The 18th Hanoi Party Congress: A historic turning point for the prosperous development of the capital

The 18th Congress of the Hanoi Party Committee (term 2025-2030) officially took place this morning (October 16). The Congress was attended by 550 delegates, representing nearly 500,000 party members of the entire city's Party Committee.

The 18th Congress of the Hanoi Party Committee for the 2025-2030 term is a milestone of special significance for the development of Hanoi in the new historical period of the capital and the country.

With many new and breakthrough points, the Documents of the 18th Congress of the City Party Committee set out the vision and orientation for the development of a civilized, modern, and happy Capital; pioneering with the whole country to enter a new era - an era of prosperous and powerful development.

Preserving and promoting traditional cultural values

Sharing with reporters before the Congress, Ms. Bui Thu Trang, Standing Deputy Secretary of the Party Committee of Phuong Liet Ward, was very excited, proud and hopeful for a new term, a new stage, with many innovations and high political determination of the entire Party Committee.

Deputy Standing Secretary of the Party Committee of Phuong Liet Ward shared that the concern at the Congress was the work on culture and people of Hanoi. This is an issue that the City Party Committee pays great attention to and has been included in the draft documents of the Congress.

Delegates found this to be a correct approach, consistent with the characteristics of the capital. Approaching from the perspective of culture and people will be the highlight, the unique characteristic of Hanoi, where culture is not only the foundation, but also the driving force, the soft power for development.

With that orientation, the Party Committee of Phuong Liet Ward will inherit and concretize the Resolution of the 18th City Party Congress with specific and practical actions. For example, continuing to promote the movement "Elegant and civilized Hanoians"; building roads and alleys bearing the cultural imprint of Hanoi - from lifestyle, behavior to living environment and landscape - to spread positive cultural values to the community.

Meanwhile, Vice Chairwoman of the Fatherland Front Committee of Ba Vi commune, Chairwoman of the Women's Union of Ba Vi commune, Duong Thi Quynh, also expressed her honor to attend the 18th Congress of the Hanoi Party Committee.

“In the previous term, I participated in the delegation welcoming the 17th Congress. This time, being an official delegate, I feel an even greater honor,” said Ms. Duong Thi Quynh.

As one of the delegates representing ethnic minorities, the President of the Women's Union of Ba Vi commune hopes that after the Congress, the City Party Committee will continue to pay attention, issue and implement more practical support policies for ethnic minorities.

In particular, for women, Ms. Duong Thi Quynh hopes that there will be more policies specifically to support and help women develop their economy, improve their lives, participate in training courses, vocational training, and access preferential loans.

For ethnic minorities in Ba Vi commune, including Muong and Dao people, economic life still faces many difficulties. The female delegate recommended that after this Congress, the City Party Committee will issue specific policies and have separate projects and programs to support people in economic development and social stability.

In addition, Ba Vi commune also has a unique cultural identity of ethnic minorities. The female delegate hopes to both preserve and promote traditional cultural values, and combine them to develop green tourism, creating sustainable livelihoods for the people. Cultural identity will be an important foundation for economic development associated with tourism, while preserving the unique identity of the locality.

“After the Congress, I also hope that my hometown Ba Vi will continue to receive more attention in terms of infrastructure as well as education and health policies. In addition, we hope that the city will have more programs and projects to invest in infrastructure and build synchronous traffic, helping people to travel and produce more conveniently,” Ms. Duong Thi Quynh expressed.

The goal is to bring happiness to the people

The Hanoi Party Committee aims to build a civilized, modern, green, and smart capital by 2030 - a place where cultural quintessence converges, international integration is deep, highly competitive, and development levels are on par with those of capitals of developed countries in the region. The city also aims for socio-political stability, a peaceful environment, and happy people. An ambitious target is set: the human development index (HDI) reaches about 0.88; the happiness index (HPI) reaches 9/10.

This is the clearest manifestation of the deep concern of the Party Committee and city government in improving the quality of life of the people.
Expressing his belief that the 18th Congress of the Hanoi Party Committee for the 2025-2030 term will certainly be a great success, Mr. Pham Tuan Long, Party Secretary and Chairman of the People's Council of Cua Nam Ward, said that the Congress documents have pointed out that in the coming time, Hanoi will have many important goals, thereby building a developed capital and Hanoi will achieve important results in the 2025-2030 period.

“Currently, the two-level government operation model has entered its fourth month. The initial results have been fully evaluated by the City Party Committee. From the success of the Congress, in the coming time, the grassroots Party Committees, especially the Party Committees of 126 communes and wards, will have to continue to pay more attention and improve to better serve the people and businesses and meet the goals set by the city,” Mr. Pham Tuan Long shared.

Mr. Nguyen Sy Truong, Director of the City Department of Ethnic Minorities and Religions, was also very excited that in the draft documents of the City Party Congress this time, the city clearly showed its interest in economic, cultural and social development in ethnic minority areas. At the same time, the city also mentioned creating conditions for religious organizations to fully exercise their rights according to the law, ensuring the freedom of belief and religion of all people.

“The draft also proposes many solutions to further improve the lives of ethnic minorities, as well as plans to preserve and promote their unique cultural values. In addition, religious organizations with good resources will also have the opportunity to develop and actively contribute to building the great national unity bloc, contributing to consolidating the stability and development of the city,” said Mr. Nguyen Sy Truong.

From a local perspective, Ms. Bui Thu Trang, Standing Deputy Secretary of the Party Committee of Phuong Liet Ward, deeply agreed with the element of "happiness" included in the content of this Congress. “The Congress will elect the 18th City Party Executive Committee. I am completely confident that the new Executive Committee will be composed of cadres and Party members with enough heart and capacity, strong political will and innovative thinking. They will be the core force, leading the Hanoi City Party Committee to step firmly, pioneering in the new era, with creativity, courage and high determination to realize the great goals set by the Congress,” Ms. Trang expressed her confidence.

Speaking at the opening ceremony of the 18th Hanoi Party Congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed that our country is entering a new era - an era of development, prosperity and strength of the nation. Hanoi is facing opportunities, advantages and difficulties, challenges intertwined, requiring the Party Committee, government and people of the capital to be highly determined and make great efforts to successfully implement the set development goals.

The Secretary of the Hanoi Party Committee requested that each delegate uphold their sense of responsibility and actively contribute their intelligence to concretize the requirements and expectations of the Central Committee, of General Secretary To Lam, of cadres, party members and people of the Capital and people of the whole country, to build and develop a Civilized-Modern-Happy Capital, together with the whole country, firmly entering the era of national growth, the era of building a prosperous and prosperous country./.
