On the morning of December 10th, the Party Committee of the Government held a conference to disseminate and implement the Resolution of the First Congress of the Party Committee of the Government, term 2025-2030.
The conference was held in person and online with the main bridge point being the Government Party Committee.
Attending and directing the Conference at the Government Party Committee's headquarters was Politburo member, Standing Deputy Secretary of the Party Committee, and Standing Deputy Prime Minister Nguyen Hoa Binh . Also present were members of the Party Central Committee, members of the Party Central Committee, Deputy Secretaries of the Government Party Committee, and government leaders; members of the Standing Committee and Executive Committee of the Government Party Committee; representatives of central Party committees; members of the Standing Committee of the Government Office Party Committee; leaders of advisory and support agencies of the Government; members of the specialized Inspection Committee of the Government Party Committee; and cadres and Party members of advisory and support agencies of the Government Party Committee and the Government Office Party Committee.
At the online bridge, there were comrades Secretaries, Deputy Secretaries, Standing Committee members, Executive Committee members, Party Committee Inspection Committee members and cadres, party members, civil servants, public employees and workers of the affiliated party committees.
Turning the Resolution into real-life practice.
Speaking at the Conference, Permanent Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that this is a Conference of special importance to unify awareness, will and action in the entire Party Committee, helping Party Committees at all levels, each cadre and Party member to clearly grasp and deeply understand the contents of the Resolution of the 1st Government Party Congress and the direction of General Secretary To Lam as well as the Action Program of the Party Committee to implement the Resolution of the Congress.
The conference disseminated three major contents including: Resolution of the 1st Government Party Congress, term 2025-2030; speech of General Secretary To Lam to the Government Party Committee; Action Program of the Government Party Executive Committee to implement the Resolution of the 1st Government Party Congress, term 2025-2030.

According to the Standing Deputy Secretary of the Government Party Committee, the new point of this Congress is that the main documents must be accompanied by an action program. The action program clearly states the content, tasks to be done, responsibilities, implementation time and completion time.
Following the Conference, the Standing Deputy Secretary of the Party Committee of the Government requested that Party committees continue to organize the study and thorough understanding of the Resolution among all Party members, concretizing the resolutions of the Congress, the General Secretary's speech, and the Congress's Action Program into plans, and supplementing them into the Action Program of their respective Party committees.
At the same time, the Party Committees must implement the Action Program to carry out the Resolution of their respective Party Committees and the Government Party Committee; "The spirit is to urgently organize the implementation of the Congress Resolution, turning that Resolution into practical reality. This depends on the capacity of the Party Committees to organize and implement the programs," emphasized Nguyen Hoa Binh, Standing Deputy Secretary of the Government Party Committee.
Another very important point noted by the Standing Deputy Secretary of the Party Committee of the Government is the need to fulfill the Government's core task of ensuring rapid and sustainable socio-economic development, strengthening and maintaining national defense, security, and foreign relations. Review and improve legal documents and institutions, transforming the policies outlined in the resolution into legal frameworks and laws. Continue to advise the Party on the development and implementation of the Resolution of the 14th National Congress.
Maintain a peaceful and stable environment; develop the economy dynamically, rapidly and sustainably
In his address on Topic 1, "Research, understanding, and implementation of the Resolution of the First Congress of the Party Committee of the Government, term 2025-2030," the Standing Deputy Secretary of the Party Committee and Standing Deputy Prime Minister Nguyen Hoa Binh stated that the Congress identified the theme for the term as "Building a clean and strong Party Committee of the Government; united, exemplary, and leading in science, technology, innovation, and digital transformation; accelerating breakthroughs and developing the country rapidly and sustainably in the era of striving for prosperity, wealth, civilization, and happiness," with the motto: "Unity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people."

