Accompanying the Prime Minister were leaders of ministries, branches, central agencies and Can Tho city. The Prime Minister and delegates respectfully offered flowers and incense to commemorate revolutionary predecessors, heroes, martyrs and planted memorial trees at the relic site.

The Annam Communist Party is one of three communist organizations that were the predecessors of the Communist Party of Vietnam . Of which, the Annam Communist Party of the Red Flag was established on November 10, 1929, in a hut across from the rice barn of the Co Do plantation, now in Co Do town, Co Do district, Can Tho city. This was the first Party organization in Can Tho.

The An Nam Communist Party Red Flag Party cell consisted of 3 comrades, with comrade Ha Huy Giap as Secretary. The cell propagated and enlightened the revolution to a large number of working farmers, guided them in the struggle for their rights, and selected active masses to join Party organizations.

In 2013, the Ministry of Culture, Sports and Tourism issued a Decision to rank the location of the founding of the Red Flag Party's An Nam Communist Party Cell as a National Historical Relic.

To preserve and promote historical values, Can Tho city and Co Do district have invested in a project to preserve, restore and promote the historical value of the site where the An Nam Communist Party Branch of the Co Do Party was established, with an area of nearly 40,000 m2. The project was completed and put into operation in 2019 on the old land of the old plantation, which is also the center of Co Do district today. This place has become a "red address" to educate historical traditions for the younger generation.
