The 20th Thanh Hoa Provincial Party Congress was attended by 487 official delegates, representing more than 240,000 party members in the entire provincial Party Committee. It is a major political event of special significance for the province's development until 2030 and the following years.

The Congress has the theme "Strengthening the building of a clean and strong Party and political system; vigorously promoting potential, advantages, resources, cultural values, people and the strength of national solidarity; developing rapidly, comprehensively and sustainably; striving to make Thanh Hoa one of the leading provinces in the country by 2030, and to become a rich, beautiful, civilized and happy province by 2045".

With the motto of Solidarity - Discipline - Responsibility - Creativity - Development, the Congress seriously assessed the implementation of the Resolution of the Congress for the 2020-2025 term; clarified the achievements and results to promote, at the same time, pointed out the limitations, weaknesses and causes to overcome; drew useful lessons, on that basis proposed viewpoints, goals and important policies to bring the province to a new step of development, achieving even greater achievements, practically celebrating the 1000th anniversary of the name Thanh Hoa and the 100th anniversary of the founding of the Provincial Party Committee, contributing to the successful implementation of the country's development goals until 2030, when our Party turns 100 years old.

Entering the implementation of the Resolution of the 19th Provincial Party Congress, in the context of many advantages, difficulties and challenges intertwined; with the attention, leadership, direction and support of the Central Government, the Party Committee, the government, the army and the people of all ethnic groups in the province have promoted the revolutionary tradition, solidarity, initiative, creativity, and strived to implement the Resolution of the 19th Provincial Party Congress, achieving important and quite comprehensive results; it is expected that 23/27 targets will be achieved and exceeded.

The work of building and rectifying the Party and the political system has been comprehensively implemented; solidarity and unity within the Party have been strengthened; and people's trust in the Party, the State, Party committees and authorities at all levels has been enhanced.

Party building work in terms of politics, ideology and ethics has been given attention. Party committees at all levels have always maintained political courage, believed in and strictly implemented the Party's policies, resolutions, organizational and operational principles; the level, leadership capacity and fighting strength of Party committees, Party organizations and Party members have been improved; the fight to prevent and repel the degradation of political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party has been strengthened. The study and following of Ho Chi Minh's ideology, ethics and style has continued to be promoted, bringing about practical results.

Mass mobilization work continues to be innovated; the emulation movement "Skilled Mass Mobilization" is widely deployed; the model of "Friendly Government, serving the people" is widely replicated, contributing to innovating the working style and manner of cadres and civil servants according to the motto "Respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people", thereby further tightening the close relationship between the Party, the government and the people.

The innovation, improvement of the organizational structure and improvement of the effectiveness and efficiency of the political system were carried out resolutely and promptly, achieving important results; the organization of the agencies in the political system and administrative units was completed according to the 2-level local government model. The work of consolidating and building grassroots party organizations was strengthened; the rate of grassroots party organizations completing their tasks well or better each year reached an average of over 95%, exceeding the Congress's target; during the term, 28,535 new party members were admitted, 1.9 times the Congress's target.

The work of cadres and internal political protection is carried out strictly and in accordance with regulations; the assessment, planning, mobilization and rotation of cadres are innovated; cadre training and development are enhanced; the quality of the cadre team is improved. The work of inspection and supervision is focused and focused; Party discipline and order are strengthened, contributing to warning, preventing and limiting violations.

Internal affairs and the prevention and fight against corruption, waste and negativity have achieved positive results; complicated corruption cases of public concern have been reviewed, classified and brought to the attention of the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee and the Provincial Steering Committee for monitoring and handling with the motto of no forbidden zones and no exceptions. The Party's leadership method continues to be innovated. The leadership role of the Party Committee at all levels towards the government and the political system has been strengthened, ensuring the correct functions, tasks and principles, promoting democracy, collective intelligence and the initiative, creativity and responsibility of each individual, especially the leader.

The economy is growing rapidly, the economy is increasingly large, gradually affirming itself as a new growth pole in the North of the country. The average growth rate of gross regional domestic product (GRDP) in the 2021-2025 period is estimated at 10.24%, ranking 4th in the country and 3rd in the group of 10 provinces and cities with the largest economic scale in the country. The GRDP scale in 2025 is 1.9 times that of 2020, ranking 8th in the country; GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times that of 2020. The economic structure is shifting in the right direction, reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry.

The Congress set out the goals for the 2025-2030 term as follows: Building a clean and strong Party and Political System. Maintaining an annual growth rate at double digits; strongly shifting the growth model from breadth to depth, making Thanh Hoa one of the major centers of the region and the country in energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, and logistics services. Developing breakthroughs in science and technology, innovation and digital transformation; maintaining the annual Provincial Innovation Index (PII) and Provincial Digital Transformation Index (DTI) in the top 10 provinces and cities nationwide.

Develop education and training, health care, culture, and sports in the direction of standardization, modernization, and socialization; maintain the achievements in key education and high-performance sports in the group of leading provinces and cities in the country; turn Thanh Hoa into one of the centers of high-tech medical services in the North Central region. Minimize environmental pollution, use resources rationally, economically, and effectively, and adapt well to climate change. Maintain political stability; firmly ensure national defense, security, and social order and safety. Significantly improve the material, cultural, and spiritual life of the people. Strive to make Thanh Hoa one of the leading provinces in the country by 2030, and become a rich, beautiful, civilized, and happy province by 2045.

The main targets include 32 targets on economy, culture-society, environment, national defense, security and Party building, including: Average GRDP growth rate in the period of 2026-2030 reaches 11% or more; Average income per capita in 2030 reaches 90 million VND or more; The proportion of added value of digital economy in GRDP in 2030 reaches 30%; Investment capital implemented in the area in 5 years (2026-2030) reaches 840 trillion VND or more; Value of exported goods in 2030 reaches 15 billion USD or more; Urbanization rate in 2030 reaches 50% or more; The rate of grassroots party organizations completing their annual tasks well reaches 90% or more...
