On the evening of October 9, Prime Minister Pham Minh Chinh inspected flood response work in Trung Gia and Da Phuc communes (formerly Soc Son district) - these are places that are being flooded due to rising floodwaters on rivers in Hanoi .
Over the past two days, rapidly rising floodwaters have inundated several areas of Trung Gia and Da Phuc communes. The Commune Civil Defense Command has joined forces with the military, police and shock troops to mobilize and assist people in moving to safety.
Authorities and local people have mobilized to protect the dike and prevent floodwaters from overflowing. The cofferdam, main dike, and level four dike in many areas have been built up to about 1 meter, preventing water from overflowing into residential areas inside the dike.
On the afternoon of October 9, the foundation of some sections of the Hanoi - Thai Nguyen railway line passing through Trung Gia commune was eroded and washed away, causing the rails to sag and the railway line to be paralyzed.

Inspecting the scene, the Prime Minister emphasized that these are vulnerable areas, requesting Hanoi to coordinate with relevant ministries, branches and units to closely monitor flood developments to have appropriate response plans, including taking into account the worst-case scenario to proactively evacuate people to safety.
The Head of Government requested that we absolutely not be subjective or negligent, but prepare means and forces, especially the army, to mobilize forces, prepare accommodation for people and necessary necessities to evacuate people when necessary.
At the scene, the Prime Minister called to direct Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep to report on the flood situation on the rivers, and at the same time requested agencies to closely monitor the rain and water levels on the rivers to flexibly and appropriately regulate water on the dams, avoiding dike breaks downstream.

Encouraging the dike protection forces, the Prime Minister thanked the officers and soldiers who worked through the night with the highest sense of responsibility and urgency.
Visiting and encouraging the people, the Prime Minister shared the difficulties and losses of the people, hoping that people would always unite, support each other and, if there is a flood, strictly follow the instructions of the authorities, giving priority to relief for the elderly, children, pregnant women, etc.
The Prime Minister asked Hanoi and relevant agencies to study long-term, fundamental solutions for the dikes because the river water level has now exceeded the historical flood peak.
The Northern Hydrometeorological Station said on the morning of October 10 that the water level of the Cau River had peaked at 10.16m (about 2.26m above alert level 3) at 11pm on October 9; the Ca Lo River rose slowly after a slow change.
At 3:00 a.m. on October 10, the water level on Cau River at Luong Phuc station was 10.16 m (about 2.16 m above alarm level 3); on Ca Lo River at Manh Tan station was 9.74 m (about 1.74 m above alarm level 3).
It is forecasted that in the next 12-24 hours, the water level of Cau River will change slowly and then decrease. Ca Lo River will continue to change slowly and peak early this morning at 9.75m, then change slowly and decrease.
