The 4th Patriotic Emulation Congress of the Office of the President

The 4th Patriotic Emulation Congress of the Office of the President sets out directions and solutions to promote emulation and reward movements and promote the tradition of solidarity.

On the morning of October 16, at the Presidential Palace, Party Central Committee member, Vice President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Reward Council attended the 4th Patriotic Emulation Congress of the Office of the President , period 2025-2030.

Speaking at the Congress, Party Secretary and Head of the Office of the President Le Khanh Hai commended the efforts of all cadres, civil servants and workers who have successfully carried out the spirit of patriotic emulation in the 2020-2025 period.

Regardless of the stage or time, the officials, civil servants and employees of the Office of the President are always dedicated, devoted, with the highest sense of responsibility, determined to complete assigned tasks; demonstrating solidarity, determination and efforts, and implementing well the important points in Ho Chi Minh's thought on patriotic emulation.

Agreeing with the proposed directions and solutions, the Chief of the Office of the President proposed to continue to thoroughly grasp Uncle Ho's ideology on patriotic emulation and Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership over emulation and reward work in the new situation.

In order for the emulation movement to achieve high results, it is necessary to promote the role and responsibility of Party committees at all levels, heads of Party committees and authorities in leadership and direction; to promote and resolutely implement "setting an example" as the most important measure to successfully carry out political tasks and patriotic emulation movements.

In addition, it is necessary to effectively implement emulation movements launched by the Prime Minister; at the same time, strongly innovate the criteria, content and forms of emulation and rewards; build transparency, publicity, democracy, specificity, clarity, creating favorable conditions for emulation assessment, consideration of rewards in a truly democratic, accurate, public and transparent manner; prevent and eliminate the disease of achievements and formalities, ensuring that emulation and rewards are put into practice.

The Head of the Office of the President emphasized the need to focus on organizing and launching emulation movements with diverse, exciting, practical, creative contents and forms, suitable to the conditions and characteristics of the Office; promoting emulation to deploy and implement key political tasks, key contents, difficulties, bottlenecks, and bottlenecks that need to be removed in performing tasks; at the same time, taking efficiency, quality, and work progress as the basis for evaluation, consideration of emulation, and rewards. At the same time, urge, inspect, summarize, and summarize emulation movements, assess what has been done and what has not been done, draw practical lessons for leadership, direction, and timely deployment and implementation.

Previously, in a summary report on the patriotic emulation movement for the 2020-2025 period, Deputy Head of the Office of the President Pham Thanh Ha said that with the attention and regular and direct direction of the President and Vice President, the Office's emulation and reward work has many innovations.

Reward work is carried out strictly, in accordance with regulations, rewarding the right person, the right job, the right achievement; sudden rewards and rewards for direct workers are always given attention.

The commendation, honoring, and replication of typical examples, good people, and good deeds are carried out promptly and regularly, creating positive spillovers. The Party Committee and leaders of the Office always deeply understand the role, position, and importance of emulation and commendation work, regularly pay attention to leading, directing, and innovating the organization of patriotic emulation movements and commendation work; concretizing the Party's guidelines and policies, the State's laws, reviewing, amending, and promptly promulgating regulations and rules on emulation and commendation work in accordance with the practical situation of the agency. Thereby, the collectives and individuals of the Office have united, constantly made efforts, promoted traditions, and completed assigned political tasks.

The Office has been united, unanimous, gradually overcoming difficulties, closely coordinating with relevant agencies to successfully complete the tasks of research, consulting, and serving the President and Vice President in leading, directing, and operating the country.

Under the leadership of the Party Committee, the administration of the government, the close coordination of mass organizations and the active response of all officers and civil servants of the Office have created motivation in performing tasks, promoting the patriotic emulation movement of the Office to develop day by day.

Every year, the Party Committee and the Office leaders have launched emulation movements and signed emulation covenants to complete tasks and annual plans. Responding to the emulation movement, the units have proactively based on their functions and tasks, closely following the core and key tasks, each stage, and difficult tasks to launch emulation movements with goals close to the reality of the unit; creating motivation, competitive spirit, encouraging and motivating cadres, civil servants and employees to enthusiastically compete in studying, working, and striving to excellently complete assigned tasks.

The consideration of rewards is always closely linked to the emulation movement, the results of performing assigned tasks and the good implementation of the Party's policies and the State's laws.

The commendation work is increasingly becoming more substantial, rewarding the right people, the right jobs, the right achievements; always paying attention to and giving priority to employees and direct workers with achievements in their work. New factors, new models, advanced examples, good people and good deeds are disseminated and propagated promptly and widely at the Congresses...

In addition to implementing emulation movements and commendation work at the agency, the Office closely coordinates with the Government Office, the Ministry of Home Affairs, the Central Emulation and Commendation Committee and relevant agencies in state commendation work...

Along with the results achieved, the direction and organization of patriotic emulation movements in some units are not comprehensive; the forms are not diverse. The urging of preliminary and final summaries of movements is sometimes and in some places slow, reducing the spreading impact. The construction of emulation criteria is still lacking in specificity, not really closely following professional tasks and the actual situation.

With high political determination, in the 2025-2030 term, the Party Committee, leaders and all civil servants and employees of the Office will continue to promote the spirit of solidarity, patriotic emulation, improve the quality of research, consulting, and serving the domestic and foreign affairs activities of the President and Vice President. In particular, improve the quality of patriotic emulation movements, creating a positive spread throughout the agency. Emulation movements must have practical content associated with the celebration of major holidays and important events of the country and the Office of the President; improve the quality of commendation work, ensuring accuracy, timeliness, publicity, transparency, and compliance with the provisions of the Law on Emulation and Commendation.

At the Congress, the Vice President awarded the Third Class Labor Medal to Mr. Tran Trung Hieu, Deputy Head of the Organization and Administration Department, Secretary of the Office of the President, for his outstanding achievements in work, contributing to the cause of building socialism and defending the Fatherland.

In addition, 5 individuals were honored to receive Certificates of Merit from the Prime Minister for their achievements in work, contributing to the cause of building socialism and defending the Fatherland.
