms and floods; proactively guide movement and anchoring in safe areas (especially pay attention to avoid anchor breaking and ships drifting during heavy rain and floods); direct the work of ensuring traffic safety and construction activities, especially the safety of people and vehicles at construction sites of expressways during the period affected by rain and floods.
6. The Minister of Industry and Trade directs the assurance of safety of hydroelectric dams, power systems and industrial production, and limits damage caused by storms and floods.
7. Ministers of the Ministries of National Defense and Public Security shall proactively direct units located in the area to review plans, arrange forces and means to be ready to support localities in implementing evacuation and relocation of residents, responding to storms, floods and search and rescue when requested.
8. The Office of the National Civil Defense Steering Committee closely monitors the situation and is ready to coordinate and mobilize forces and means to support localities in responding to storms and floods according to assigned functions and tasks.
9. Vietnam Television, Voice of Vietnam, and Vietnam News Agency promptly inform about natural disaster situations and response instructions from competent authorities, and increase dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.
10. Assign Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to promptly deploy response work to storms and floods.
11. The Government Office monitors and urges ministries and localities to seriously implement this dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
