The Prime Minister established 08 Working Groups to remove obstacles, promote growth and disbursement of public investment.
Establish 08 Working Groups headed by Government Leaders
The Decision clearly states that 08 Working Groups will be established with the Government Leader as the head to urge and remove difficulties and obstacles, promote production and business, import and export, infrastructure construction, social housing, national target programs, and promote public investment disbursement of ministries, central and local agencies, in order to achieve and exceed the economic growth target of over 8% in 2025 and double digits in the following years. Specifically:
Working Group No. 1: Prime Minister Pham Minh Chinh as Head of the Group, monitoring localities: Hanoi, Ho Chi Minh City, Can Tho City.
Working Group No. 2: Deputy Prime Minister Nguyen Hoa Binh as Head of the Working Group, monitoring ministries and central agencies: Office of the National Assembly, Office of the Government, Supreme People's Court, Supreme People's Procuracy, Ministry of National Defense, Ministry of Public Security, Ministry of Home Affairs, Government Inspectorate, Vietnam Cooperative Alliance; localities: Hue city, Da Nang city, Quang Ngai, Gia Lai, Bac Ninh.
Working Group No. 3: Deputy Prime Minister Tran Hong Ha as Head of the Working Group, monitoring the Ministries and central agencies: Ministry of Agriculture and Environment, Ministry of Construction, Central Party Office, Office of the President, Central Committee of the Vietnam Fatherland Front (including Vietnam Farmers' Union, Vietnam General Confederation of Labor, Vietnam Women's Union, Ho Chi Minh Communist Youth Union), Hanoi National University, Ho Chi Minh City National University; localities: An Giang, Ca Mau, Dong Thap, Vinh Long.
Working Group No. 4: Deputy Prime Minister Le Thanh Long as Head of the Working Group, monitoring the ministries and central agencies: Ministry of Justice, Ministry of Education and Training, Ministry of Health, National Committee of the Vietnam Union of Literature and Arts Associations, Vietnam Journalists Association, Vietnam Writers Association, Vietnam Lawyers Association; localities: Dak Lak, Khanh Hoa, Lam Dong.
Working Group No. 5: Deputy Prime Minister Ho Duc Phoc as Head of the Group, monitoring ministries and central agencies: Ministry of Finance, State Bank of Vietnam, Vietnam Development Bank, Vietnam Bank for Social Policies, State Audit; localities: Dong Nai, Hung Yen, Quang Ninh, Hai Phong city.
Working Group No. 6: Deputy Prime Minister Bui Thanh Son as Head of the Group, monitoring ministries and central agencies: Ministry of Foreign Affairs, Ministry of Industry and Trade, Vietnam Electricity Group; localities: Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho.
Working Group No. 7: Deputy Prime Minister Nguyen Chi Dung as Head of the Working Group, monitoring the Ministries and central agencies: Ministry of Science and Technology, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Union of Science and Technology Associations; localities: Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri.
Working Group No. 8: Deputy Prime Minister Mai Van Chinh as Head of the Group, monitoring ministries and central agencies: Ministry of Culture, Sports and Tourism, Ministry of Ethnic Minorities and Religions, Ho Chi Minh National Academy of Politics, Vietnam News Agency, Voice of Vietnam, Vietnam Television; localities: Tay Ninh, Dien Bien, Lai Chau, Son La, Lao Cai.
Regarding the composition of the Working Groups, the Decision stipulates: The Deputy Head of the Working Group is the Leader of the Ministry of Finance. The members of the Working Group include Leaders of the Ministries and agencies: Construction, Agriculture and Environment, Industry and Trade, Justice, Government Office and a number of related agencies. The specific composition of the Working Group is decided by the Head of the Working Group.
The Ministry of Finance is the standing agency of the Working Groups, responsible for assisting the Head of the Working Group in preparing the Working Group's report at the working session and synthesizing the general report on the working results, proposals and recommendations of the Working Groups to report to the Government at the regular Government meeting.
Based on monthly disbursement data, publicly disclose the list of ministries, central and local agencies subject to inspection (with disbursement rates below the national average) on the National Information System on Public Investment and the Ministry of Finance's Electronic Information Portal. Instruct ministries, central and local agencies to report in writing on the disbursement situation at the end of each month to the Ministry of Finance and the Government Office.
Duties and powers of the Working Group
The Decision also clearly states the tasks of the Working Group, specifically:
Organize the review, synthesis, analysis of causes of difficulties and obstacles and propose solutions to promote production and business, import and export, infrastructure construction, social housing, national target programs, promote the progress of implementation and disbursement of capital of public investment projects of ministries, central and local agencies. Report to the Government through the Government Office and the Ministry of Finance before the 25th of each month (the Government Office is responsible for urging and advising).
Assess the implementation of solutions to promote economic growth of over 8% by 2025 and double digits in the coming years as directed by the Government and Prime Minister.
Review responsibilities in leadership, direction, urging, inspection, review, and handling of difficulties, obstacles, and bottlenecks in production and business, import and export, infrastructure construction, social housing, national target programs, key projects, and public investment disbursement at ministries, agencies, and localities, including the responsibilities of the heads.
Perform other tasks as assigned and directed by the Head of the Working Group.
The Working Group has the right to request ministries, central and local agencies to report, provide information, data, and assign staff to coordinate in performing the tasks of the Working Group.
The Working Group Leaders select the appropriate working form for the Ministries, central and local agencies assigned to monitor; assign tasks to the Working Group members; develop a working plan that clearly identifies difficulties, obstacles and the authority to resolve; on that basis, directly direct the resolution of obstacles according to authority and legal regulations, and at the same time summarize obstacles beyond authority to report to competent authorities, ensuring the principle of "6 clear": clear person, clear work, clear time, clear responsibility, clear product, clear authority.
This Decision takes effect from the date of signing and replaces Decisions No. 435/QD-TTg dated April 22, 2023, No. 853/QD-TTg dated July 17, 2023; No. 387/QD-TTg dated February 24, 2025 and Decision No. 523/QD-TTg dated March 6, 2025 of the Prime Minister.
