Prime Minister suggests that large Chinese corporations use Vietnam as a production and business base.

Also attending were Deputy Prime Ministers Ho Duc Phoc and Nguyen Chi Dung, Minister and Head of the Government Office Tran Van Son, leaders of central ministries, branches and some localities, and leaders of 15 large corporations and enterprises. On the Chinese side, there were Chinese Ambassador to Vietnam Ha Vi, leaders of the Chinese Business Association, and 23 large corporations and enterprises.

These enterprises operate in the fields of infrastructure, energy, manufacturing, information technology, telecommunications and banking, such as the groups: China Railway 6th Bureau, China Construction, China Communications Construction, Pacific, Commercial Aircraft Corporation of China (COMAC), China Energy Construction, Power China, Huadian, automobile groups Chery, BYD, Geely, Tianneng Battery Group, Sailun Tire Group, TCL Group, Goertek Group, Huawei Group, ZTE Group, Bank of China (BOC), Agricultural Bank of China, Industrial and Commercial Bank of China.

Speaking at the seminar, Chinese Ambassador He Wei, on behalf of Chinese enterprises, expressed his sincere thanks to the Prime Minister as Chinese enterprises were the first foreign business community honored to have a seminar with the Prime Minister this year.

The Ambassador assessed that with the good relations between the two countries, China's investment in Vietnam is facing unprecedented new opportunities, especially in green development and digital economy. Investment projects of Chinese enterprises in Vietnam are constantly increasing in quantity and quality. To date, Chinese enterprises have invested more than 6 billion USD in Vietnam in the fields of green, circular, and renewable economy...

The Ambassador stated that Chinese enterprises have great confidence in the Vietnamese market. This is inseparable from the development of bilateral relations, the great support of the Government and the Prime Minister, as well as Vietnam entering a new era - the era of national development.

The Ambassador affirmed that the business representatives present at the seminar were all leading Chinese enterprises in the fields of infrastructure, electronics, digital economy, aviation, etc.

The Ambassador believes and hopes that Vietnamese agencies will well implement the spirit of "harmonious benefits and shared risks" under the direction of Prime Minister Pham Minh Chinh, considering Chinese enterprises as the best partners, creating many exemplary cooperation projects, contributing to building a community of sharing the future of Vietnam - China with strategic significance.

Mr. Ton Phong Loi, Chairman of the Chinese Enterprise Association in Vietnam and General Director of the Industrial and Commercial Bank of China (ICBC) Branch, emphasized that Chinese enterprises in Vietnam all appreciate Prime Minister Pham Minh Chinh and Vietnamese leaders as having a far-sighted vision, being very practical and decisive.

At the seminar, Chinese enterprises expressed their belief that Vietnam's economy is growing with bright prospects; highly appreciated Vietnam's increasingly improved investment and business environment and its status as an attractive investment destination in the world, an important link in the global supply chain.

Enterprises expressed their desire to expand business investment, focusing on strategic infrastructure sectors, especially transportation, new growth drivers such as green economy, digital economy, circular economy, electronics, information technology, clean energy, etc., and emerging industries.

Delegates also recommended that the Vietnamese Government, ministries and sectors pay attention to and remove some difficulties and obstacles, thereby promoting bilateral economic, trade and investment relations to develop strongly, in depth, more substantially and effectively.

13 wishes and proposals to promote cooperation

Concluding the discussion, Prime Minister Pham Minh Chinh said that although he had met and worked with Chinese businesses many times in the past, with the Vietnam-China friendship of "both comrades and brothers", "mountains connected to mountains, rivers connected to rivers", "neighbors who travel together become closer", the two sides have much to talk about, much to do, much to discuss, with the hope of having more results to report to the leaders and people of the two countries.

The Prime Minister thanked the speeches and sharing that showed affection, responsibility, sincerity and frankness of typical and effectively operating Chinese enterprises; this was also the goal of the discussion when the two sides both exchanged and learned, and listened to opinions to remove difficulties and obstacles for Chinese enterprises.

The Prime Minister assigned the Government Office, the Ministry of Finance, ministries and branches to synthesize and absorb opinions at the seminar, promptly submit the Prime Minister's Conclusion for implementation by ministries and branches, and coordinate with Chinese enterprises, thereby reducing obstacles, promoting business development, and contributing to promoting substantive and effective relations between the two countries.

The spirit is to value time, promote intelligence and timely decisiveness to bring results for both sides; clearly assign people, tasks, progress, responsibilities, and products so that the next meeting can specifically evaluate the content that has been done.

Analyzing the current world situation and context, the Prime Minister outlined a number of emerging trends: Polarization, population aging, climate extremism, resource depletion, diversification of markets, products and supply chains, digitalization of all human, social and economic activities.

Meanwhile, Vietnam is a developing country, the economy is in transition, the economic scale is modest, the resilience is limited, the openness is high, an external impact also has a great impact on the internal.

In recent years, despite the prolonged consequences of the COVID-19 pandemic, Vietnam's economy has been basically stable, inflation has been controlled, growth has been promoted, the macro economy has been stable, major balances have been ensured, public debt, government debt, and foreign debt are within the allowable threshold, which is room for expanding investment and development.

Currently, Vietnam is continuing to promote and prioritize growth, setting a GDP growth target of 8% or more in 2025, creating momentum, force, and position for double-digit growth in the coming years. According to the Prime Minister, China's development experience also shows that it is necessary to continuously grow at double-digit rates for decades.

