Also attending the conference were: Deputy Prime Minister Tran Hong Ha; Minister of Home Affairs Pham Thi Thanh Tra; Minister of Construction Tran Hong Minh; Minister of Finance Nguyen Van Thang; Minister of Industry and Trade Nguyen Hong Dien; leaders of central ministries and branches; secretaries and chairmen of People's Committees of provinces and cities in the Mekong Delta region including: Can Tho, Vinh Long, Dong Thap, An Giang, Ca Mau; leaders of Ho Chi Minh City, Dong Nai and Tay Ninh provinces.
This is the first working trip and first conference of the Prime Minister with the Mekong Delta since the rearrangement of provinces and cities and the implementation of two-level local government from July 1, 2025.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh said that, implementing the direction of General Secretary To Lam, the Prime Minister worked with ministries, branches and provinces and cities in the Mekong Delta region to assess the implementation of three important contents.
Including grasping the situation of organizing and operating local governments at two levels, with the motto "it is difficult to make it smooth and perfect right away because it takes time; but we must strive to organize and operate as smoothly and perfectly as possible", both in terms of Party building, government, Fatherland Front and mass organizations, arranging staff to work in communes, especially in handling administrative procedures related to people.
Along with that, review the implementation of important transport and infrastructure projects in the Mekong Delta; the implementation of planning and transitional projects, especially the construction of infrastructure to serve the APEC 2027 Conference, the expressway system in the Mekong Delta region and connection with the expressway system in the Southern region and nationwide, the coastal route from the Mekong Delta to Ho Chi Minh City, the development of inland waterway traffic in the Mekong Delta region; Cai Cui and Hon Khoai port projects...; the implementation status of the investment project to build the Can Tho City Oncology Hospital.

The conference also reviewed the implementation of the Project on sustainable development of 1 million hectares of high-quality, low-emission specialized rice in the Mekong Delta to ensure a stable, high-quality rice source for consumption and export... The Prime Minister said that recently, he has been very active in promoting stable, long-term rice trade with markets such as Brazil, the Philippines, Indonesia, Malaysia, Singapore...; at the same time, to ensure stable output for farmers, there must be solutions to prevent the situation of "good harvest, low price".
On this occasion, the Prime Minister requested that the Mekong Delta localities strive to carry out tasks and solutions together with the whole country to achieve the growth target of 8% or more in 2025, creating momentum, creating position, and creating force for double-digit growth in the following years.
At the same time, continue to review and promote the elimination of temporary and dilapidated houses, ensuring the complete elimination of temporary and dilapidated houses for policy families before July 27 and completing the elimination of all temporary and dilapidated houses nationwide before August 31, 2025.
