Latest update on storm No. 3 (Wipha), the National Center for Hydro-Meteorological Forecasting said that at 7:00 a.m. this morning, July 21, the storm center was at about 21.3 degrees north latitude and 109.9 degrees east longitude, in the northern area of Leizhou peninsula (China), about 220 km east of Quang Ninh - Hai Phong .

Near the storm center, the strongest wind is level 9, equivalent to wind speed from 75 - 88 km/h, gusting to level 11. The storm moves west-southwest at a speed of 15 - 20 km/h.

Due to the influence of storm No. 3 (Wipha), the northwestern sea area of the northern East Sea has strong winds of level 7 - level 8, gusts of level 10; waves 3 - 5 m high, rough seas.

In the northern Gulf of Tonkin, the wind is strong at level 6 - level 7, increasing to level 8 - level 9, near the storm center, it is level 10 - level 11, gusting to level 14; waves are 3 - 5 m high, the sea is very rough.

The southern Gulf of Tonkin has strong winds of level 6 - 7, near the center of storm No. 3, winds of level 8 - 9, gusts of level 11; waves 2 - 4 m high, very rough seas.

The National Center for Hydro-Meteorological Forecasting warns that with the current intensity, the development of storm No. 3 (Wipha) is very dangerous, boats at sea are at risk of capsizing due to strong winds and big waves; aquaculture rafts and coastal works will be flooded and broken by waves.

According to the report of the Border Guard's Civil Defense, Disaster Prevention and Search and Rescue Command, as of 6:30 a.m. on July 21, the border guards had notified, counted, and instructed 54,300 vehicles with 227,194 people about the storm's developments and direction so that they could proactively avoid it.

Vehicles have received storm warning information and are continuing to move to avoid entering dangerous areas during storm No. 3 (Wipha).

The Ministry of Agriculture and Environment said that as of the morning of July 21, in response to the emergency of storm No. 3, 6 localities have issued a sea ban, not allowing ships to go out to sea or operate at sea.

Of which, Quang Ninh banned the sea from 2:00 p.m. on July 20, Hai Phong banned the sea from 5:00 p.m. on July 20, Hung Yen banned the sea from 6:00 p.m. on July 20, Ninh Binh banned the sea from 7:00 a.m. on July 21, Thanh Hoa banned the sea from 8:00 a.m. on July 21, Nghe An banned the sea from 5:00 a.m. on July 21.