The Prime Minister stated that this is a very big and challenging goal, but it is indispensable to achieve the set development goals. Ministries, sectors, localities, enterprises and people must work together and participate in realizing this goal, which requires high determination, great efforts, drastic and effective actions. Vietnam needs to promote self-reliance and self-reliance, while calling for support and cooperation from international friends and partners, including Chinese enterprises.

The Prime Minister assessed that the Vietnam-China relationship is developing very well on the basis of mutual understanding, sincerity, trust, and joint economic development, meeting the people's expectations, the country's requirements, and in line with the world and regional situation.

He emphasized that this good relationship must become specific plans, programs and projects to bring about measurable results and effectiveness in terms of material and finance, contributing to improving the material and spiritual life of the people, making them increasingly happy and prosperous.

In the overall bilateral relationship, the Prime Minister suggested that Vietnamese and Chinese enterprises take the lead in implementing high-level agreements and instructions from the two General Secretaries on promoting economic connectivity, business connectivity and people-to-people exchanges, in the spirit of "only discussing and doing, not retreating", contributing practically to the celebration of the 75th anniversary of diplomatic relations between the two countries, and working together in solidarity and unity.

Sharing about the 9 major policies and orientations that Vietnam is focusing on implementing, the Prime Minister said that Vietnam is determined to develop rapidly but sustainably, maintain macroeconomic stability, promote growth, control inflation, and ensure major balances.

In the development process, ensure progress, fairness and social security, focusing on building social housing, eliminating temporary and dilapidated houses, exempting tuition fees for students from kindergarten to high school at public schools; at the same time, protect the bright, green, clean and beautiful environment.

Along with that, firmly protect independence, sovereignty, unity and territorial integrity, maintain political stability and social order and safety so that businesses and investors can operate with peace of mind in the long term.

Promote the implementation of three strategic breakthroughs in institutions, infrastructure and human resources to facilitate, facilitate and support businesses and investors, drastically improve the open and equal investment and business environment, and not criminalize civil and economic relations.

Streamlining the apparatus to operate effectively and efficiently, reforming administrative procedures to become increasingly simple and fast, promoting the prevention and fight against corruption and negativity, eliminating the request-grant mechanism, reducing time, costs, inconvenience and harassment for people and businesses.

Closely, synchronously, harmoniously and effectively coordinate policies; including proactive, flexible, timely and effective monetary policy management; reasonable, focused and key expansionary fiscal policy management to support production and business; continue to exempt, reduce and defer taxes, fees, charges and land rents; promote public investment, using public investment to lead private investment; flexibly use monetary policy tools, call on banks to reduce costs, reduce interest rates for people and businesses, stabilize exchange rates and interest rates, create a mutually developing ecosystem between businesses and banks.

Promote the development of digital economy, green economy, circular economy, sharing economy, knowledge economy on the basis of science and technology, innovation and digital transformation.

Create favorable conditions for businesses and investors on the principle of harmonious benefits and shared risks, including harmonious benefits between the State, people and businesses; ensure legitimate and legal rights and interests, and ensure equal access to policies for businesses and investors.

With Chinese enterprises, the Prime Minister congratulated them on their successes, operational results and cooperation, shared their concerns and worries, and hoped that the Chinese business community, with its conditions, capacity and potential, would actively contribute to implementing the above-mentioned major policies, guidelines and orientations of Vietnam.

The Prime Minister made 13 wishes and suggestions to Chinese enterprises; accordingly, enterprises should take Vietnam as a production and business base, contributing with Vietnam to develop the digital economy, green economy, circular economy, develop rapidly but sustainably, and together with promoting production and business, actively contribute to social security.

Along with that, doing business healthily and legally; both sides listen to each other's opinions, share visions, actions, work together, win together, develop together, especially share in difficult times.

The Prime Minister also asked Chinese enterprises to promote high-tech transfer, support and help Vietnamese enterprises develop both in scale and technology, and participate in the global value chain.

At the same time, expand the scale of investment, increase investment in traditional growth drivers (investment, export, consumption) and new growth drivers, emerging industries such as big data, cloud computing, optoelectronics, internet of things, biomedical industry, high-end services, high technology, especially payment services, development on the basis of science and technology, digital transformation.

Along with that, investing in clean energy, especially renewable energy, investing in transport infrastructure, especially railways, airports, ports, and highways; investing in the development of industrial parks and economic zones; cooperating to promote digital payments, QR payments, and local currency payments; investing in the development of financial centers; actively developing green finance; promoting bilateral trade, developing border economic zones, and building smart border gates.

The Prime Minister also hopes that Chinese enterprises will contribute ideas and share in building and perfecting institutions; support management science and improve smart governance capacity.

The Prime Minister once again emphasized the spirit of cooperation of "harmonious benefits and shared risks", worthy of the relationship of "both comrades and brothers", following the direction of "6 more" cooperation in bilateral relations agreed upon by the two countries' senior leaders.

Regarding the recommendations and proposals of enterprises, the Prime Minister assigned ministries and branches to study and respond within 1 week at the latest with the spirit of having output, solving problems, "clear people, clear work, clear responsibilities, clear progress, clear results".

The Prime Minister also requested the Ministry of Transport and the Ministry of Construction to speed up the implementation of railway projects connecting the two countries (the Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong railway lines) to become symbolic projects in the relationship between the two countries./.
