The Prime Minister requested that public assets be purchased economically and transparently and that the misuse of state budget resources be strictly prohibited.
According to Directive 22, the audit inspection shows that many ministries, branches and localities still violate regulations on state budget management, public investment, public assets and debts, prices and price appraisal.
To overcome this situation, the Prime Minister requested ministries, central and local agencies to strictly control budget expenditures and spend according to allocated funds. The head of the Government strictly prohibits cases of spending from the wrong sources or borrowing funds from budget levels without permission from competent authorities.
Regarding the management and use of public assets, Directive 22 requires reviewing public assets to ensure proper use, promoting the handling of assets no longer in use to create additional financial resources for investment in socio -economic infrastructure development. In addition, assets used for the wrong purposes must be recovered, and public assets must not be wasted or lost.
The Ministry of Finance must coordinate with other agencies to strengthen inspection and transparency in the use of the state budget. The Ministry is also assigned to preside over the revision of the State Budget Law and related legal documents on the national financial plan and borrowing and repayment of public debt for the 5-year period 2021-2025. The revision is aimed at innovating the budget decentralization mechanism, overcoming the situation of integration in management, enhancing the leading role of the central budget and the initiative of local budgets.
The Ministry of Planning and Investment shall preside over synthesizing proposals from units for amendments and solutions to remove difficulties in implementing public investment projects under the Government's authority.
