Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 124 dated November 30, 2024 on strengthening the urging of state budget collection for land-related revenues in the last month of 2024.
Budget revenue from new land reaches 82.8%
The dispatch stated that from the beginning of 2024, the macroeconomic situation continued to be stable, growth was promoted, major balances of the economy were ensured, and state budget revenue in the first 11 months of the year had completed 106.3% of the estimate.
However, there are still many difficulties and challenges affecting the overall revenue results of the whole industry, especially land use fee collection. This is an important resource for development investment expenditure, but the collection progress is still slow, reaching only 82.8% of the estimate by the end of November.
Accordingly, the Prime Minister assigned the Ministry of Finance to strengthen revenue management solutions, strictly control tax calculation, tax declaration, tax payment, and collect all arising revenues correctly and fully. Urging on revenues, strengthening financial discipline and order.
Timely handle and remove difficulties and obstacles in procedures and prices for real estate projects, speed up the disbursement of public investment capital. Organize auctions, land allocation, land lease, and prevent revenue loss in two-price real estate transfer activities.
Review all projects that are slow to implement and have outstanding land use fees. Remove obstacles to have a basis for urging timely collection of tax debts and land use fees.
In cases of deliberate procrastination and non-implementation, consult with the Provincial or City People's Committee to revoke the project.
Arrange a department to operate the information technology system 24/7 in the last month of 2024 to support taxpayers in fulfilling their obligations to the budget in a timely manner.
The Ministry of Natural Resources and Environment disseminates, popularizes, and guides localities on the provisions of the Land Law; implements and summarizes difficulties and obstacles. Issues detailed regulations guiding the implementation of the law, develops and promulgates a new land price list; increases inspection and handling of violations.
The Ministry of Construction reviews and resolves difficulties and obstacles in the implementation of real estate projects, especially projects with good liquidity, commercial housing projects, social housing projects, new urban areas, etc.
The Ministry of Planning and Investment removes institutional difficulties and obstacles, completes important transport infrastructure projects, key national projects, and inter-regional connectivity projects, and puts them into operation and use on schedule.
Revocation of real estate projects if delayed or not implemented
The State Bank strengthens credit management solutions. Review and cut administrative procedures, creating more favorable conditions for real estate businesses and home buyers to promote the real estate market.
The Prime Minister also assigned the Chairmen of the People's Committees of provinces and cities to accelerate the planning for project implementation. Issue full land price lists and detailed instructions, implement compensation and resettlement support; focus on doing a good job of land appraisal and price determination; speed up the progress of auctioning land use rights and land lease rights.
Reviewing outstanding land records, causes, solutions and clarifying the responsibilities of relevant organizations and individuals. Reviewing real estate projects that have been implemented but are still stuck in investment procedures, construction, planning, compensation, site clearance, etc.
Review projects with land allocation decisions, no problems but investors do not implement or implement behind schedule, do not properly fulfill financial obligations regarding land, then organize land recovery.
There are solutions to stabilize the situation, maintain a healthy market development. Prevent revenue loss and recover tax arrears, land revenue, and increase revenue for the budget. Develop a safe, healthy, and sustainable market, and accelerate the disbursement of public investment capital.
Along with that is increasing discipline, order, immediately overcoming the situation of avoiding, pushing away work, fear of responsibility, and not daring to give advice.
Propose to handle work, shorten processing time and improve effectiveness and efficiency of direction and management. Strictly handle if the above situation occurs as well as timely reward.
