Mr. Trinh Viet Hung was appointed Chairman of the People's Council of Lao Cai province.

On the morning of October 16, the People's Council of Lao Cai province, term XVI, 2021-2026, held the 4th session.

At the meeting, Standing Vice Chairman of Lao Cai Provincial People's Council Vu Quynh Khanh announced the Resolution of the National Assembly Standing Committee on appointing Chairman of Lao Cai Provincial People's Council for the 2021-2026 term for Mr. Trinh Viet Hung, Alternate Member of the Party Central Committee, Secretary of Lao Cai Provincial Party Committee for the 2025-2030 term.

Mr. Trinh Viet Hung, 48 years old, from Hai Duong , is an alternate member of the 13th Party Central Committee; Senior political theorist, Doctor of Business Administration, Master of Agriculture, Land Management Engineer.

He has worked in Thai Nguyen for many years, holding the positions of Chief of Office of the Provincial People's Committee, Secretary of Dong Hy District Party Committee, and Permanent Vice Chairman of the Provincial People's Committee.

Since December 2020, he has held the position of Chairman of the Provincial People's Committee; in July 2024, he was elected Secretary of the Thai Nguyen Provincial Party Committee.

In June 2025, after Thai Nguyen merged with Bac Kan, the Politburo appointed Mr. Trinh Viet Hung as the new Secretary of the Thai Nguyen Provincial Party Committee. Then, on September 29, the Politburo assigned and appointed Mr. Trinh Viet Hung to join the Executive Committee, the Standing Committee, and hold the position of Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term.

At the meeting, the Lao Cai Provincial People's Council also reviewed reports and submissions from the Provincial People's Committee, the inspection reports of the Provincial People's Council Committees, and discussed and approved 14 resolutions. The resolutions passed at the meeting are highly practical, meeting the socio-economic development requirements of the province in the coming time.

Including a number of important resolutions such as: Regulations on the level of agricultural production support to restore production in areas damaged by natural disasters and epidemics; Regulations on the tasks and powers of the Chairman of the People's Committee at the commune level to authorize civil servants of the People's Committee at the commune level in the field of certification; Regulations on regimes and policies for people working outside the payroll quota at associations assigned by the Party and the State at the provincial and district levels who quit their jobs due to organizational restructuring; Resolution to abolish the list of land plots for bidding for investment projects using land in Lao Cai province...

Regarding the Resolution on the level of support for agricultural production to restore production in areas damaged by natural disasters, Lao Cai province supports from 3-30 million VND/ha for rice and seedlings damaged by 30% or more; supports from 3-15 million VND/ha for other annual crops damaged by 30% or more; supports from 6-60 million VND/ha for perennial crops damaged by 30% or more...

People participating in animal epidemic prevention and control are supported from 400,000-500,000 VND/person/day for those who do not receive a salary from the state budget; supported from 150,000-300,000 VND/person/day for those who receive a salary from the state budget.

In addition, those who work outside the quota of the Associations assigned by the Party and the State at the provincial and district levels and quit their jobs due to organizational restructuring are entitled to a one-time allowance including a 3-month allowance of current salary and a 1.5-month allowance of current salary for each year of work with compulsory social insurance but have not yet received severance pay, job loss pay, or have not yet received one-time social insurance benefits, or have not yet received demobilization benefits, etc.

Closing the session, Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Council Trinh Viet Hung requested that immediately after the session, the Provincial People's Committee urgently direct and organize the implementation in October 2025 of the adopted resolutions to ensure publicity, transparency, and compliance with legal regulations; promptly concretize them with programs, plans, projects, and projects to soon put the resolutions into practice.

Departments, branches, sectors, People's Committees of communes and wards proactively coordinate, seriously and effectively implement issued resolutions; promptly report and propose difficulties and problems in the implementation process.

The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the delegations and delegates shall strengthen monitoring and supervision of the implementation, ensuring that the resolution is implemented seriously, effectively, and in accordance with the set goals and requirements.

Among the 25 main socio-economic targets for 2025, Lao Cai province currently has 6 targets that have not yet met the 9-month growth scenario. Therefore, Provincial Party Secretary and Provincial People's Council Chairman Trinh Viet Hung requested authorities at all levels to continue to uphold their sense of responsibility, closely follow their assigned functions and tasks; proactively update and closely assess the practical situation to lead and operate flexibly and creatively with the motto "Firm in goals, flexible in solutions" and the spirit of "clear goals - clear responsibilities - clear progress - clear results."

Authorities at all levels strengthen inspection, supervision, and urging of task implementation progress, promptly remove difficulties and obstacles right at the grassroots level, and are determined to comprehensively complete the 2025 socio-economic development plan./.