Regarding Party building work, the Congress assessed that during the 2020-2025 term, the Party Committee implemented many historically significant policies of the Party and State decisively and effectively: carrying out the reorganization of the organizational structure of ministries, agencies, enterprises, and local governments at two levels, in conjunction with consolidating, arranging, transferring, and receiving Party organizations, Party members, and personnel work.
Party building work in politics, ideology, and ethics has been strengthened and has undergone many innovations; work to protect the Party's ideological foundation and mass mobilization work have also been carried out. Inspection and supervision work by Party committees and organizations at all levels has been strengthened and has seen many positive changes, maintaining strict Party discipline and order.
Regarding leadership in implementing socio-economic development tasks, during the past term, the macroeconomic situation was basically stable, inflation was controlled, and the major balances of the economy were ensured.
Implementing the three strategic breakthroughs in institutions, infrastructure, and human resources has yielded positive results, especially in strategic infrastructure development. The infrastructure system has developed strongly, with 3,200km of expressways and 1,700km of coastal roads to be completed by 2025.
Human resource development has yielded positive results, with an increase in the proportion of trained workers. National defense, security, order, and social safety are ensured; maintaining a peaceful and stable environment for national development.
Foreign relations and international integration have achieved many important successes, and Vietnam's position and prestige have been enhanced. Highlighting shortcomings and limitations during the past term, the Standing Deputy Secretary of the Party Committee of the Government pointed out that some Party committees and authorities violated working regulations and Party principles; self-criticism and criticism were not conducted regularly; and some cadres and Party members violated discipline, even the law. The leadership capacity and fighting strength of some Party organizations did not meet the requirements.
Some socio-economic development targets have not met the set targets. Growth rate has not met expectations.
The Standing Deputy Secretary of the Party Committee of the Government outlined five lessons learned from the past term, and emphasized the direction, objectives, targets, key tasks, and breakthroughs for the 2025-2030 term.
Among these, the overall goal is to maintain a peaceful and stable environment; to develop a dynamic, rapid, and sustainable economy; and to strive to become a developing country with modern industry, a high middle income, and a GDP among the top 30 economies in the world by 2030, rising to third place in ASEAN.
Economic growth during the 2026-2030 period will reach a high rate, ensuring major balances. The governance system will be modern, competitive, effective, and efficient; the basic infrastructure network will be synchronized and modern; human resources will be comprehensively developed; and the level of science, technology, and innovation will be among the leading countries in the upper-middle income group.
Improving the people's living standards. Strengthening the building and rectification of a clean and strong Party and political system; upholding the exemplary responsibility of cadres and Party members, especially leaders, to build a clean and strong Party Committee within the Government.
Some key targets by 2030: Average GDP growth of 10% per year; GDP per capita reaching US$8,500; digital economy accounting for 30% of GDP; Total Factor Productivity (TFP) contributing over 55%; labor productivity increasing by 8.5% per year; urbanization rate exceeding 50%; renewable energy reaching 30% of the electricity structure.
The Human Development Index (HDI) is 0.75, life expectancy is 75.5 years, and healthy life expectancy is ≥68 years; the proportion of trained and qualified workers is 35-40%; the poverty rate is reduced by 1-1.5% per year, aiming to eradicate multidimensional poverty by 2030.
Along with that are 6 groups of key tasks and solutions on building and rectifying the Party and a clean and strong political system; building and perfecting a synchronous and modern institution; continuing to perfect and promote the development of a modern socialist-oriented market economy; making breakthroughs in science, technology, innovation and digital transformation; developing human resources and culture; continuing to build a revolutionary, disciplined, elite and modern People's Army and People's Public Security force, firmly protecting the independence, sovereignty, unity and territorial integrity, seas and islands of the country, and expanding foreign relations.
The Party and Government must be exemplary models.
Implementing the direction speech of General Secretary To Lam at the Congress, Permanent Deputy Secretary of the Government Party Committee Nguyen Hoa Binh mentioned 3 key requirements: First, unify awareness, clearly define the goal of bringing the country firmly into the era of development of wealth, prosperity, civilization and happiness.

Secondly, we need greater effort and stronger aspirations; improved forecasting, leadership, and guidance capabilities, as well as innovation in state management, with the ultimate goal of enhancing the material and spiritual well-being and happiness of the people.
Third, build a team of "talented, visionary, and dedicated" cadres and civil servants; shift from an administrative mindset to a service mindset; have mechanisms and policies to motivate and protect cadres who dare to innovate for the common good.
The General Secretary outlined five key tasks and solutions. Firstly, the Party Committee of the Government must be an exemplary model of political acumen, intellect, innovation, and public service ethics; it must be the center of unity and consensus in will and action throughout the entire state administrative apparatus.
Therefore, it is necessary to continue building truly clean and strong Party organizations and committees at all levels; resolutely preventing and combating corruption, waste, and negative phenomena with the motto "no dark areas, gray areas," "no gaps, no ambiguities," and "no forbidden areas, no exceptions."
Building a team of capable cadres and Party members, especially leaders, who are up to the task. Building a government that is "development-oriented, honest, decisive in action, and serves the people." Continuing to improve the internal organizational model of agencies; reviewing and supplementing regulations to ensure smooth and effective operation, overcoming delays and obstacles in decentralization and delegation of power.
Secondly, focus on economic development, maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Specifically, the goal for the 2026-2030 period is to achieve double-digit growth. Manage monetary and fiscal policies flexibly and effectively; remove bottlenecks and difficulties for production and business; unlock traditional growth drivers and create breakthroughs in new drivers (digital economy, green economy, circular economy).
Focus on effectively handling backlog projects and weak banks, ensuring the health and sustainability of the economic-financial system.
Establishing a new growth model that ensures rapid but sustainable development, with science, technology, innovation, and digital transformation as the main driving forces.
Directing localities to focus on definitively resolving issues of flooding and environmental pollution, and to proactively and systematically plan for responding to storms, floods, and natural disasters.
Thirdly, focus on implementing three strategic breakthroughs. Institutions must become a competitive advantage, unleashing the full potential of productivity and unlocking all resources for development. Pay attention to investing in and completing strategic infrastructure, effectively exploiting outer space, maritime space, and underwater space; developing energy infrastructure; and investing in the construction of key national cultural, sports, educational, and medical facilities of regional and international significance.
Consistently and decisively implement the view that education and training are "a top national priority"; build a modern national education system on par with the region and the world; focus on developing and utilizing talent, training high-quality human resources; promote the application of science, technology, innovation and digital transformation in all socio-economic fields.
Fourth, develop culture in harmony with the economy and society; care for people's lives, ensure no one is left behind; build a civilized, united, and progressive society. Implement social progress and equity; improve the quality of healthcare and social security; focus on ethnic and religious affairs, gender equality, and comprehensive human development. Manage and effectively use resources, protect the environment, and proactively adapt and respond to climate change.
Fifth, ensuring national defense and security, enhancing the effectiveness of foreign relations and international integration. Strengthening national defense and security capabilities; firmly protecting independence, sovereignty, unity, and territorial integrity; ensuring political security and social order and safety.
To implement foreign affairs and international integration activities in a coordinated and effective manner, consolidating and enhancing Vietnam's international prestige and position. To maintain a peaceful and stable environment for national development.
