Today (July 12), Prime Minister Pham Minh Chinh inspected the construction site of the North-South Expressway project, Can Tho - Ca Mau section.

Early handover of land, completion of expressway connection infrastructure system
Directly inspecting the IC5 intersection (Vi Thuy district, Hau Giang province) and listening to reports from the units, Prime Minister Pham Minh Chinh emphasized that the results achieved by the project to date are the result of the efforts and determination of the Politburo, the National Assembly, the Government, the Ministry of Transport, the Ministry of Natural Resources and Environment, the investor, contractors, workers, and localities and people in the area where the project passes through.

To ensure the project is completed as planned, the Prime Minister directed contractors to speed up progress, increase "3 shifts, 4 shifts" in the spirit of "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", "only discussing work, not discussing back", "working through Tet and holidays".

On the local side, Prime Minister Pham Minh Chinh requested that by July 2024, all cases still stuck in site clearance must be resolved and promptly handed over to construction contractors.
“According to their assigned functions, tasks and powers, provinces and cities must mobilize the entire political system and encourage people to join investors and contractors in resolving difficulties during project implementation,” the Prime Minister directed.
Emphasizing the importance of investing in 11 intersections on the route, the Prime Minister requested that localities, based on the planning approved by the Government, promptly deploy investment in the transport infrastructure system connecting to 11 intersections on the entire route, ensuring synchronous exploitation with the expressway, maximizing investment efficiency, contributing to socio-economic development.

“Localities must invest immediately. When the expressway and intersections are completed, the local traffic system connecting the locality to the expressway through the intersections will be exploited,” Prime Minister Pham Minh Chinh directed.
Affirming that the project's investment efficiency is very high, the Prime Minister requested localities, investors, and contractors to ensure the legal and legitimate rights and interests of people affected by the project, and ensure that the new housing is better than or equal to the old housing.
Progress is slow due to lack of sand resources.
Reporting on the project implementation status, Mr. Tran Van Thi, Director of My Thuan Project Management Board, said that the entire project has mobilized 2,800 engineers and workers to deploy 237 construction teams to synchronously construct 110km of main route, 117 bridges and 11 intersections.
Up to now, the project's progress has reached more than 34% compared to the plan, 14% behind schedule due to a shortage of sand resources.

Regarding site clearance work, the Director of My Thuan Project Management Board said that localities have made great efforts and focused on implementing compensation and site handover work, but progress is still slow, affecting the mobilization of machinery and equipment and the initiative of the project.
Regarding the source of sand materials, Mr. Thi said that currently, the competent authority has issued a certificate of eligibility to exploit more than 22 million m3. Of which, there are 16.8 million m3 of river sand and 5.5 million m3 of sea sand.
“To complete the project in 2025, from now until October 31, 2024, the sand loading work must be completed, the sand demand is about 9.6 million m3,” Mr. Thi said and recommended that the provinces: Dong Thap, An Giang, Vinh Long, Tien Giang, Ben Tre and Soc Trang continue to support the project in coordination procedures, increasing capacity for river and sea sand mines.
Provinces and cities: Can Tho, Hau Giang, Bac Lieu, Kien Giang, Ca Mau continue to pay attention to and resolve remaining problems regarding land in July 2024.

Loading the main line is the most important issue.
On the local side, Mr. Nghiem Xuan Thanh, Secretary of Hau Giang Provincial Party Committee, said that the project passes through more than 63km of the province with 2,067 households affected.
Up to now, the locality has compensated and handed over 99.81% of the land to the project, the remaining 0.19% of the area is expected to be handed over to the project by the end of July and early August 2024.
According to Minister of Transport Nguyen Van Thang, determining that the implementation of the project in the Mekong Delta region will face many difficulties, including the lack of sand materials to carry out the embankment and treatment of weak soil, immediately after the project started, the Ministry directed the My Thuan Project Management Board and the contractor to synchronously deploy many solutions.

Specifically, focus on constructing all bridges on the route with the goal of using bridge output to compensate for road output; contractors give each other sand, prioritize sand filling at locations with long loading time. Especially, research is needed to shorten the loading time to only 10-12 months.
“The Ministry of Transport is determined to complete the project in 2025. Currently, the most important issue is to add load to the main route.
If by October 31, 2024, the embankment work is not completed, it will be very difficult to bring the project to the finish line as planned.
To meet the project schedule, site clearance must be completed by July 2024. Even a small percentage of the problem will affect the construction,” the Minister of Transport emphasized.
This expressway section consists of two component projects: the Can Tho – Hau Giang component project is over 37km long. The total investment is over 10,370 billion VND.
The Hau Giang – Ca Mau section of the project is over 73km long. The total investment is over 17,152 billion VND.
