In his speech, General Secretary To Lam stated that it is necessary to consider science and technology, innovation and digital transformation as the driving force for national development. Not only land, finance, human resources and labor, but if a country wants to develop quickly, it must have science, focusing on digital transformation. This is a very strict requirement, requiring a common understanding to take common action.
The General Secretary also emphasized that there is still much work to be done and many tasks in the plan have not been implemented. There are still about 90 overdue tasks. Many bottlenecks are still mentioned over and over again, and there is still a fear of making mistakes and being responsible. If the tasks are not completed in the fourth quarter, the tasks in 2025 will not be completed, which will delay the tasks of the next term.
Many bottlenecks must be resolved to make further breakthroughs. The system has been opened and the political will is there, but there is still a situation of heat at the top and cold at the bottom, and this situation cannot be allowed to continue.
